Chandigarh: BJP-led MC House greenlights parking fee hike with no bumps
In a discussion free of any roadblocks or opposition, the BJP-led House of the Chandigarh Municipal Corporation (MC) on Wednesday breezily cleared a steep hike in parking charges across the city — a move that will pick speed only after the civic body implements its Smart Parking project with public-private partnership.
The proposal zipped through in the absence of councillors from opposition Congress and Aam Aadmi Party (AAP), who had already staged a walkout after accusing the BJP of burdening residents with back-to-back tax hikes — including the recent increase in property tax and electricity cess.
With no opposition in sight, the parking fee hike went through smoothly, landing another financial jolt on city residents who are also reeling under the UT-approved rise in collector rates.
Barely a month after scrapping its long-pending Smart Parking project, citing flawed tenders, MC brought a fresh proposal to the House. A committee has already finalised groundwork for a revised Request for Proposal (RFP), with the new parking rates included.
As per the plan, the first 15 minutes will be free across 87 parking lots of the city — a move aimed to encourage quick departure of short-stay visitors.
This will facilitate faster circulation of vehicles and optimum utilisation of parking space. Thereon, four-wheelers will be charged ₹20 for up to four hours of parking — a sharp increase from the existing ₹14 — while two-wheelers will pay ₹10 instead of ₹7.
A special rate of ₹85 for the first four hours has been proposed for the parking lots near Elante Mall, Fun Republic and Piccadily Square, making parking there most expensive in the city (see box for detailed rate chart).
In a significant first, MC has also proposed a mechanism for automatic parking fee hikes every four years, further burdening citizens in the long term. Meanwhile, electric vehicles (both two-wheelers and four-wheelers) have been promised free parking — until March 31, 2027. Post that, they too will be subjected to prevailing parking fees.
Parking in underground facilities has been incentivised by charging ₹5 less than the surface parking rates, across all slabs. Also, to encourage the use of digital payments, MC will charge ₹5 extra in case of cash payments. Interestingly, the new parking rates will apply uniformly across the city — irrespective of whether the parking lots are operated directly by the MC or leased out to private contractors via e-tendering.
As envisaged in the original plan, FASTag-enabled parking management system will remain a major feature of the Smart Parking project, allowing swift entry and exit through automatic payment.
For visitors' convenience, the new parking system will also include a mobile app for booking parking slots, separate parking for two-wheelers, proper demarcated parking slots, dynamic pricing and parking availability status, to be managed by a central control centre.
The increased parking rates, along with new Request for Proposal, will be sent to the UT administration for final approval.
Even if approved by UT, the charges will be applicable only after MC hands over the project to a contractor and the smart parking project is fully implemented, which could take up to six months more.
'Free parking lots of encroachments'
BJP councillor Saurabh Joshi said, 'MC is facing huge revenue loss as the parking lots are encroached upon by commercial vehicles, which are selling food and other products. Vendors station their vehicles inside lots, and due to police and enforcement staff nexus, they face no penalties. No private firm will agree to smart management unless these lots are freed from such misuse.'
Meanwhile, the BJP councillors also approved free parking passes for councillors, media personnel, mayor, member Parliament, UT administration officers of secretary and HoD level, high court judges and registrars.
Stricter penalty for unpaid water bills also flows through
While the Congress and AAP councillors were still out of the House, the BJP councillors also approved MC's proposal to charge 10% compound surcharge on every water bill unpaid even after two months. The decision is aimed at ensuring timely clearance of water bills, a major source of revenue for the civic body, besides property tax and garbage fee.
For perspective, if a consumer gets ₹100 as water bill every month, ₹10 (10% of the bill) is charged as penalty if the bill remains unpaid for a month. In the next cycle, the bill will rise to ₹210 ( ₹100 from last month plus ₹10 as penalty and ₹100 from current bill). However, if the bill still remains unpaid, the total next month will soar to ₹331 ( ₹210 arrears plus ₹21 as compound penalty and ₹100 from current bill). The penalty is levied under the Chandigarh Water Supply Bylaws, 2011, amended from time to time.

