Pakistan inaugurates national intelligence, threat assessment center amid India tensions
Bears dominate Pakistan stocks as risk-averse investors wary of India standoff fallout
KARACHI: Pakistan's stocks lost more than 500 points on Tuesday after early morning gains as risk-averse investors remained wary of the country's ongoing tensions with nuclear-armed neighbor India, analysts said.
The benchmark KSE-100 Index rose as much as one percent or 900 points after trading kicked off at the bourse in the morning, following a surprise move by the central bank on Monday to slash the key policy rate by 100 basis points 11 percent to spur growth amid challenges posed by US trade tariffs and geopolitical tensions with archrival India.
However, as the day progressed, profit-taking emerged across key sectors, gradually eroding the morning gains. The index ultimately succumbed to selling pressure, hitting an intraday low of 683 points and closing the session at 113,568 level, down by 533 points or 0.47 percent.
'Index remained bullish in intraday trade following the State Bank of Pakistan's 100 basis points policy rate cut [on Monday],' Najeeb Ahmed Khan Warsi, head of international trading at Foundation Securities Ltd., told Arab News in Karachi, adding that the rate cut had lifted investor sentiment and triggered buying across key sectors such as oil, cement, and energy.
Market participants were optimistic about lower financing costs and improved earnings potential under a more accommodative monetary policy stance, Warsi added.
At 11 percent, the interest rate is at its lowest since December 2021, creating further room for the economy to expand amid easing inflation.
Shankar Talreja, director of research at brokerage firm Topline Securities Ltd., said the market was positive in the morning primarily on the back of reports that banks would release payments to settle energy sector debt, also called circular debt.
Energy scrips like Pakistan State Oil, Oil & Gas Development Company Ltd. and Pakistan Petroleum Ltd. rallied more than two percent in daily trade 'on the hope of payment disbursement from the banking sector to settle the Rs1.2 trillion circular debt,' said Muhammad Rizwan, director brokerage at Chase Securities Pakistan, in a note to clients.
Talreja said there was a solid ground for the central bank to cut borrowing costs.
'However, the market was uncertain earlier on the timings just due to geopolitical tensions,' he said in a text message to Arab News.
But Tuesday's early morning rally proved short-lived as investors started selling their shareholdings to book profits, dragging the benchmark index 0.5 percent to close at 113,568 points.
Cement stocks bore the brunt of profit-taking and dropped as much as three percent.
'Indo-Pak issues (are) clouding the gains actually,' Talreja said.
'Despite an unexpected cut in the monetary policy statement, investors preferred to book gains in PSX as border tensions are still at a high level,' said Rizwan of Chase Securities.
Warsi said profit-taking, regional uncertainty with India and caution ahead of the new federal budget for FY26 were weighing on investor sentiment despite a supportive monetary stance.
Pakistan is expected to announce its budget for 2025-26 next month.
On Monday, Moody's said the standoff with India could hurt Pakistan's $350 billion economy, which is on a path to recovery after securing a $7 billion bailout program from the International Monetary Fund last year and staving off a default threat.
'Sustained escalation in tensions with India would likely weigh on Pakistan's growth and hamper the government's ongoing fiscal consolidation, setting back Pakistan's progress in achieving macroeconomic stability,' Moody's said.
'A persistent increase in tensions could also impair Pakistan's access to external financing and pressure its foreign-exchange reserves,' it added.
The report comes two days after Reuters reported that India has asked the IMF to review its loans to Pakistan.
India's economy is not expected to see major disruptions since it has 'minimal economic relations' with Pakistan — although higher defense spending could weigh on New Delhi's fiscal strength and slow fiscal consolidation, Moody's added.
Pakistan on Tuesday also accused India of altering the flow of the Chenab River, one of three rivers placed under Pakistan's control according to the now suspended Indus Waters Treaty of 1960.
The stoppage of water is likely to negatively impact Pakistan's agriculture, which contributes more than 20 percent to gross domestic product.

