LONDON (Reuters) - A UK parliamentary committee endorsed David Kogan to chair a proposed independent football regulator but said on Friday his past links to the ruling Labour Party meant he would have to "give 110%" to reassure those in the game about his neutrality.
Kogan has had a 45-year career as a media executive, business leader and corporate adviser who has negotiated TV rights deals on behalf of sporting bodies such as the Premier League and English Football League.
In 2020, he also made donations to the leadership campaign of Keir Starmer, before he became prime minister, and to parliamentarian Lisa Nandy who is currently the culture secretary.
He has also declared being a donor to Labour Party candidates over the past three years.
The Culture Media and Sport Committee published a report on Friday endorsing Kogan after a pre-appointment hearing this week.
The government last month announced Kogan as the preferred candidate for the job, which carries a salary of 130,000 pounds ($172,000) for a three-day week.
"While Mr Kogan's background and experience make him well-suited for the role, his past donations to the Labour Party will inevitably leave him open to charges of political bias in a job where independence is paramount," said committee Chair Caroline Dinenage.
"We want to see the new Independent Football Regulator succeed, so it's crucial that nothing undermines the regulator as it gets up and running.
"Mr Kogan must give 110% when it comes to reassuring everyone in the game that he is his own man. The Committee looks forward to working with him constructively and holding him to account."

Fernandes confirms he rejected Saudi move to stay at Man Utd
BRUNO Fernandes confirmed Tuesday he rejected a huge offer from Saudi Arabia to stay at Manchester United, saying he wanted to 'continue to play at the highest level'. Speaking to media in a Portugal camp ahead of Wednesday's Nations League semi-final against Germany in Munich, Fernandes confirmed he received an 'exciting offer' from Al Hilal but wanted to be part of Ruben Amorim's rebuild at Old Trafford. Reports said Al Hilal were willing to pay United up to £100 million ($135 million) for the 30-year-old Portugal international. 'The president of Al Hilal called me and asked me if I wanted to move there,' Fernandes confirmed, saying the club 'waited for me to think about my future'. 'I talked to the gaffer and he asked me not to go,' Fernandes revealed, adding: 'Man United said they didn't want to sell me. 'They said if I wanted to go I could but they didn't need the money.' The player said a transfer would have been 'easy' with several Portuguese players already in Saudi Arabia, including Cristiano Ronaldo, Joao Cancelo and Ruben Neves, but added: 'I want to play at the highest possible level. 'I want to play major competitions. I know I still can and I want to be happy doing the thing I love the most. 'For better or worse, this is how I see football and I'm passionate about football and this is the decision I've made.' United endured their worst finish of the Premier League era, finishing 15th. They also lost the Europa League final to Tottenham. United captain Fernandes was one of the few players to emerge with credit from a disastrous season, scoring 19 goals and making 19 assists across all competitions. Former United captain Gary Neville, now a Sky Sports pundit, said the development was 'significant'. 'I think that there was an element of this situation that meant United getting that level of money, for someone of Bruno's age, obviously, you couldn't say that it would have been a bad deal,' he said. 'But, on the other hand, Manchester United's star player -- only player at times -- for the last four, five, six years, has been Bruno Fernandes. He's so important.' Neville added: 'To turn that money down at a point where Manchester United are at their lowest ebb and say, 'No, I want to fight through this, I want to see it through the other side, I want to come out and achieve things,' I think it says a lot about him as a person, as a character. 'The club needs people who are going to run through a brick wall for them.' United are expected to be busy in the transfer market as Amorim reshapes his under-performing squad. The club have already signed Brazil forward Matheus Cunha from Wolves and are being heavily linked with Brentford forward Bryan Mbeumo. Departures could include Jadon Sancho, Marcus Rashford, Antony and Alejandro Garnacho.

Soccer-Fernandes rejects Al-Hilal offer to stay at Manchester United
FILE PHOTO: Soccer Football - Europa League - Final - Tottenham Hotspur v Manchester United - San Mames, Bilbao, Spain - May 21, 2025 Manchester United's Bruno Fernandes REUTERS/Andrew Couldridge/File Photo (Reuters) -Manchester United captain Bruno Fernandes turned down the opportunity to join Saudi Pro League side Al-Hilal in order to keep playing "at the highest level", he said on Tuesday. The Portuguese midfielder admitted that he had considered the move, which media reports said was worth four times his current salary, after being contacted by Al-Hilal's president. "There was that possibility, the president of Al-Hilal called me a month ago to ask me about it," Fernandes, who is preparing to face Germany with Portugal, told reporters on Tuesday. "It was a big offer, very ambitious. There was a waiting period for me to think about the future." Fernandes ultimately decided to stay at United and said he was motivated by his desire to continue playing at the top level and encouraged by his family and the club's coach Ruben Amorim. "I would be willing to do it if Manchester United thought so," Fernandes added. "I spoke to the coach Ruben Amorim who really tried to talk me out of it. The club said they would not be willing to sell me, only if I wanted to leave. "I spoke to my wife and family, and she asked me what my personal goals were in my career. "It would have been easy to move there but I want to keep myself at the highest level, playing in the big competitions and I feel capable of it. I am happy with my decision." The 30-year-old Fernandes scored 19 goals and provided 19 assists in 57 appearances across all competitions for United last season, winning the club's Player of the Year award for the fourth time. However, it was a season to forget for the team, as they finished 15th in the Premier League, their lowest league finish in half a century, and lost the Europa League final to Tottenham Hotspur. Brentford sign goalkeeper Kelleher from Liverpool
Caoimhin Kelleher played an important role in Liverpool's Premier League triumph. (EPA Images pic) LONDON : Brentford have completed the signing of Irish international goalkeeper Caoimhin Kelleher from Liverpool for a reported fee of up to £18 million. The Bees' previous No 1 Mark Flekken joined Bayer Leverkusen earlier today in a deal worth around €10 million. Kelleher played an important role in Liverpool's Premier League triumph, making 10 appearances during the absence of Alisson Becker due to injury. However, the 26-year-old was keen for more first-team action and could have fallen further down the pecking order at Anfield with the arrival of Giorgi Mamardashvili from Valencia. Kelleher has signed a five-year deal at Brentford with a club option of an additional season. 'As well as being a very good goalkeeper, I've rarely met a player for whom everybody has such positive words to say about his personality and character,' said Brentford director of football Phil Giles. 'I'm therefore confident he'll be an excellent addition to the squad.' Kelleher made 67 appearances for Liverpool and leaves with two Premier League titles, the Champions League, the FA Cup, two League Cups and the Uefa Super Cup. Brentford, managed by Thomas Frank, finished 10th in the Premier League last season.
