Britain Is Losing Billions Each Year From the Cancellation of Tax-free Shopping, Campaigners Say
Following Walpole, the British Fashion Council, Savile Row tailors, and myriad brands, the Association of International Retail, or AIR, has become the latest retail body to persist in pressuring the government for the reinstatement of tax-free shopping, which was canceled in 2021 after Britain quit the European Union.

Specifically, AIR wants the tax-free shopping program to be part of the new visitor economy growth plan, which is being drawn up by the government's department for Culture, Media and Sport. The plan is set to launch in the fall.
AIR argues that reinstating tax-free shopping would bring 3.7 billion pounds to the economy annually and make Britain 'the global shopping capital.'
This week, it submitted a paper to the government asking for the creation of a 'world-beating new VAT-free shopping scheme' that would favor all international visitors. It also argued that Britain could be the only large European country offering VAT-free shopping to the 450 million EU residents, now that the U.K. is no longer part of the EU.
Shopping by visitors from the EU alone, it said, would create at least 73,000 new jobs.
Value added tax on goods currently stands at 20 percent, and Britain's 'tourist tax,' as it's now known, has been driving high-end shoppers out of the U.K. onto the Continent to make their purchases.
Tourists might swing through London to see Buckingham Palace, have tea at Fortnum & Mason, and go to the theater, but they'll happily hop on a train or a plane to purchase designer goods in Paris or Milan rather than at Harrods, Selfridges, or John Lewis.
The document also forecasts that every part of the U.K. would benefit because EU visitors spend half their money outside London.
Until 2019, the tax-free program generated billions of pounds in sales each year, mainly from high-spending tourists from China, Russia, the Middle East and the U.S.
AIR argues that if the tax-free shopping plan were reinstated, tourists would not only shop more, they would also spend additional money in hotels, restaurants, and on travel, culture and entertainment, all of which would generate additional VAT for the U.K. treasury.
The previous Conservative government canceled VAT-free shopping because it believed it would lose too much in tax revenues by extending the scheme to EU visitors. That government, and the current Labour one, also didn't like the optics of giving tax breaks to rich foreigners during a cost-of-living crisis.
But the strategy has backfired, and only made the shopkeepers poorer, and angrier.
Rocco Forte, chairman of Rocco Forte Hotels and a longtime campaigner to restore tax-free shopping, said it's clear that retail and other trades 'have suffered hugely thanks to the end of tax-free shopping under the last government. We see it with customers at our hotels who used to come laden with parcels. Now they spend less time with us and go on to shop in Paris or Milan.'
He added: 'This is a huge own goal which could be quickly rectified and boost the economy and the jobs market. Restoring tax-free shopping also represents a significant Brexit opportunity as the U.K. would be able to offer savings to a new market of 450 million EU consumers, thanks to our place outside the EU. The U.K. needs to pull every lever to promote economic growth and this should be top of the list.'
Michael Wainwright, chairman of the jeweler Boodles, noted that every one of the U.K.'s EU rivals offers tax-free shopping for international visitors, and argued that Britain is losing out.
'We would encourage the government to look at this urgently, as all the independent analysis shows that a new tax-free shopping scheme would more than pay for itself thanks to the extra spending that would be stimulated across the economy, not just in retailers but in hotels, restaurants, tourist attractions, taxis and so on. It would also mean that the U.K. would become the only place in Europe where EU shoppers could shop tax-free — a huge opportunity for our economy,' he said.
On Friday, following the first-quarter results announcement, Burberry CEO Josh Schulman also appealed for the restoration of the scheme.
'Unfortunately, we still continue to have the issue with international consumers who are not shopping in the U.K. to the extent that we would like, due to the lack of a VAT refund scheme in our home market. This is a shame, and frankly, we would want to see policies from our government that would encourage tourism here, because all luxury brands and all retail brands would benefit from that,' he said.
Schulman added: 'It could be a real lever for growth in the U.K., and a wonderful opportunity for our customers to be able to come to our flagship stores in London and buy one of our trenchcoats that is made right here in England. And frankly, it would be a great opportunity for our customers, for our stores, and a great opportunity for the U.K. to become the number-one shopping destination in Europe.'
