Time to address air pollution as urgent national priority beyond environmental concern

The recent IQAir report on air pollution is an eye-opener for India. According to the report, thirteen out of the world's twenty most polluted cities are in India, with Byrnihat of Meghalaya as the most polluted in the world.
Despite decades of legal and policy efforts, India continues to struggle with air pollution. Millions of people are gasping for clean air and suffering from serious health issues due to deteriorating air quality. Let's explore the problem of air pollution in detail.
The air quality in India is primarily monitored under the National Air Quality Monitoring Programme (NAMP) by the Central Pollution Control Board (CPCB) in coordination with the State Pollution Control Board (SPCB), pollution control committees, and other agencies.
It is done through both manual monitoring and real-time monitoring through Continuous Ambient Air Quality monitoring stations (CAAQMs). The monitoring of air quality is based on the Ambient Air Quality Standards notified by the CPCB in 2009, which specified permissible limits for 12 pollutants, including Airborne Particulate matter – PM10 and PM2.5.
In its 2024 report, the CPCB revealed that during 2022-2023, 50 out of 53 cities with a million plus population recorded annual average PM10 concentration above 50μg/m3. Faridabad (212µg/m³), Delhi (209µg/m³) and Dhanbad (203µg/m³) were among the most polluted cities.
Similarly, a 2024 report by the Centre for Research on Energy and Clean Air (CREA) reported that the city of Ganganagar in Rajasthan had an annual average PM10 concentration of 236 µg/m³ followed by Greater Noida (226µg/m³), Byrnihat (211µg/m³). The annual average concentration of PM 2.5 was the highest in Byrnihat (126 µg/m³), followed by Delhi (105µg/m³) and Gurgaon (91µg/m³).
It is important to mention here that the World Health Organisation (WHO) recommends that annual mean concentrations of PM10 and PM 2.5 should not exceed 15 µg/m³ and 5 µg/m3 respectively.
Different pollutants contribute differently to the growing problem of air pollution across various regions in India. However, there are some common factors such as –
Industrial and vehicular emissions: Industrial and vehicular emissions constitute the key air pollutants in India, especially in urban areas. They are a significant source of PM2.5, which is considered a silent killer due to their invisible nature and serious health risks, including cardiovascular and respiratory diseases.
Indoor pollutants: Indoor combustion, building materials, and bioaerosols pollute indoor air which can be worse than outdoor air pollution in certain cases. Exposure to indoor air pollutants is linked to heart disease and respiratory illness. According to WHO, India is among the countries with the highest number of deaths related to indoor air pollution, with women and children being the most affected.
Construction and road dust: Unregulated construction activities and poor road maintenance generate large amounts of suspended particulate matter (tiny solid or liquid particles suspended in the air), particularly PM10. It is an acute problem in peri-urban areas and poses health risks if inhaled.
Open waste burning (OPW): Due to poor implementation of waste management regulations, tons of waste are disposed of by burning in the open which includes domestic waste, bio-medical waste, discarded plastics, rubber, etc. OPW is a significant source of toxic chemicals including nitrogen oxide, sulfur dioxide, black carbon, etc.
Biomass burning and forest fires: Biomass burning, especially in Rabi season, is a major reason behind the increased concentration of harmful air pollutants in Indo-Gangetic plains. Similarly, forest fires during the summer aggravate air pollution in Himalayan states. It releases particulate matter, carbon dioxide and other harmful pollutants.
The regulation of air pollution in India dates to pre-independence times. Section 278 of the Indian Penal Code, 1860 made it an offence to make the atmosphere noxious to health with a fine of up to Rs. 500 (increased to Rs. 1000 under Bhartiya Nyaya Sanhita, 2023).
However, the first dedicated legislation to prevent, control, and abate air pollution is the Air (Prevention and Control of Pollution) Act, of 1986. The act mainly focuses on industrial pollution and empowers the state government to declare air pollution control areas and make its consent necessary to establish industry in such areas.
