A look ahead to Day 37 of the 2025 legislative session

PIERRE, S.D. (KELO) — Here's a look at some of the events scheduled at the state Capitol for Thursday, March 13, the 37th and final working day of the main run of the 38-day 2025 session of the South Dakota Legislature.
House Government Operations and Audit at 8 a.m. CT in room 414 regarding the use and status of moneys that the state Department of Social Services received from HB 1093 from the 2024 legislative session.
The Senate and the House of Representatives convene their general floor sessions at 10 a.m. CT. The shows two bills that set the 2026 state-government budget and adjusts the school tax levies. The shows one bill that revises the 2025 state-government budget. After each bill is considered and approved in the first chamber, it moves to the second chamber for consideration and final approval.
Lawmakers are scheduled to return to the Capitol on Monday, March 31, to consider any gubernatorial vetoes and any other unfinished business.
So far Gov. Larry Rhoden has issued one veto: HB 1132, which would have expanded eligibility for child-care assistance to child-care providers with children. His letter can be read here.

Gavin Newsom as she defended President Donald Trump's deployment of the National Guard to Los Angeles. 'The president knows that he makes bad decisions, and that's why the president chose the safety of this community over waiting for Governor Newsom to get some sanity,' Noem said Sunday. 'And that's one of the reasons why these National Guard soldiers are being federalized, so they can use their special skillset to keep peace.' At the heart of the protests is the work of Immigration and Customs Enforcement, an agency that's now overseen by Noem. Newsom has strongly criticized Trump's decision to deploy the National Guard, and the state he leads has decided to sue the Trump administration. For Noem, her support of the deployment in 2025 is a stark departure from comments she made in 2024 during the administration of Joe Biden, Trump predecessor in the Oval Office. 'I was alarmed recently to hear Democrats encouraging Biden to federalize the National Guard under title 10 in order to take them away from the control of governors and take away my ability to be their commander in chief of the National Guard,' Noem said Feb. 23, 2024 when she was still governor of South Dakota. Trump Sunday that protesters are now banned from wearing masks. This, along with the widespread use of face coverings on the other side, also came up during Noem's interview Sunday with CBS' Margaret Brennan. 'People have questioned why they have their faces covered,' Noem said. 'It's for the safety of those individuals or the work that they're doing as far as protecting their identity so they can continue to do investigative work, so.' 'But are you tasking the National Guard soldiers with removing masks from protesters?' Brennan said in response. 'I mean, are you trying to use them in that way?' 'National Guard soldiers are there to provide security for operations and to make sure that we have peaceful protests,' Noem said in response. 'So, that's what their work is, and I won't get more specific on that.' On the possibility of arresting Newsom, Trump said 'I would do it if I were Tom. I think it's great.' The Foreign Minister Gideon Sa'ar posted a photo on X with Rhoden and said, 'Great to host @GovLarryRhoden in Jerusalem and thank him for South Dakota's support for Israel. We spoke about Iran's nuclear ambitions and regional aggression, which are dangerous for Israel, regional stability and world order,'. Rescue at Hippie Hole in the Black Hills In a news release, Rhoden's office said he is leading 'a business-driven trade mission to Israel alongside South Dakota Trade'. 'This mission is 100% business-driven,' said Jesse Fonkert, President & CEO of South Dakota Trade, in a news release. 'We had a successful mission in November of last year and are back because our businesses are generating real opportunities that have already produced millions in sales and a robust pipeline for even more expansion.' Rhoden also visited the Gandel Rehabilitation Center at Hadassah's Mt. Scopus Hospital to meet with recovering soldiers who have been injured since the start of the war. This stop was coordinated by South Dakota Jewish community leader Carol Rosenthal, who serves as the Chair of Hadassah International. South Dakota governor leads trade mission to Israel

Larry Rhoden is leading a trade mission in Israel, he announced Monday. The trade delegation is hosting a seminar 'focused on recruiting foreign direct investment into the state,' according to a press release from the governor's office. The release says the delegation includes South Dakota defense and agriculture businesses 'seeking sales in the Israeli market.' 'By working together with countries across the globe, we will keep South Dakota Open for Opportunity for generations to come,' Rhoden said in the release. Rhoden is also joined by South Dakota Trade, a nonprofit association that aims to help the state better navigate global trade. 'We had a successful mission in November of last year and are back because our businesses are generating real opportunities that have already produced millions in sales and a robust pipeline for even more expansion,' Jesse Fonkert, president & CEO of South Dakota Trade, said in the release. The release says Rhoden will meet with Israeli President Isaac Herzog, Speaker of the Knesset Amir Ohana and Foreign Minister Gideon Sa'ar. It says he conducted a wreath-laying ceremony at the World Holocaust Remembrance Center and visited a hospital to meet with recovering soldiers who have been injured in the war in Gaza, and that U.S. Ambassador to Israel Mike Huckabee will host a reception for the governor.
