Farmers oppose takeover of land belonging to agricultural research centre near Aruppukottai

A farmers' federation has expressed shock over the contradictory policies of the State Government in bringing arid land in 2,482 villages into farming activity even as it was trying to acquire fertile land of the Regional Agricultural Research Centre at Kovilankulam.
In a statement, Virudhunagar district functionaries of Cauvery Vaigai Kiruthumal Gundar Farmers' Federation, said the State Government should not weaken agricultural research in the name of industrial development.
The Tamil Nadu Government in its first-ever budget on agriculture in 2021 had announced that 11.75 lakh ha of arid land should be brought into farming activities in the next 10 years as part of efforts to increase farming coverage.
In 2024-25, the Government planned to retrieve arid land in 2,482 villages under Kalaignar All Villages Integrated Agriculture Development programme.
'However, contradicting such a programme with a long-term vision, 129 acres of invaluable land of the research centre in Kovilankulam has been proposed to be taken up for establishing industrial estate,' federation's Virudhunagar district president R. Rampandian and secretary Gopalakrishnan, said.
The land in the research centre was being used for development of rain-fed crops like millets, pulses, cotton, horticultural crops and for rain-fed farming methodologies. The centre was supplying around 50 tonnnes of certified seeds to the region covering the 10 southern districts. Besides, the centre was biodiversity home for native breeds of animals, deer, peacocks and several varieties of trees.
The farmers wondered why the Government was after this parcel of land for industrial development while 30 lakh hectares of arid land were available in the State. With climatic changes forcing uncertainty on the farmers, the State Government should not reduce but strengthen its support for farmers of rain-fed regions. 'We are in a state of compulsion of protecting the existing agricultural research and also expanding it,'
The State Government should give up its proposal which will break the faith of farmers and agricultural scientists, the statement said.

The Union Ministry of Petroleum and Natural Gas has, in response to representation by farmers from the Western districts of Tamil Nadu for shifting of a 70-km stretch of Bharat Petroleum Corporation Limited's IDPL (Irugur-Devangonthi Pipeline) project from agricultural lands to the roadside of the national highway, taken a stand that the power for deciding on the alignment of the pipeline vests with the State Government. A delegation led by Eesan Murugasamy of Tamil Nadu Farmers' Protection Association that called on Minister of State for Petroleum Suresh Gopi in New Delhi earlier this month had reiterated its resolve to block the project, if a solution is not found. The delegation cited the impending projects by the National Highways Authority of India (NHAI) for construction of bypass roads for Palladam, Kangayam and Vellakovil towns, to buttress their demand for laying of the pipelines along the roadside. The farmers said their earlier request for laying of the pipelines along National Highway 81 from Coimbatore to Karur was not accepted by the officials implementing the project on the ground that the pipelines could not be laid inside the three urban pockets (Palladam, Kangayam and Vellakovil) for security reasons. At the meeting facilitated by Tamil Maanila Congress leader G.K. Vasan, Deputy Director General, Ministry of Petroleum and Natural Gas D.K. Ojha, told the farmers that the change in the alignment for the IDPL project along roadside would hinge on the approval of the Tamil Nadu Government for the proposed change in the alignment. The IDPL project, planned for a 270-km stretch from Muthur in Tiruppur district to Devakondi in Karnataka envisages laying of a second pipeline alongside an existing one laid 22 years ago across farmlands to a 70-km stretch from Irugur in Coimbatore district to Muthur in Tiruppur district for the oil pipeline project of Petronet CCK Limited. Due to the pipeline, the value of farmland had fallen down drastically, and even division of inheritance of the farmland with pipeline beneath has become tough. Stating that the affected farmers have been taking part in a sit-in protest for over 260 days, the delegation justified its decision to block the project if no remedial action is taken.