Under this Act, state governments can also regulate vehicular pollution, which is otherwise regulated under Motor Vehicle Rules, 1989. Also, under the Environment Protection Act, of 1986, the Central government has laid down rules on noise pollution, solid waste management, construction waste management, and sector-specific emission standards.
In 2021, the Commission for Air Quality for the National Capital Region and Adjoining Areas Act (CAQM Act) was enacted, which exclusively deals with the management of pollution in the National Capital Region and its adjoining areas in Punjab, Haryana, Rajasthan, and Uttar Pradesh. The Act established CAQM as a statutory body with the power to take measures and issue directions to improve and protect air quality in the region.
The National Environment Policy of 2006 also acknowledged the growing menace of Air pollution, including indoor air pollution, and suggested an integrated approach to deal with it.
Apart from this, the Supreme Court of India has also played a crucial role in shaping the laws and policies on air pollution. The court has adopted a proactive approach in matters related to BSIV vehicles (Bharat Stage 4 referring to the emission standards enforced for vehicles), firecrackers pollution, stubble burning etc. In 2016 it approved the Graded Response Action Plan (GRAP) for Delhi and NCR region which is now being implemented by CAQM.
To improve the air quality in the country, the Ministry of Environment, Forest and Climate Change (MoEFCC) launched the National Clean Air Programme (NCAP) in 2019. Initially launched as a five-year action plan (2019–2024) to reduce PM2.5 and PM10 by 20–30%, the programme was later extended to 2026 with a revised target of a 40% reduction in PM10 levels compared to 2017.
It applied a multi-sectoral approach involving key sectors of agriculture, transportation, brick manufacturing industries and waste management. NCAP covers 131 cities and the CPCB data shows a decrease in PM10 levels in 95 cities in 2023-2024. However, the improvement in PM2.5 levels remains relatively low. PM2.5 is more hazardous to health and high exposure to it has been linked to around 1.5 million deaths every year in India between 2009 and 2019.
Moreover, as of now, 11,541 crores have been released under NCAP and only around 70 per cent of the fund has been utilised. There is disproportionate spending of funds, with most of the funds being spent on road dust management, ignoring other pollutants like industrial emissions and crop-burning which are the key sources of PM2.5.
Furthermore, data under NCAP is being collected at 1,524 air quality monitoring stations. However, studies suggest that there needs to be at least 3,000 such stations for effective monitoring.
India has a comprehensive set of laws and regulations to control air pollution. Strengthening the implementation of regulatory frameworks, expanding real-time air quality monitoring, and accelerating the transition to clean energy are essential steps towards further meaningiful improvement.
Rather than implementing cosmetic measures, governments may focus on the root causes of pollution. An affordable and sustainable public transportation system coupled with strict implementation of Industrial emissions can significantly reduce PM2.5 concentrations in the air.
Also, enhancing green cover in cities and towns, enforcing strict regulations on construction activities, and improving road infrastructure are some of the measures that could help tackle the PM10 levels. Further, addressing the challenges of biomass burning and forest fire requires technological solutions and enhanced inter-agency coordination.
Air pollution in India has taken the form of a public health crisis. It is no longer a seasonal issue or regional problem. If India is to secure a healthier and more sustainable future, addressing air pollution needs to be treated as an urgent national priority – not just an environmental issue.