In her exit interview with WWD last year, Caroline Rush said that even after stepping down as CEO of the British Fashion Council she would continue to advocate for tax-free shopping.
'We've got the evidence, we know the benefits it would bring to the U.K., to businesses and to the treasury,' she told WWD in an exclusive interview. 'It's not about costing the country money, but about supporting the industry, creating opportunities and delivering revenues. I will continue to champion that,' Rush said.

Historic Scotch Whisky Distillery Launches Cask Investment Programme
Bunnahabhain Distillery, founded in 1881, on the rugged shores of Islay. The distillery has just launched a rare cask ownership programme for whisky fans worldwide. CVH Spirits For the first time whisky fans can now buy a cask of new make whisky direct from the 144 year old Islay distillery Bunnahabhain. Islay is a hugely popular whisky region with fans of peated single malt and owning a whole cask is the dream of some whisky connoisseurs. Casks of Caol Ila and Bunnahabhain's peated spirit Staoisha casks have sometimes been available through brokers, but it has been more than a decade since an established Islay distillery offered casks direct to the public. The announcement comes at an interesting time for the whisky industry, and so Bunnahabhain's move might just be the first of many, as more distilleries explore cask investment programmes to generate revenue in an increasingly complex global economy. The launch of Bunnahabhain's cask programme marks a notable moment in the whisky market. Selling casks direct to the public is a practice that was relatively common in the 1990s and 2000s and has remained common with newer distilleries. But as far as I am aware this is the first time an already established distillery has started offering a cask purchase programme in decades. Buyers can choose to mature their cask at Bunnahabhain's Islay warehouse or on the mainland, with each location offering distinct influences on the whisky's character. CVH Spirits In the early to mid-2000s when the Bruichladdich distillery reopened under the ownership of Mark Reynier they sold casks direct to the public. Springbank distillery also offered whole casks of whisky direct to their fans in the 1990s after they reopened. Both programmes provided important cash flow for the distilleries without having to wait the three plus years for their casks to mature and become whisky. The context therefore makes Bunnahabhain's timing significant. There is a pronounced slowdown in the whisky market—Diageo, Pernod Ricard, and Rémy Cointreau have experienced approximately 45% declines from their 2022 peaks, while Glenfiddich owners Glen Grant & Sons recently reported a 30% drop in profits in 2024. Against this background, the new offering from Bunnahabhain could be strategic. As the whisky industry navigates market downturns, history suggests that more distilleries may seek direct investment from private individuals as a means to bolster financial stability. The Joys Of Cask Ownership 'A single cask programme has been in our sights for some time, and we wanted to make sure that we had a special offering for whisky lovers worldwide,' explained Master Blender Julieann Fernandez in the official press release. Traditionally, Bunnahabhain is celebrated for its unpeated single malts, so the opportunity to own a cask of Bunnahabhain or Staoisha new-make spirit is really quite rare.' Staoisha is a secondary name for Bunnahabhain that they use for their peated single malt islay expressions. They are also clear that ownership of casks bought through Bunnahabhain are sold with a delivery order, giving purchasers full ownership and long term security. Set against dramatic coastal views, Bunnahabhain is one of Islay's most picturesque distilleries, where sea air, solitude, and tradition shape every cask of spirit. CVH Spirits It is important to mention that it is still possible to buy new make and young casks through other dealers and on the secondary market. But buying direct with a distillery gives a different level of experience that can be ideal for passionate whisky fans. For example, you are unlikely to be able to choose the type of climate where your cask will mature if you buy through anyone else. Bunahabhain however will give you the opportunity to choose between maturing on Islay or the mainland and will also take the time to explain the differences that choice will make to the whisky maturation process. 'By purchasing directly from the distillery, you also have the opportunity to be part of the journey, whether that's through visiting us and spending time in our warehouses or by receiving regular samples and tasting the spirit as it matures. This is a unique chance for whisky lovers to own a piece of Bunnahabhain history – from its very first moment of maturation to the last part of the story when it's bottled into your perfect dram.' A Whisky Cask Investment? In my experience if you want a scotch whisky cask as an investment and you're buying new make then you need to be aiming for a 15 to 20+ year hold. The information provided by Bunnahabhain states a minimum hold period of five years and no maximum hold period, although storage costs are only included for the first five years—they estimate