'Rig Panel, Fake Voters': Rahul Gandhi Alleges 'Match-Fixing' In Maharashtra Polls, BJP Responds
Last Updated: In his article, Gandhi outlined a five-step process he claimed was used to tilt the Maharashtra election The Leader of Opposition and Congress leader Rahul Gandhi on Saturday alleged large-scale electoral manipulation in the 2024 Maharashtra Assembly elections, calling it a 'blueprint for rigging democracy." In a post shared on X , Gandhi summarised the key points of an article he wrote for The Indian Express, where he laid out what he claims is a systematic method used to influence the election outcome in favour of the Bharatiya Janata Party (BJP). In his article, Gandhi outlined a five-step process he claimed was used to tilt the Maharashtra election. 'Step 1: Rig the panel for appointing the Election Commission Step 2: Add fake voters to the roll Step 3: Inflate voter turnout Step 4: Target the bogus voting exactly where BJP needs to win Step 5: Hide the evidence," the Leader of Opposition wrote in his post. 'It's not hard to see why the BJP was so desperate in Maharashtra," Gandhi wrote in his post. 'But rigging is like match-fixing – the side that cheats might win the game, but damages institutions and destroy public faith in the result." 'All concerned Indians must see the evidence. Judge for themselves. Demand answers," Gandhi added. He also warned that what happened in Maharashtra could be repeated elsewhere. 'The match-fixing of Maharashtra will come to Bihar next, and then anywhere the BJP is losing," he said, calling match-fixed elections are a 'poison" for any democracy. Meanwhile, Gandhi's allegations have stirred political debate, while many BJP leaders have dismissed the claims as 'misleading." First Published: June 07, 2025, 12:03 IST

Narendra Modi Strives To Realise Deendayal Upadhyaya's Vision
Last Updated: Prime Minister Narendra Modi's fundamental governance philosophy reflects Deendayal Upadhyaya's thought and vision The 60th year of Pandit Deendayal Upadhyaya's historic lectures that shaped the philosophy of Integral Humanism is being commemorated at a time when a BJP's Prime Minister completes 11 years in office. Narendra Modi may not have met or heard Deendayal Upadhyaya, but he has certainly emerged as one of Upadhyaya's finest exponents, manifesting the latter's aspirations and hopes through his governance vision and action. In the course of a public life that spans more than four decades, Modi must have had the opportunity to mingle with many stalwarts of the movement who were moulded and shaped by Upadhyaya. Upadhyaya, the RSS pracharak, was deputed to the newly formed Jana Sangh, as Dr Syama Prasad Mookerjee's understudy in 1951. He went on to shoulder the burden of laying the foundation of the new political party for the next 15 years, emerging as one of the tallest leaders of the Nehruvian and the immediate post-Nehruvian era. Modi, an RSS pracharak, was deputed to the newly formed BJP and for the next three odd decades, toiled for the new party, at various levels, till he scripted and charted out for it a historical course that is altering India's trajectory. Deendayal Upadhyaya established the Jana Sangh as an alternate pole in Indian politics, while Modi has been successful in positioning the BJP as the pre-eminent political party in India in three decades. These three decades were characterised and dominated by coalition politics and unstable governments which were pulled in various directions under the exigencies of political demands and short-term calculations. Absent, during these three decades, was a grand narrative of where India ought to be and of how to reach that position. Narendra Modi has comprehensively altered that. He has drawn a grand narrative sculpted and chiselled by the goal of 'Viksit Bharat" and of 'Amrit Kaal." Throughout Upadhyaya's tenure as general secretary, the Jana Sangh had advocated the necessity of India going nuclear. One of the first major decisions that propelled India to the status of a major nuclear power was Vajpayee's decision to go in for the nuclear tests in May 1998. The flagship 'Sarva Shiksha Abhiyan', launched by Vajpayee which saw a massive grassroots focus on education especially among the most marginalised, was another governance milestone that manifested Upadhyaya's philosophy and his hopes of empowering and equipping those left out