Expressing concern over illegal cow slaughter across the state, a division bench of the Orissa high court has said that the Odisha Prevention of Cow Slaughter Act, 1960 can not be a dead letter and the government needs to appoint a competent authority to implement the same. The Orissa high court 'The Act which was promulgated as far back as in the year 1960 cannot be a dead letter nor be put in cold storage taking into account the above objects and purpose behind the said Legislation,' noted chief justice Harish Tandon and justice Murahari Sri Raman while hearing a PIL filed by Gau Gyan Foundation. 'In accordance with the provision under Section 3(1)(b) of the Act of 1960, a person is required to obtain a certificate in writing from a competent authority, where a bull or bullock is to be slaughtered. The 'competent authority' is defined in the Act of 1960 as the person appointed in this behalf by the Government by a notification to exercise the powers and perform the functions of a competent authority under the Act or the rules made thereunder. The 'competent authority' prescribed under Section 2(a) of the 1960 Act has not been appointed, thereby rendering a number of provisions of the legislation unworkable. The State Government cannot shrug its responsibility in appointing the competent authority under the said Act and, therefore the State Government should appoint the competent authority within three weeks,' the bench said. In December last year, two private member Bills proposing a ban on the possession and transport of beef and with punishment of three to 10 years were moved in the Odisha Assembly. For the punishment of cow slaughter, the Bills suggested a jail term of 10 years besides a ₹5 lakh fine. Shares of the US-government owned twin giants, Fannie Mae and Freddie Mac that are tasked with expanding credit availability in the American market by securitising mortgages, surged over 20 per cent on Friday after the Wall Street Journal reported that the Trump administration may privatise the two institutions this year. The stock price of the Federal National Mortgage Association, known as Fannie Mae, surged 18.09 per cent on Friday at 11 PM IST to $9.79 apiece. Stocks of Freddie Mac, or the Federal Home Loan Mortgage Corporation, soared 20.45 per cent to $7.95 apiece on Friday. US President Donald Trump has previously met the top leadership of US investment banks such as Citigroup, the Bank of America, Goldman Sachs and JPMorgan Chase to explore potential public offerings of the twin mortgage giants, Reuters reported, citing an official. Trump has argued for the monetisation of these two institutions, which were brought under US government control in the aftermath of the 2008 financial crisis. In May this year, Trump floated the idea while emphasising that the government will maintain its implicit guarantees for the securities issued by the two institutions. Trump backer Bill Ackman, a long-time shareholder in the twin behemoths, has repeatedly called for their privatisation. Ackman, founder, Pershing Capital Management, told Forbes magazine last month that the US government is the preferred stockholder of the twins, and in a position to realise gains worth $300 billion. He argued that the two institutions were 'vastly better capitalised' today than for the past 60 years. The two institutions are not banks, but tap creditworthy mortgage buyers and pack the mortgages in securities to be sold on the market, Ackman explained. Fannie Mae and Freddie Mac have guarantees worth $7 trillion coupled with enormous cash flows, apart from a government backing, underlining their ability to weather any future crisis, Ackman added. Treasury Secretary Scott Bessent has said in the past that privatisation of the twin behemoths will have to be done carefully to ensure that the mortgage spreads 'do not widen'. To be sure, the two institutions remain endemic to the 'health and stability of the US mortgage market', according to a paper by Moody's Analytics Chief Economist Mark Zandl and Urban Institute fellow Jim Parrot on the privatisation of government-sponsored enterprises (GSEs). In their paper, Zandl and Parrot argue that conservative lawmakers have opposed the 'implicit guarantee' stating it favours market investors over taxpayers. 'The Trump administration will thus presumably go to some pains to argue that once it releases the GSEs there will be no such taxpayer support beyond the PSPAs. Rather, shareholders and creditors, not taxpayers, would bear the cost of the GSEs' failures the next time around,' they write. Unlike commercial banks, Fannie Mae and Freddie Mac are regulated jointly by the US Treasury Department and the US Federal Housing Finance Agency. While provisions have been tweaked to allow the Treasury Department to release the two entities from its conservatorship, there will be the question of their rating as well. 'If the GSEs were to exit conservatorship while maintaining the PSPAs or similar support, their ratings could remain aligned with the US sovereign rating,' Fitch Ratings said in a commentary released in January. 'Absent the PSPAs or equivalent support, and reduced strategic importance to the US housing market, Fitch would rate Fannie and Freddie on a standalone basis considering their monoline business models and product concentration, counterbalanced by strong capitalisation levels,' the rating agency added. PSPA or Senior Preferred Stock Purchase Agreements are contracts between the Treasury Department and each of the entities, which ensure that the two remain cash positive and that taxpayers' money remains safe in the event of a crisis. The privatisation of Fannie Mae and Freddie Mac 'would eventually involve the largest initial public offering in history, resolving a taxpayer investment of $330 billion that cannot easily be written down,' warn Zandl and Parrot in their paper titled 'Fannie and Freddie's Implicit Guarantee — Another Iceberg on the Path to Privatization'. The process will also involve 'setting a fee for Treasury's $250 billion line of credit that reflects its value but does not bankrupt the GSEs, all while transitioning much of the nation's mortgage infrastructure into private hands during the worst housing affordability crisis in a generation,' they added.
