Kharkwal highlighted the need to implement the 74th Constitutional Amendment in full, to give ULBs more authority in decision-making, financial matters and administration. She presented steps taken by the Lucknow Municipal Corporation, including the use of electric vehicles for waste collection, installation of smart toilets, digital property tax systems, open gyms, water ATMs, and mobile apps for public feedback.
She also spoke about city's efforts toward becoming a Zero Waste City.
The event included discussions on the role of local bodies in democracy, urban planning, and the need for practical innovation. Speakers included Lok Sabha Speaker Om Birla, Deputy Chairman of Rajya Sabha Harivansh, Haryana Chief Minister Nayab Singh Saini, and other officials.
In a session on women's participation in local bodies, Kharkwal noted that women now hold nearly 46% of municipal corporators posts. She called for better training, administrative exposure, and support for women leaders, particularly in areas like digital governance, climate planning and financial management.

Mysuru: Former minister and MLA GT Devegowda on Wednesday directed officials of urban local bodies coming under the limits of Chamundeshwarai assembly segment on the city's outskirts to focus on implementation of development works in their limits, apart from expediting issuance of khatas for properties. Chairing the progress review meeting of Karnataka Development Programmes of Chamudeshwari assembly segment held at Zilla Panchayat hall in the city, he said on the city's outskirts urban local bodies like Hootagally City Municipal Council, Rammanahalli, Bogadhi, Srirampura and Bogadhi town panchayats now have greater responsibility after MDA transferred its properties to their limits. They not only should focus on mobilisation of resource and revenue by issuing khatas to its property owners, but also initiating development works as most of the newly developed layouts are coming up in large numbers to ensure civic amenities for its citizens. As revenue to all these ULBs will be increased this year due to issuance of khatas, after MDA transferred its properties, officials of all these ULBs must prepare for action plan for development works utilising State Finance Commission (SFC), from its revenue generation funds for the fiscal year 2025-26, he said. "They must also seek approval for this action plan in its council meeting, and start implementing the development works. Preference should be given to ease drinking water crisis, UGD, power supply works in their action plan. All measures have been taken to supply water to the households of all these ULBs under Kabini drinking water supply project. Drinking water to newly developed layouts like Sardar Vallabha Bai Patel Nagar, Vasanthnagar will be supplied from Rammanahalli Town Panchayat through German Press," he said.

ULBs told to credit public reps devpt works on plaques
Lucknow: In line with Chief Minister Yogi Adityanath 's directions to acknowledge the contribution of public representatives in development projects, the department of urban development on Monday issued directions to all Urban Local Bodies (ULBs) regarding the installation of foundation stones and inauguration plaques for development projects funded under departmental schemes and Finance Commission grants. The new guidelines state that it is mandatory to prominently inscribe the names of key public representatives, including the CM, minister for urban development and the MLA of the respective area on every such plaque. The order of names is to follow the sequence of seniority, from CM to UP Minister, MLA and then the mayor in the case of nagar nigam or chairperson in the case of nagar palika parishad or Nagar Panchayat. It has been specifically instructed that the names of the MLA and the mayor or chairperson must be displayed in the same font size to ensure uniformity and fairness in presentation. TOI reported on Saturday that the CM is taking special care to ensure that the work of public representatives is highlighted among the public and that their suggestions on projects are prioritised, as they act as a bridge between govt and the public. The regular missives to officers to take public representatives into confidence in the recent past also stem from several complaints by public representatives, alleging that officers do not take them seriously, misbehave with them, and ignore their calls and letters. It has also been said that the plaques will exclusively feature the names of elected representatives. The names of govt officials, including municipal commissioners, executive officers or other departmental personnel are not to be included on these displays. The department has emphasised that all public representatives must be invited with full respect and protocol to attend any foundation stone laying or inauguration ceremonies related to such projects. "Their dignified presence is vital in fostering a sense of community ownership and democratic engagement," the ULBs have been told. Principal secretary, UD, Amrit Abhijat said: "The CM has clearly directed that the leadership and active participation of urban public representatives must be visibly and respectfully acknowledged. These measures not only uphold protocol but also honour democratic process."

Focus on revenue, Andhra ULBs told
VIJAYAWADA: The Municipal Administration and Urban Development (MA&UD) Department has launched an intensive campaign to enforce financial discipline and strengthen revenue sustainability across Urban Local Bodies (ULBs) in the State. Principal Secretary Suresh Kumar held a state-level video conference with all Municipal Commissioners, urging greater accountability in financial operations. ULBs were directed to improve collections of property tax and vacant land tax, and to explore Public-Private Partnership (PPP) models to reduce dependence on state funds. Commissioner and Director of Municipal Administration, P Sampath Kumar, presented a financial health report for 2024–25, helping ULBs assess budget performance and prioritise essential services. Solid waste management, door-to-door garbage collection, and scientific waste disposal were identified as key focus areas to enhance urban livability. The review flagged substantial tax arrears, including Rs 1,680 crore from Central government entities, Rs 962 crore from State departments, Rs 1,860 crore in vacant land tax, and Rs 978 crore entangled in court cases. Major defaulters include Rashtriya Ispat Nigam Ltd (Rs 1,362 crore) and AP Transco (Rs 2.56 crore). Commissioners were instructed to serve notices within a week, publicise defaulter lists and initiate recovery processes. The department reaffirmed CM -monitored targets, including 100% household tap connections by 2029 and achieving plastic-free status in 17 ULBs by October 2025. ULB performance is being tracked via a real-time digital dashboard, with top-performing bodies to be recognised quarterly.