and left behind. Pandit Deendayal Upadhyaya delivered his four lectures at Mumbai's Ramnarain Ruia College grounds on the philosophy of Ektaama Manava Darsana on April 22-25, 1965. These lectures eventually formed the bed-rock of the Bharatiya Jana Sangh and later the BJP's political philosophy and action. It was for the first time that a political party, formed after Independence, discussed, debated and articulated a political philosophy which it sought to embody and express through a political programme. The philosophy spoke of unleashing India's civilisational powers, of making her self-reliant through her own strengths, of seeing her regain her rightful place as 'Viswamitra" (a friend of the world). A power that is benign but not powerless. Upadhyaya spoke of India seeking out her own all-around progress, based on her innate strengths and experiences. This national march towards prosperity, Upadhyaya's philosophical postulates insisted, had to be equitable, no one could be left behind. In Upadhyaya's lectures one discerns the hope of ushering in a Viksit Bharat and a Samriddha Bharat. In his concluding lecture, Deendayal Upadhyaya defined the goal when he said: 'Our goal is not merely to protect the culture but to revitalise it so as to make it dynamic and in tune with times. We must ensure that our nation stands firm on this foundation and our society is enabled to live a healthy, progressive and purposeful life…" Upadhyaya spoke of creating a Bharat, which 'will enable every citizen in its fold to develop his manifold latent potentialities…" Narendra Modi, as Prime Minister, in the last eleven years has been driven by these fundamental governance parameters. PM Modi has harped on collective national prosperity and strength. To realise a healthy and purposeful living has been the key-goals of his governance action. Narendra Modi's vision of 'Garib Kalyan", his governance philosophy of reaching out to the most marginalised, his unceasing emphasis on aatmanirbharta (self-reliance), his uncompromising championing of India's national interest and of her national security, his 'Panchamrit" foreign policy, which is a shift from a powerless and defensive 'Panchsheel"-driven foreign policy, his focus on securing and developing India's borders, his concept of 'Jan Bhagidari", his fulfilling the promise of 'One Nation, One Constitution", his vision of 'Ek Bharat, Sresht Bharat", his emphasis on 'Vikaas aur Viraasat", which means development along with the preservation and dissemination of the fundamentals of our national heritage and inheritance, fundamentally and intrinsically reflect Deendayal Upadhyaya's thought and vision. Congress names four nominees for legislative council; eyes Lakhan Jarkiholi's crucial vote
BENGALURU: The Congress has announced the party's four nominees for the State Legislative Council. They are: Dinesh Amin Mattu, media advisor to Chief Minister Siddaramaiah; Arathi Krishna, deputy chairperson, Karnataka NRI Forum; Ramesh Babu, chairman, the party media cell; and Sagar, Dalit leader. The names were cleared by the party high command. They would be sworn-in after getting the assent of governor. With their swearing-in, Congress will have 37 members in the 75-member House, the same as the BJP-JDS combine. All eyes are now on the independent, Lakhan Jarkiholi, brother of minister Satish Jarkiholi. Lakhan's vote could shatter or solidify the balance of power in the House. If the Congress wins him over, the party will seize both the chairman and deputy chairman posts, currently held by the BJP. It was Lakhan's brother, Ramesh Jarkiholi, who toppled the Congress coalition by defecting to the BJP. Ramesh might yet convince Lakhan to back the BJP-JDS alliance, ensuring status quo. There has been a precedent of having a person from another party as chairman of the Upper House. When Ramakrishna Hegde was the CM, Congress member Rehman Khan was chairman for about two years. If the Congress does get Lakhan's vote, the question is who will become chairman and deputy chairman. Veteran BK Hariprasad was once seen as a frontrunner. Now he has been elevated as the party general secretary for Haryana. There is no clarity on what his next role could be. Minister Bose Raju, Chief Whip Saleem Ahmed and former minister Nasir Ahmed could emerge as choices, as sources say the party would assign roles according to its priorities.