To monitor pollutants and the Air Quality Index (AQI) levels around construction sites in Mumbai, in a pilot project, the Brihanmumbai Municipal Corporation (BMC) is set to procure five handheld ambient air quality monitoring devices at a cost of Rs. 5 lakh each. The mobile equipment will be earmarked solely for the use of BMC engineers to maintain data and facilitate real time monitoring of AQI, particulate matters as well as pollutant gases. 'While the court has called for all construction sites to install their own monitoring sensors, it is also necessary that our engineers have their own monitoring mechanisms to ensure that the air quality levels are not breaching the normals. At a time when we are trying to implement several projects to mitigate air pollution, maintaining data of harmful gases and pollutants is very crucial. Therefore, we are planning to obtain five handheld monitoring devices which will monitor the PM 2.5, PM 10 levels as well as other indicators and calculate the overall AQI in and around construction sites,' a senior official told The Indian Express. Currently, the city is home to nearly 25 monitoring stations of which 11 are operated by the MPCB, nine controlled by the SAFAR, while five are run by the BMC. Furthermore, the civic body has also rolled out plans to install five more new Continuous Ambient Air Quality Monitoring Stations (CAAQMS). According to officials, the data from these hand-held monitoring devices will be used by civic engineers and officials in addition to the data from installed stations. 'Unlike the CAAQMS, which are quite big and require a lot of space, the new handheld devices are compact and can be transported easily wherever a need arises,' an official said, adding, 'Besides checking the pollution levels around construction sites, our engineers can also use these machines wherever a need is felt. For instance if the reading on the stations is quite high or if we receive complaints of foul smell etc.' Recently, BMC's environment and climate change department floated a tender for the procurement of outdoor mobile ambient air quality monitoring devices. Estimated a cost of Rs 5 lakh each, these units will be equipped to monitor parameters of PM 2.5, PM 10, Sulphur Dioxide (SO2), Nitrogen Dioxide (NO2), Hydrogen Sulphide (H2S), Carbon Monoxide (CO), Methane (CH4), Total Volatile Organic Compounds (TVOC) as well as temperature, humidity and the moisture index. 'With the machines being expensive, we are planning to acquire only five machines in the pilot project. Once pressed into operations, we will observe their utility amongst our engineers and accuracy. If we observe positive trends, we will purchase more such hand-held monitoring devices in the future,' said an official. For the record, earlier this month, the civic body has also instructed the developers to install approved sensor-based AQI monitoring stations at the construction within a period of 30 days. The instructions have been issued in line with the technologies from 15 companies which were shortlisted by the civic body, after an Expression of Interest (EOI) inviting units for particulate matters was floated in February. 'Even though our 27-point guideline for air pollution mitigation maintains that all construction sites must install stations to monitor air quality levels at site, we found that presently, only 10 percent of the construction sites were following the directives. However, in these cases, it was observed that the readings from the machines were not reliable. Therefore, we had floated an EOI to streamline and standardise the type and quality of machines in a bid to ensure accurate AQI. Having now finalised technologies from 15 companies, we have informed all construction sites to install these monitoring stations,' said a senior civic official.

The levels of toxicology indicators at the Deonar dumping ground in Mumbai are up to four times the permissible limits prescribed by the Central Pollution Control Board, a study commissioned by the Brihanmumbai Municipal Corporation has shown, The Indian Express reported on Sunday. The study comes against the backdrop of plans to relocate residents of Dharavi, who will be displaced due to the slum redevelopment project, to the dumping ground site after clearing it. The 326-acre landfill in the city's eastern suburbs is India's largest and oldest dumping ground, with the garbage mounting up to 35 to 40 metres, as high as a 12-storey building. It holds nearly 1.85 crore metric tonnes of legacy, or aged and accumulated, waste. Several reports have pointed out that settlements around the dumping ground are exposed to mercury and toxic gases. The waste characterisation study commissioned by the municipal corporation analysed the levels of Biochemical Oxygen Demand, Chemical Oxygen Demand and Total Dissolved Solids in the waste and leachate, or liquid leaching out of the waste piles, at Deonar, The Indian Express reported. Biochemical Oxygen Demand is the amount of oxygen that