Pakistan PM exchanges Eid greetings with leaders of Azerbaijan, Qatar, Tajikistan
ISLAMABAD: Prime Minister Shehbaz Sharif exchanged Eid Al-Adha greetings with the leaders of Azerbaijan, Qatar, Malaysia, Tajikistan and Malaysia on Saturday, his office said, vowing to strengthen bilateral ties and cooperation with them. Pakistan is celebrating Eid Al-Adha, one of the two most important festivals of the Islamic calendar, today, Saturday. Muslims mark the Eid Al-Adha holiday in Pakistan and around the world by slaughtering animals such as sheep and goats, and the meat is shared among family and friends and donated to the poor. Sharif conveyed Eid greetings to Azeri President Ilham Aliyev, his family and the people of Azerbaijan, the Prime Minister's Office (PMO) said in a statement. 'The two leaders reaffirmed their shared resolve to further strengthen Pakistan-Azerbaijan bilateral cooperation and looked forward to their upcoming interactions, including at the ECO Summit in Azerbaijan in early July as well as during President Ilham Aliyev's visit to Islamabad later this year,' the PMO said. The Pakistani premier separately spoke to Qatar Emir Sheikh Tamim bin Hamad Al Thani to convey his Eid greetings to him. Sharif thanked the Qatari leader for his country's 'proactive diplomacy' and constructive role in de-escalating tensions between Pakistan and India during their conflict in May. 'The two leaders also reiterated their common desire to expand ties between both countries, particularly through mutually beneficial trade and investment,' the PMO said. The Pakistani prime minister also spoke to Tajikistan President Emomali Rahmon, thanking him for his hospitality during Sharif's recent visit to Dushanbe. 'The Prime Minister also thanked Tajikistan for its balanced position calling for peace and dialogue, during the recent Pakistan-India crisis,' the statement said. On bilateral relations, the two leaders expressed satisfaction with the positive trajectory of ties, which were growing steadily across all areas of mutual interest, it added. Sharif had also spoken to the prime minister of Malaysia earlier in the day to thank him for his support to Pakistan during Islamabad's conflict with New Delhi. Both leaders discussed ways to enhance bilateral cooperation between Pakistan and Malaysia.

Pakistan moves to build ‘direct collaboration' with New York Crypto Council
KARACHI: Pakistan's Minister of State for Crypto and Blockchain, Bilal Bin Saqib, has met New York City Mayor Eric Adams, in a 'key step' toward building 'direct collaboration' between the crypto councils of Pakistan and New York, Saqib's office said in a statement on Friday. The minister, who is also the CEO of the Pakistan Crypto Council (PCC), has been on a visit to the United States since last month, where he has met over a dozen key US government officials and lawmakers to strengthen cooperation in the areas of digital assets, blockchain regulation, and financial innovation. Pakistan set up the PCC in March to create a legal framework for cryptocurrency trading in a bid to lure international investment. In April, Pakistan introduced its first-ever policy framework to set rules for how digital money like cryptocurrencies and the companies that deal in it should operate in Pakistan. The policy has been formulated to align with compliance and financial integrity guidelines of the global Financial Action Task Force (FATF). Last month, the government also approved setting up the Pakistan Virtual Assets Regulatory Authority (PVARA), a specialized regulatory body to oversee blockchain-based financial infrastructure. Saqib last week also unveiled the country's first government-led strategic bitcoin reserve at the Bitcoin 2025 conference in Las Vegas. 'Both New York City and Pakistan have taken bold steps by establishing dedicated Crypto Councils to support the responsible growth of the digital economy,' a statement from Saqib's office said after he met Adams. 'This meeting marked a key step toward building direct collaboration between the New York Crypto Council and the Pakistan Crypto Council— two government-backed bodies committed to shaping the future of Web3.' Adams and Saqib explored opportunities to co-develop knowledge-sharing initiatives, capacity-building programs, and strategic advisory efforts to foster innovation and also discussed regulatory compliance. 'This event marked the final stop on Minister Saqib's official US tour focused on blockchain innovation, public-private partnerships, and advancing global crypto collaboration. The meeting at Gracie Mansion offered a fitting conclusion— highlighting New York City's pivotal role in global tech leadership and Pakistan's emergence as a bold new voice in the digital asset space,' the statement said. Late last month, Pakistan announced the allocation of 2,000 megawatts (MW) of electricity in the first phase of a national initiative to power bitcoin mining and artificial intelligence data centers. The allocation is the first phase of a broader, multi-stage digital infrastructure roll-out. On Thursday, Pakistan's Finance Minister Muhammad Aurangzeb chaired a meeting at the Finance Division to review progress on the development of a comprehensive regulatory framework for digital and virtual assets in the country. The law ministry tabled a draft of the proposed legal framework during the meeting, which was developed through close collaboration with members of the PCC, key stakeholders and technical experts. 'During the meeting, the draft was thoroughly reviewed and refined,' the Finance Division said. 'It was collectively agreed that in-principle approval process will be fast-tracked to ensure timely enactment and effective implementation.' The draft legislation outlines a regulatory structure for digital and virtual assets, encompassing governance mechanisms, licensing protocols and investor protection provisions, the statement said. The proposed framework seeks to position Pakistan as a forward-looking participant in the digital asset ecosystem, the statement added.
