Bhubaneswar, May 19 (PTI) Odisha Deputy Chief Minister Kanak Vardhan Singh Deo on Monday reached Bhutan to attend the South Asia Labour Mobility Conference, organised by the World Bank, officials said.
During the conference, he will engage in discussions on key labour mobility issues and represent India's perspective on challenges and policy frameworks related to migration, it added.
'Participation in the conference will be very helpful in finding a permanent solution and formulating policies to address the problems faced by migrant workers,' the statement said.
Chitra Arumugam, principal secretary, Labour and Employees' State Insurance department, is accompanying Singh Deo.
Around 100 people, including representatives from Bhutan, West Asian countries, North Africa, Italy, Australia, United Arab Emirates, Philippines, Papua New Guinea, Maldives, Sri Lanka, Nepal, Jamaica, Bangladesh, representatives of the World Bank and government officials are expected to participate in the conference, officials said. So far, five rounds of talks have been completed for the proposed bilateral trade agreement (BTA) and a US team is scheduled to visit India for the sixth round of talks. The negotiations were scheduled from August 25-29. 'This visit is likely to be rescheduled," the official, who did not wish to be named, said. Deferment or rescheduling of the meeting assumes significance as the US has announced a staggering 50 per cent duty on Indian goods. The US is pressing for greater market access in politically sensitive areas such as agri and dairy sectors, which India cannot accept as it affects the livelihood of small and marginal farmers. India has stated that it will not compromise the interests of farmers and cattle rearers. The US and India have announced plans to conclude the first phase of BTA by fall (September-October) of 2025. The two countries are aiming at more than doubling the bilateral trade to USD 500 billion by 2030, from the present USD 191 billion. While the 25 per cent tariff on Indian goods entering the US has come into effect from August 7, an additional 25 per cent, was announced on India as penalty for buying crude oil and military equipment from Russia, will come into effect from August 27. During April-July, the country's exports to the US increased 21.64 per cent to USD 33.53 billion, while imports rose 12.33 per cent to USD 17.41 billion, according to commerce ministry data. The US was the largest trading partner of India in the April-July period (USD 12.56 billion bilateral trade) 2025-26. India's exports to America are recording positive growth since April this year. Senior government officials have described the proposed GST tax reforms as 'Next Gen GST', a significant overhaul that could eventually pave the way for a single sales/services tax rate by 2047. The proposal, if approved by the GST council, aims to replace the current four-slab structure in the goods and services tax (GST) regime with a two-slab regime, featuring rates of 5 per cent and 18 per cent, while also retaining a 40 per cent tax on 'sin goods.' This new system would eliminate the 12 per cent and 28 per cent tax brackets, PTI reported. The primary goal of this reform is to boost the economy and also serve to mitigate tariff threats. Calling it the "next Gen GST', one government official said "it is a game changer reform. In the pantheon of economic reforms seen in India, it's right up there." said officials who spoke to PTI. They also said the new structure would mean that almost all of the common use items will move to the lower tax bracket, leading to price cuts, which in turn would boost consumption. The changes are a result of nearly six months of extensive deliberations and meetings, with an aim of creating a stable tax environment and preventing the accumulation of input tax credit (ITC). The new structure is designed to cater to the needs of the middle class, poor, farmers, and MSMEs in mind. Daily use items, such as packaged food, beverages and apparel would be moved to the lower 5 per cent from 12 per cent bracket to boost consumption of these products. "Once the system is put in place and India becomes a developed nation, we can think about a single rate GST," said the official, adding that a single rate structure is suitable for developed countries where income and spending capacities are uniform. "We have looked at every item, item by item and in some cases we have gone back and forth 3-4 times. Whether it is pesticide for use by farmers or pencils for students or some raw material or intermediaries for MSMEs, every item has been discussed threadbare and categorized in the merit or standard slab,' the official said. According to the proposal, a significant number of items would be re-categorized: 12 to 5 per cent: As many as 99 per cent of the items in the 12 per cent category such as butter, fruit juices and dry fruits would move to 5 per cent tax rate. 28 to 18 per cent: About 90 per cent of the items currently taxed at 28 per cent, including electronic items like ACs, TVs, fridges, and washing machines as well as other goods like cement will be moved to the 18 per cent slab. The Council is expected to meet next month to deliberate on the tax reform proposal. The move comes after US President Donald Trump imposed an additional 25 per cent tariff on all goods India exports to the US, bringing the total to 50 per cent from August 27 to punish New Delhi for its crude oil purchases from Russia. The tariffs are likely to impact $40-billion of non-exempt Indian exports such as that of gems and jewelry, textiles and footwear. Prime Minister Narendra Modi in his Independence Day address to the nation on Friday emphasized that India should become self-reliant and consume what is made in India, PTI reported.

New Delhi, Aug 16 (PTI) Domestic electronics contract manufacturer Dixon Technologies has formed a Rs 370 crore joint venture for display modules manufacturing with Chinese company HKC Overseas. The Dixon Technologies-HKC Overseas joint venture is for manufacturing and selling of LCD and TFT-LCD modules that are used in electronic devices like TV, mobile phones etc for display, a regulatory filing said on Saturday. 'Dixon Technologies (India) Ltd has entered into a Term Sheet with HKC Corporation Ltd to form a joint venture for manufacturing of Liquid Crystal Modules, thin film transistor liquid crystal display modules, assembly of end products such as smartphones, TVs, monitors and auto displays and selling HKC branded end products in India," the filing said. HKC Overseas Ltd will acquire 26 per cent stake in Dixon Display Technologies Pvt Ltd (DDTPL) for USD 10.998 million, about Rs 95.5 crore and Dixon will acquire 74 per cent stake in the JV for USD 31.3 million, about Rs 274 crore in two tranches. 'The company, HKC and DDTPL have executed the SSHA (share subscription and shareholders' agreement) on August 16, 2025," the filing said. Dixon has been on a spree of forming joint ventures with Chinese technology companies. Last month, the company had announced a JV with Chinese electronic component firms — Chongqing Yuhai Precision Manufacturing Co Ltd and the Indian arm of Kunshan Q Technology — for manufacturing and sales of electronic components used in electronic devices like mobile phones and laptops, among others.