microorganisms require to decompose the organic matter under aerobic conditions, while Chemical Oxygen Demand is the total amount of oxygen required to break down the organic matter by chemical oxidation. The Total Dissolved Solids refers to the measure of all inorganic and organic materials dissolved in water. All three are key indicators of environmental toxicology. Higher levels indicate increased toxins. According to the study, the average Biochemical Oxygen Demand in the leachate was 390 milligrams per litre, according to The Indian Express. The permissible limit of this indicator is 100 milligrams per litre (land) and 30 milligrams per litre (water). Additionally, the average Chemical Oxygen Demand was 1,002 milligrams per litre, with the permissible limit being 250 milligrams per litre (water), the study noted. It added that the average Total Dissolved Solids level was 6,550 milligrams per litre. The permissible limit was 2,100 milligrams per litre. The report also noted that 'inert waste', including construction debris and non-biodegradable material, comprised 30-50% of the waste, according to The Indian Express. 'This type of waste poses challenges for disposal and management due to its… low degradation rate,' the newspaper quoted the study as having said. The study was commissioned by the Brihanmumbai Municipal Corporation in 2023 and conducted by NETEL India Limited, in a joint venture with NM Consultants-SKW Soil and Surveys, The Indian Express reported. The report was made public in May after the municipal corporation floated a Rs 2,368 crore tender to clean up the site by a process of bioremediation, a natural or accelerated process that uses biological organisms to clean up environmental contamination, within three years. Kiran Dighavkar, Deputy Municipal Commissioner (Solid Waste Management), told The Indian Express that the tender document has mentioned that the methodology of processing the legacy waste, including the leachate, should be ideated by the contractor who will be awarded the contract. 'After the contractor submits the proposal, we [Brihanmumbai Municipal Corporation] will analyse it and, if required, a peer review process will be carried out through a reputed agency,' Dighavkar said. 'After we approve the methodology, work will start on the ground.' He added that the contractor for the work would be finalised by June 23. The Dharavi slum redevelopment project is being carried out through a special purpose vehicle, in which the Adani Group holds an 80% stake and the state government holds the remaining 20%. Along with the rehabilitation of slum residents, it involves redeveloping buildings and informal tenements as well as developing infrastructure such as water supply and sewage in Dharavi, considered to be among the world's largest slums. Until the Dharavi redevelopment is complete – a process that could take decades – the Maharashtra government has decided to relocate residents to various neighbourhoods across Mumbai. A large section of residents, those who have been declared 'ineligible' to receive new homes in Dharavi, will be permanently shifted to the dumping ground in Deonar, which is 12 km away. Ineligible residents are those who either live on upper floors in Dharavi's shanties or built their tenements after 2000.

As in the backdrop of Operation Sindoor, air defence systems have been in the news; it becomes important to know about the Golden Dome and Iron Dome. US President Donald Trump has offered the 'Golden Dome' missile defence system for free to Canada, which had shown interest after the Republican leader announced it but added a rider that Ottawa can have it without paying any charge 'if it becomes part of the US' 51st State'. Notably, on May 20, US President Donald Trump said he has shortlisted a design for the 'Golden Dome' missile defence shield and made General Michael Guetlein of the US Space Force in charge of the project. In this context, let's know about Trump's proposed 'Golden Dome' and what it is inspired by. 1. First floated by Trump this January, the Golden Dome is inspired by Israel's much lauded Iron Dome system — a short-range, ground-to-air, air defence system. But it is far more ambitious in scale and scope, and seeks to integrate 'next-generation' technologies across land, sea, and even space. 2. Trump said that the system will comprise, among other things, space-based sensors and interceptors. If this were to be true, this would make the Golden Dome the very first truly space-based weapon system. 3. As of right now, the use of space technology in defence has largely been restricted to reconnaissance. Satellites provide crucial targeting and other data for Earth-based weapon systems such as long-range missiles, guided munitions, etc. 4. The proposed Golden Dome goes one step further, with the introduction of interceptors to be launched from space. Exactly how they will work is still unclear. But according to the initial plans, the system will comprise thousands of small satellites orbiting Earth, which will intercept an enemy missile mere moments after it is launched, NPR reported. 