Thai police to press charges against engineers, SAO officials over collapsed Bangkok building
BANGKOK: The Metropolitan Police Bureau is preparing to file multiple charges against engineers and State Audit Office (SAO) officials held responsible for the construction of the SAO building that collapsed on March 28, according to a well-informed source.
A source from the police investigative team stated that these charges are distinct from the cases being investigated by the Department of Special Investigation (DSI), which focus on alleged bidding collusion, the use of Thai nominees by a Chinese contractor, and a tax evasion case against a Chinese steel manufacturer.
Police investigators have questioned more than 100 witnesses, including SAO officials, family members of deceased and injured workers, and representatives of companies involved in the construction.
The source noted that the investigation is over 80% complete, and police have collected all necessary evidence, including samples of steel bars, cement slabs, poles, and other materials from the site.
The evidence has been sent to forensic police and technical experts for analysis.
According to the source, more than five individuals are expected to face charges. The suspects will be grouped into two categories: engineers and SAO officials.
The engineers will be charged with failing to adhere to safety regulations, despite being certified and responsible for the project—violating Articles 227 and 238 of the Criminal Code, which relate to negligence causing death and injury.
The SAO officials will be charged with malfeasance or nonfeasance in office, which covers the failure to carry out their official duties or acting inappropriately while in office.
DSI spokesperson, Pol Maj Woranun Srilam, said on Tuesday that the lead investigator briefed the DSI director-general on the latest progress. The DSI is overseeing three key cases related to the building collapse:
1. Use of Thai nominees by Chinese contractor
The investigation involves China Railway No.10 (CREC) (Thailand) Co., Ltd., which allegedly used Thai nominees. The DSI is awaiting written statements from four suspects before submitting the final report to public prosecutors.
2. Alleged Bidding Collusion
Woranun stated that the SAO only conducted bidding for the construction work, but appointed an engineering firm to supervise the project without holding a bidding process. The DSI is collecting additional evidence on this matter.
Some engineers listed as supervisors have claimed their signatures were forged, and the DSI is working with forensic police to verify these claims.
3. Tax Evasion by Steel Manufacturer
Xin Ke Yuan Steel, whose steel bars were used in the SAO project, has denied the tax evasion charges and submitted a tax receipt in defence. The DSI is verifying the receipt with the Department of Business Development. - The Nation/ANN

On May 28, Thai and Cambodian troops engaged in a brief gunfight in Thailand's north-eastern Ubon Ratchathani province and Cambodia's northern Preah Vihear province, where one Cambodian soldier was reportedly killed. Cambodia has since announced its intention to bring the border dispute to the International Court of Justice (ICJ). Four charged over suspected involvement in ‘blessing' scams
A gold necklace, S$1,311 in cash and 10,050 yuan (S$1,800) were seized. - SINGAPORE POLICE FORCE SINGAPORE: Three women and a man have been charged in court over allegedly cheating victims of cash and gold in 'blessing' scams. Chinese nationals Zhong Weifeng, 58, Huang Ximing, 61, Huang Meiling, 56, and Huang Qinyan, 47, were charged with conspiracy to cheat on Friday (June 6). On June 2, Zhong and Huang Meiling approached one of the victims and led her to Huang Qinyan, who claimed to be a Chinese physician. The victim was told she was experiencing misfortune due to 'negative spiritual elements', the police said on June 6. To ward off misfortune, the woman was said to have handed $700 in cash and a gold necklace to Huang Qinyan, who placed the items in a plastic bag. Huang Qinyan performed a 'cleansing ritual' on the valuables, and the victim was told to keep the plastic bag, untouched, under her bed for a month. The woman checked the bag the next day and found that her valuables had been replaced with leaves. On June 4, the police received a report of another scam with a similar modus operandi. According to the police, the second victim was approached by two of the accused and convinced to place an envelope with cash into a black rubbish bag for safekeeping. She later discovered that her money had gone missing. Police investigations found that Huang Ximing was working together with the three women to cheat the victims. All four were arrested on June 5. Cambodian troops deploy 12,000 soldiers near Chong Bok border: Source
PHNOM PENH: Cambodia has mobilised 12,000 troops to reinforce its presence along the Thai-Cambodian border in the Chong Bok area of Ubon Ratchathani province, a source from local security agencies said on Friday (June 6). According to the source, military personnel and heavy weaponry have been continuously deployed since tensions escalated between Thai and Cambodian forces at Ta Moan Thom Temple, located near Surin's Phanom Dong Rak district, in February. Following the initial conflict, Cambodia increased its military presence in Chong Bok, stationing over 10,000 troops and reinforcing its arsenal. However, after clashes in the area that resulted in the death of a Cambodian soldier, an additional 3,000 troops were deployed, bringing the total number of Cambodian forces in Chong Bok to 12,000. These troops are now spread across strategic locations, including Hill 745, Hill 641, and the Mom Bei (Tri Muk Pavilion) area.
