
Panchkula police arrest 2 for duping elderly man in digital arrest scam

The accused were arrested on July 29 from Dadoli Village in Hisar.
The investigation, led by SI Saurabh Singh and under the supervision of cyber SHO Yudhveer, led to the arrest of the accused individuals, Manish and Amit, both residents of Dadoli village, Hisar. Both accused have been remanded to five days of police custody, where officials will investigate their mobile phones, bank accounts, digital transactions, and connections with other accomplices involved in the scam.
According to the victim, 83-year-old Rajendra, a retired HMT employee from Sector 16, Panchkula, the fraud began on Jan 16 when he received a WhatsApp video call from a person claiming to be an officer from the Hyderabad Police headquarters. The caller informed Rajendra that he was implicated in a serious money laundering case and needed to be in Hyderabad within two hours. When the elderly man expressed his inability to travel, the scammer showed him a video of a person named 'Goyal', who fled abroad after committing fraud.
Rajendra was told that his Aadhaar card was linked to the fraud and that he was digitally arrested.
The scammers continued to manipulate the victim's fear, threatening him with grave consequences if he informed anyone. They kept him under mental control for three days, during which they convinced him to transfer a total of Rs 57,90,000 from his various bank accounts.

New Delhi: The Delhi high court denied bail on Monday to DHFL promoter Kapil Wadhawan in an alleged Rs 34,926-crore bank fraud case, noting that his "conduct during custody was not beyond reproach". Justice Ravinder Dudeja rejected his bail plea, saying such economic offences were not only crimes against specific victims but against the financial system at large. The CBI alleged Wadhawan, as promoter and CMD of DHFL, was the principal architect of a massive financial fraud involving diversion and misappropriation of approximately Rs 34,926 crore from a consortium of 17 banks. "The allegations regarding manipulation of valuable assets and transactions carried out during judicial custody are grave and suggest that the applicant continues to exercise significant control and influence," the HC observed. "The court cannot permit the release of a person who is prima facie the mastermind of a deep-rooted financial fraud, especially when the trial is at a nascent stage," it concluded, noting that if released on bail he might tamper with evidence or, worse, flee from justice. "Many of the witnesses in this case are stated to be either ex-employees or associates of DHFL and, as such, there is a high risk and possibility that the petitioner might try to influence witnesses," it said. Wadhawan is accused of creating and operating 87 shell companies in the names of associates, employees, and relatives to siphon off funds, falsely recorded as retail housing loans to over 2.6 lakh fictitious customers through a non-existent "Bandra Branch-001" in DHFL's internal systems. He was taken into custody in the case on July 19, 2022, and granted default statutory bail on Dec 3, 2022, but the Supreme Court cancelled his bail on Jan 24, 2024. The court observed his "effective custody" was two years, and not four years as claimed. "Having regard to the nature and seriousness of the allegations, the gravity of the offence, the applicant's central role in the conspiracy, the potential adverse impact of his release on the trial, and the huge magnitude of the funds siphoned off, this court finds no merit in the present application," the order held.

Agents scam farmers promising crop insurance payouts
Haveri: July 31 was the cutoff date for Pradhan Mantri Fasal Bima Yojana premium payments. Some agents across hoblis collected farmers' land and Aadhaar information, offering to pay their premiums while demanding 50% of future compensation. The perpetrators exploit both farmers and govt systems by guaranteeing compensation through premium payments in selected hoblis. They request half of any compensation received, a practice now widespread across numerous hoblis. These agents discourage direct premium payments by farmers, claiming it would eliminate compensation eligibility for their hobli. They successfully secure payouts even in regions without rainfall issues. Investigations indicate collaboration between insurance providers, agricultural and horticultural officials, political figures, and farmer representatives in managing premium payments and compensation claims. Farmers from Haveri, Gadag, Bagalkot, Vijayapura, Koppal, Vijayanagara, Ballari, Kalaburagi, Raichur, Chitradurga, Yadgir, Bidar, and Belagavi confirm that these activities are taking place, while requesting anonymity. Officials assist in wrongly classifying non-irrigated lands as irrigated. These areas receive compensation through 'influential' networks despite adequate rainfall and successful harvests. During 2024-25, several hoblis received compensation despite good yields, while genuinely affected areas in Haveri, Ranebennur, Hangal, Rattihalli, and districts like Davanagere, Gadag, Dharwad, and Belagavi received nothing despite rainfall damage. Raghu Gombi from Devagiri village in Haveri taluk reports that unaffiliated farmers received no compensation during the 2023-24 drought. "Agricultural officials direct us to insurance companies, whose representatives remain unavailable," he stated.