5. Trump said the defense shield would cost some $175 billion, and will be operational by January 2029, when his term ends. But industry experts are skeptical of both this timeline and estimated cost, Reuters reported. 6. Technologically speaking, the idea behind Golden Dome is not far-fetched. But it is untested, and at the moment, more of a 'concept'. 'Right now, Golden Dome is, it's really an idea,' one source had told CNN in March. This also makes projecting timelines and costs very difficult, the article added. 1. Iron Dome is a short-range, ground-to-air, air defence system that includes a radar and Tamir interceptor missiles that track and neutralise any rockets or missiles aimed at Israeli targets. It is used for countering rockets, artillery & mortars (C-RAM) as well as aircraft, helicopters and unmanned aerial vehicles. 2. The genesis of the Iron Dome goes back to the 2006 Israeli-Lebanon war, when the Hezbollah fired thousands of rockets into Israel. The following year, Israel announced that its state-run Rafael Advance Systems would come up with a new air defence system to protect its cities and people. It was developed with Israel Aerospace Industries. 3. Notably, the idea behind Trump's proposed Golden Dome is inspired by Israel's much lauded Iron Dome system. But the Iron Dome's capabilities pale in comparison to what Trump wants with the Golden Dome. 📌 The Iron Dome does not rely on satellites for any aspect of its functionality, even tracking. It primarily relies on radars to identify and track enemy targets. Although Trump's Golden Dome will likely comprise radar and other ground-based targeting systems as well, its main selling point, thus far, is the deployment of space-based systems. 📌Israel is nearly 400 times smaller than the US, and consists of mostly flat desert terrain, which makes short-range interceptors ideal and cost-efficient for air defence. Moreover, its primary threats come from non-conventional actors like Hezbollah and Hamas. The US requires a far more expansive air defence system. Most notably, the US must be able to defend against Intercontinental Ballistic Missiles (ICBMs), technology which both China and Russia — Washington's two main geopolitical rivals — possess. ICBMs can be launched from tens of thousands of kilometres away, and travel to space as a part of their flight trajectory. Tracking ICBMs necessitates the use of satellites. And while they can be neutralised using ground-based interceptors, space-based weapons have long been thought to be more effective for this task given that they re-enter Earth's atmosphere at hypersonic speeds. 1. The United Nations' Outer Space Treaty is an international agreement binding member states to only use outer space for peaceful purposes. It spells out the principles governing the activities of states in the exploration and use of outer space, including the Moon and other celestial bodies. 2. The treaty came into force in October, 1967, during the peak of the Cold War, after being ratified by Russia, the United Kingdom and the United States of America. It lays down the following governing principles: 📌 The exploration and use of outer space will be carried out for the benefit and in the interests of all countries and will be the province of all mankind. 📌 Outer space will be free for exploration and use by all states. 📌 Outer space is not subject to national appropriation by claim of sovereignty. 📌 States will not place nuclear weapons or other weapons of mass destruction in orbit or on celestial bodies or station them in outer space in any other manner. 📌 The Moon and other celestial bodies will be used exclusively for peaceful purposes. 📌 Astronauts will be regarded as the envoys of mankind. 📌 States will be responsible for national space activities whether carried out by governmental or non-governmental entities. 📌 States will be liable for damage caused by their space objects. 📌 States shall avoid harmful contamination of space and celestial bodies. 1. The Artemis Accords, launched by NASA and the US Department of State in 2020, have 53 signatories, including India. 2. It implements fundamental commitments from the 1967 Outer Space Treaty and emphasises commitment to the Registration Convention, the Rescue and Return Agreement, and best practices for responsible behaviour, such as the public distribution of scientific data. 3. The accords are a series of non-binding agreements that establish principles to be respected in outer space. With reference to the Outer Space Treaty, consider the following statements: 1. It entered into force during the peak of World War II and provides the basic framework on international space law that remains in place to date. 2. As per one of the Articles of the treaty the activities of non-governmental entities in outer space shall require authorisation and continuing supervision by the appropriate State Party to the Treaty.
