LONDON (Reuters) - A UK parliamentary committee endorsed David Kogan to chair a proposed independent football regulator but said on Friday his past links to the ruling Labour Party meant he would have to "give 110%" to reassure those in the game about his neutrality.
Kogan has had a 45-year career as a media executive, business leader and corporate adviser who has negotiated TV rights deals on behalf of sporting bodies such as the Premier League and English Football League.
In 2020, he also made donations to the leadership campaign of Keir Starmer, before he became prime minister, and to parliamentarian Lisa Nandy who is currently the culture secretary.
He has also declared being a donor to Labour Party candidates over the past three years.
The Culture Media and Sport Committee published a report on Friday endorsing Kogan after a pre-appointment hearing this week.
The government last month announced Kogan as the preferred candidate for the job, which carries a salary of 130,000 pounds ($172,000) for a three-day week.
"While Mr Kogan's background and experience make him well-suited for the role, his past donations to the Labour Party will inevitably leave him open to charges of political bias in a job where independence is paramount," said committee Chair Caroline Dinenage.
"We want to see the new Independent Football Regulator succeed, so it's crucial that nothing undermines the regulator as it gets up and running.
"Mr Kogan must give 110% when it comes to reassuring everyone in the game that he is his own man. The Committee looks forward to working with him constructively and holding him to account."

United captain Fernandes was one of the few players to emerge with credit from a disastrous season, scoring 19 goals and making 19 assists across all competitions. Former United captain Gary Neville, now a Sky Sports pundit, said the development was 'significant'. 'I think that there was an element of this situation that meant United getting that level of money, for someone of Bruno's age, obviously, you couldn't say that it would have been a bad deal,' he said. 'But, on the other hand, Manchester United's star player -- only player at times -- for the last four, five, six years, has been Bruno Fernandes. He's so important.' Neville added: 'To turn that money down at a point where Manchester United are at their lowest ebb and say, 'No, I want to fight through this, I want to see it through the other side, I want to come out and achieve things,' I think it says a lot about him as a person, as a character. The Portuguese midfielder admitted that he had considered the move, which media reports said was worth four times his current salary, after being contacted by Al-Hilal's president. "There was that possibility, the president of Al-Hilal called me a month ago to ask me about it," Fernandes, who is preparing to face Germany with Portugal, told reporters on Tuesday. "It was a big offer, very ambitious. There was a waiting period for me to think about the future." Fernandes ultimately decided to stay at United and said he was motivated by his desire to continue playing at the top level and encouraged by his family and the club's coach Ruben Amorim. "I would be willing to do it if Manchester United thought so," Fernandes added. "I spoke to the coach Ruben Amorim who really tried to talk me out of it. The club said they would not be willing to sell me, only if I wanted to leave. "I spoke to my wife and family, and she asked me what my personal goals were in my career. "It would have been easy to move there but I want to keep myself at the highest level, playing in the big competitions and I feel capable of it. I am happy with my decision." Brentford sign goalkeeper Kelleher from Liverpool

(EPA Images pic) LONDON : Brentford have completed the signing of Irish international goalkeeper Caoimhin Kelleher from Liverpool for a reported fee of up to £18 million. The Bees' previous No 1 Mark Flekken joined Bayer Leverkusen earlier today in a deal worth around €10 million. Kelleher played an important role in Liverpool's Premier League triumph, making 10 appearances during the absence of Alisson Becker due to injury. However, the 26-year-old was keen for more first-team action and could have fallen further down the pecking order at Anfield with the arrival of Giorgi Mamardashvili from Valencia. Kelleher has signed a five-year deal at Brentford with a club option of an additional season. 'As well as being a very good goalkeeper, I've rarely met a player for whom everybody has such positive words to say about his personality and character,' said Brentford director of football Phil Giles. 'I'm therefore confident he'll be an excellent addition to the squad.'