these at £75 per year after that, although often storage costs are higher for larger cask types. Bunnahabhain's FAQs make it clear that you are able to bottle or resell this cask to a third party if you wish to. However, if you are looking at this as a potential investment you should contact Bunnahabhain to make sure that your and their expectations align and ensure you check the contract meets your needs and expectations. As per the Scotch Whisky Association guidance, a delivery order, paid invoice and contract of sale are the three key documents you need to ensure you get when buying a cask of scotch. If you do decide you want to bottle the cask, partially or in full, you should also familiarise yourself with the costs of bottling. As well as the costs of dry goods you also have tax and duty to pay on bottling and it is important to understand these when assessing costs and suitability. What Does A Bunnahabain Cask Cost? You can buy a 200L first fill ex-bourbon barrel direct from Bunnahabhain for $7,549 (£5,650), a 250L refill hogshead (presumed bourbon) is just over $9,000 (£6,750), or a 500L first fill Oloroso Sherry Butt is $18,500 (£13,850). Note that these prices include five years storage and many additional extras that are exclusive to buying through Bunnahabhain. Ultimately however, whether that is expensive depends on what you want from the experience and ownership. Can a tradesperson get it cheaper? Yes, of course. That is the case in every industry; I don't walk into the supermarket and baulk that they've marked up the price from wholesale for the convenience and experience of doing all my shopping in one place. Equally, I don't think a tradesperson is approaching Bunnhabhain through its private cask programme channels expecting a 15% discount in the distillery visitor centre. Can you get these casks cheaper by shopping around, potentially, and again, that's the same in every industry. Whether these casks are right for an individual is down to each person and the experience they want from cask ownership. For me, the most important aspect of any cask offering to the public is whether it offers clear information on the risks and joys of owning a cask alongside transparent ownership and proper documentation. This allows customers to make an informed decision on what they are buying. From an industry standpoint, it will be interesting to see whether more direct cask offerings will appear. As that could indicate a significant turning point for the market.

US trade advisor says Trump tariff rates unlikely to change
New US tariff rates are "pretty much set" with little immediate room for negotiation, Donald Trump's trade advisor said in remarks aired Sunday, also defending the president's politically driven levies against Brazil. Trump, who has wielded tariffs as a tool of American economic might, has set tariff rates for dozens of economies including the European Union at between 10 and 41 percent come August 7, his new hard deadline for the duties. In a pre-taped interview broadcast Sunday on CBS's "Face the Nation," US Trade Representative Jamieson Greer said "the coming days" are not likely to see changes in the tariff rates. "A lot of these are set rates pursuant to deals. Some of these deals are announced, some are not, others depend on the level of the trade deficit or surplus we may have with the country," Greer said. "These tariff rates are pretty much set." Undoubtedly some trade ministers "want to talk more and see how they can work in a different way with the United States," he added. But "we're seeing truly the contours of the president's tariff plan right now with these rates." Last Thursday, the former real estate developer announced hiked tariff rates on dozens of US trade partners. They will kick in on August 7 instead of August 1, which had previously been touted as a hard deadline. Among the countries facing steep new levies is Brazil. South America's largest economy is being hit with 50 percent tariffs on exports to the United States -- albeit with significant exemptions for key products such as aircraft and orange juice. Trump has openly admitted he is punishing Brazil for prosecuting his political ally Jair Bolsonaro, the ex-president accused of plotting a coup in a bid to cling to power. The US president has described the case as a "witch hunt." Greer said it was not unusual for Trump to use tariff tools for geopolitical purposes. "The president has seen in Brazil, like he's seen in other countries, a misuse of law, a misuse of democracy," Greer told CBS. "It is normal to use these tools for geopolitical issues." Trump was "elected to assess the foreign affairs situation... and take appropriate action," he added. Meanwhile White House economic advisor Kevin Hassett said that while talks are expected to continue over the next week with some US trade partners, he concurred with Greer's tariffs assessment in that the bulk of the rates "are more or less locked in." Asked by the host of NBC's Sunday talk show "Meet the Press with Kristen Welker" if Trump could change tariff rates should financial markets react negatively, Hassett said: "I would rule it out, because these are the final deals." Legal challenges have been filed against some of Trump's tariffs arguing he overstepped his authority.
