Westover PODA passes first reading

Apr. 8—MORGANTOWN — Westover City Council on Monday approved on first reading the creation of a PODA, or private outdoor designated area, within the city.
A PODA is a defined district in which participating businesses can sell beverages containing alcohol to customers who can carry those beverages in identifiable cups to other participating locations within the district.
If ultimately approved on April 21, this will be the second such district in Monongalia County. The city of Morgantown launched its PODA, dubbed The Morgantown Mile, in May 2024.
Unlike Morgantown, however, which included its downtown and Wharf districts in its designated area, Westover's district is centered around a single structure — 94 Long Street.
That address is the current home of Short Story Brewing and The Burger Place, and soon to be home of Bunkers, a golf and multi-sport simulator facility.
Jordan Alonso, who's opening Bunkers with her husband, Zach Kines, said that while the new business will be located within the same building as the brewery, they're separate entities, making the PODA designation necessary to allow patrons to carry drinks from one to the other.
"We're in the same building, but due to the fact that we have walls that go all the way to the ceiling, we're two completely separate entities and we count as two separate buildings, " Alonso said. "Bunkers has a door that goes out onto Short Story's deck, so you're able to walk out onto the deck. You don't have to walk out into the parking lot or anything like that."
Kines said Bunkers is nearly ready to open, but has been waiting to get the PODA in place to offer the best possible experience for first-time visitors.
According to information on the Bunkers Facebook page, the business "will offer four widescreen, Full Swing sport-series simulators and a lounge area. Each bay will be equipped with its own bar top seating and televisions to give every customer a great and comfortable experience."
Kines said the indoor driving range will feature 55 different golf courses to select from as well as soccer, basketball and football simulations.
If ultimately approved, Westover PODA hours would be 11 a.m.-10 p.m. daily.
In other Westover news, the Holland Avenue retaining wall is nearly complete and 24-hour construction is expected to begin as early as next Tuesday, when Blue Gold Construction turns its attention to replacing the sewer and stormwater pipes beneath the road's surface.
"We've had complaints about the traffic, some reasonable, some very unreasonable. It's just going to be tough for a while, but you're already seeing dividends. The wall is gorgeous. It's going up really nicely. We'll just have to do our best to work through it, " Westover Public Works Director Jason Stinespring said. "Hopefully by the end of the week, the wall will be done. They're working every day they can."
The Holland Avenue project is expected to stretch into mid-June.
Lastly, council set Westover's annual Spring Cleanup for April 21-24.

Muskogee County Commissioners made a disaster declaration at a special board meeting Friday. The declaration is for the period April 19-May 19, including the storm that went through Fort Gibson and did damage to buildings, trees and houses. 'Two things — number one it opens us up to provide assistance at the county level in ways we normally couldn't,' said District 1 Commissioner Ken Doke, board chair. 'So we can go on private property and spend money without a proper bid. 'Number two — it's sort of an acknowledgment and sort of starts the process to let them know we had an emergency here, we want to be included in the state's emergency declaration and we'll be providing documentation on what our estimated damages are which will become part of the cumulative total they will use to file at the federal level.' Doke and District 3 Commissioner Kenny Payne said this declaration will not provide financial assistance to residents and businesses. However, it will allow county workers to help with the cleanup process. 'It will allow us to move trees, what we've kind of already been doing anyway,' Doke said. 'The main thing is it's going to start the process so maybe they can get assistance through FEMA.' A county must declare a disaster before the state declares a disaster. The state then sends its findings to Washington where the president has to declare a disaster area before residents can apply for FEMA aid. 'If the feds declare what's called 'individual assistance,' then yes individuals could eventually get assistance from the federal government,' Doke said. 'Businesses in particular get SBAs (Small Business Administration loans) and some individuals, if they make too much money to qualify, they could get SBA loans.' The board also accepted compliant bids for the Okay Road Project to repair the road that runs from Fort Gibson to Okay. Commissioners voted to table awarding the contract to one of the bidders until next Friday, allowing the county to examine and evaluate the bids.

Marion County brewer makes beer to support ALS research

MORGANTOWN, (WBOY) — Short Story Brewing and construction company March-Westing teamed up this May to brew a beer while making a difference for West Virginian ALS patients. Together, March-Westin Project Manager Steve Raymond and Short Story Head Brewer Cody Higinbotham came up with the idea for 'Topped Off,' a double dry-hopped IPA using Citra and Galaxy hops that comes in at 6.5% ABV. 'When [March-Westin] came to us, man, we knew we wanted to do it,' Higinbotham said. 'Me and Steve, we've known each other for a while, and once he got a hold of me it was lights out, we knew we were gonna do it.' March-Westin's owner, Phil Wesser, is one of about 30,000 ALS patients living in the United States. Also known as Lou Gehrig's disease, Amyotrophic Lateral Sclerosis (ALS) affects a body's nerve cells, particularly in the brain and spine, and causes muscles to weaken over time and can even lead to paralysis, according to the U.S. Centers for Disease Control and Prevention. Every pour or can sale of the Topped Off IPA will go toward the West Virginia chapter of the ALS Association, which provides assistance to ALS patients in the state. ' [We're] super proud about how it turned out, Short Story did a phenomenal job in brewing it with us, and, at the end of the day, it's certainly worth a try to support a local cause, and you're supporting a local business.' Right now, Topped Off can be found at all four Short Story Brewing locations, and a small number of cans are still available in the Westover Taphouse near Morgantown.
