Westover PODA passes first reading
A PODA is a defined district in which participating businesses can sell beverages containing alcohol to customers who can carry those beverages in identifiable cups to other participating locations within the district.
If ultimately approved on April 21, this will be the second such district in Monongalia County. The city of Morgantown launched its PODA, dubbed The Morgantown Mile, in May 2024.
Unlike Morgantown, however, which included its downtown and Wharf districts in its designated area, Westover's district is centered around a single structure — 94 Long Street.
That address is the current home of Short Story Brewing and The Burger Place, and soon to be home of Bunkers, a golf and multi-sport simulator facility.
Jordan Alonso, who's opening Bunkers with her husband, Zach Kines, said that while the new business will be located within the same building as the brewery, they're separate entities, making the PODA designation necessary to allow patrons to carry drinks from one to the other.
"We're in the same building, but due to the fact that we have walls that go all the way to the ceiling, we're two completely separate entities and we count as two separate buildings, " Alonso said. "Bunkers has a door that goes out onto Short Story's deck, so you're able to walk out onto the deck. You don't have to walk out into the parking lot or anything like that."
Kines said Bunkers is nearly ready to open, but has been waiting to get the PODA in place to offer the best possible experience for first-time visitors.
According to information on the Bunkers Facebook page, the business "will offer four widescreen, Full Swing sport-series simulators and a lounge area. Each bay will be equipped with its own bar top seating and televisions to give every customer a great and comfortable experience."
Kines said the indoor driving range will feature 55 different golf courses to select from as well as soccer, basketball and football simulations.
If ultimately approved, Westover PODA hours would be 11 a.m.-10 p.m. daily.
In other Westover news, the Holland Avenue retaining wall is nearly complete and 24-hour construction is expected to begin as early as next Tuesday, when Blue Gold Construction turns its attention to replacing the sewer and stormwater pipes beneath the road's surface.
"We've had complaints about the traffic, some reasonable, some very unreasonable. It's just going to be tough for a while, but you're already seeing dividends. The wall is gorgeous. It's going up really nicely. We'll just have to do our best to work through it, " Westover Public Works Director Jason Stinespring said. "Hopefully by the end of the week, the wall will be done. They're working every day they can."
The Holland Avenue project is expected to stretch into mid-June.
Lastly, council set Westover's annual Spring Cleanup for April 21-24.

Multi-billion-dollar ALCOSAN wastewater project finally underway
A multi-billion-dollar project to clean up Pittsburgh's rivers and streams has been talked about for decades. Now it's finally moving forward. After two decades of debates and delays, it's about to become a reality: an expanded treatment plant and 16 miles of tunnels, catching billions of gallons of sewage-laced rainwater before it flows into rivers and streams. At $3.5 billion, when completed, it will be the largest public works project in the Pittsburgh region's history. "It is finally moving forward. We are out to bid for the Ohio River tunnel," said Kimberly Kennedy, ALCOSAN's director of engineering and construction. Every time it rains, Pittsburgh's combined storm and sanitary sewers get overwhelmed and spill raw sewage into waterways. The catchment tunnels are designed to capture that waste during wet weather events and pump it to ALCOSAN's newly expanded treatment plant. Eventually, the tunnels will stretch up and down all three rivers, but the authority is now seeking bids on the first phase of the project, which is a 3.8-mile tunnel under the Allegheny and Ohio rivers from the 16th Bridge to the treatment plant. The bids will be opened in November and construction is expected to begin early next year. This phase is estimated to cost $800 million and will use a giant boring machine to tunnel 150 feet below ground, but will proceed along the route unnoticed by the general public. "Other than looking at it on our website and following our progress, you won't have any effects," Kennedy said. But there will be an impact on your wallet. The federal government is demanding the project, but the cost will be borne by the ratepayer. ALCOSAN has been raising rates 7% every year since 2019. The cost to the average household has gone from $381 annually to a projected $612 next year. The rates will continue to rise through the length of the project and don't include expected increases from your host water and sewer authority. But Kennedy says it will be worth it in cleaning and reclaiming our rivers and streams. "Sewer infrastructure is not necessarily something you think about every day but it's a really important component to the health of the community and our daily lives," Kennedy said.

4ocean Announces Saint James Iced Tea as Official Certified Cleanup Partner
The partnership will help remove over 50K pounds of plastic and trash from the ocean and deliver immediate support to a dozen active cleanup operations across the world. NEW YORK, Aug. 18, 2025 /PRNewswire/ -- Today, Saint James Iced Tea announces their partnership with 4ocean to officially join the clean ocean movement as a Certified Cleanup Partner. Together, this partnership will help clean more than 50,000 pounds of plastic and trash from the ocean, rivers, and coastlines around the world with the help of 4ocean's full time captains and crews. "We're proud to partner with 4ocean to help create a cleaner world. Sustainability isn't a side initiative for us. It's core to who we are," said Saint James co-CEO Brenden Cohen. "This partnership is another step in reducing our environmental impact while continuing to deliver the clean, organic ingredients our customers expect." Since the 1950s, the world has produced over 18 trillion pounds of plastic, but less than 10% has been recycled, and 79% has ended up in the environment. With global plastic production expected to triple by 2050, this joint initiative will help combat the crisis by removing the equivalent of 1.7 million plastic water bottles from the ocean. This effort builds on Saint James's recent launch of 100% aluminum bottles. Now rolling out nationwide, the resealable, fully recyclable packaging reflects the brand's ongoing mission to reduce environmental impact while offering a better-for-you beverage. The aluminum introduction marks a major step in Saint James' journey toward eco-efficient production, without compromising the premium, organic quality that has made it a category leader. "Our new aluminum bottles and latest partnership with 4ocean are both powerful steps in our mission to offer iced tea that's better for you and better for the planet," said Brad Neumann, Co-CEO of Saint James Iced Tea. 4ocean is a leading ocean cleanup company committed to ending the ocean plastic crisis. Since 2017, its full-time crews have removed over 44 million pounds of plastic and other debris from oceans, rivers, and coastlines. In 2022, 4ocean launched its corporate partnership program to help brands transition to a circular economy – an approach that reduces waste, maximizes resource efficiency, and supports sustainability by keeping materials in continuous use without losing value. "Achieving cleaner oceans depends on uniting the passion of individuals with the action and innovation of businesses," said Alex Schulze, co-founder and CEO of 4ocean. "By becoming a Certified Cleanup Partner, Saint James is stepping up as a leader in the clean ocean movement, proving that sustainability can be at the heart of great products and inspiring others to do their part for a healthier planet."
