Scraping duty on cotton imports a death warrant for cotton growers: SKM

Bathinda: The Sanyukt Kisan Morcha has lodged a strong protest over the central govt's decision to relax the 11% import duty on cotton with immediate effect to overcome the impact of the 50% tariff imposed by the USA.
The SKM termed the step as akin to a death warrant for cotton growers across the country.
"The elimination of import duty will have a direct impact on the domestic price of cotton. Cotton prices will definitely fall, and farmers will face further distress and indebtedness. It is betrayal and duplicity of the govt," the SKM stated on Tuesday, the day the import duty relaxation came into force.
The Union finance ministry on Monday notified the elimination of the 11% duty on cotton imports with immediate effect, which shall remain in force until Sept 30.
The govt said the elimination of import duty on cotton, as well as the Agriculture Infrastructure Development Cess (AIDC), was necessary in the public interest.
Cotton farmers have not been getting the MSP as per the C2+50% formula for many years. As per the minimum support price announced by the Commission for Agriculture Cost and Prices (CACP) for kharif crops in the year 2025, the MSP for cotton is Rs 7,710 for medium staple, which is Rs 2,365 less as compared to Rs 10,075 – the MSP that works out as per the C2+50% formula, claimed the farmers' body.
The entire cotton area is the highest peasant suicide-prone region of India. The elimination of import duty on cotton will further eliminate the livelihood of lakhs of cotton farmers, the SKM added.
In India, the area under cotton cultivation is around 120.55 lakh hectares, which represents about 36% of the world's total cotton area. The country is the world's largest in terms of cotton acreage. Approximately 67% of India's cotton cultivation relies on rain-fed areas, mentioned the SKM.
The SKM called upon the cotton farmers to hold village-level meetings, adopt resolutions, and send these to the Prime Minister, urging him to withdraw the notification immediately and announce an MSP for cotton at Rs 10,075 per quintal.

It isn't just small cars and two-wheelers, large sedans and SUVs too are likely to see a sharp reduction in prices as goods and services tax (GST) is expected to come down from the current, up to 50 per cent , to proposed 40 per cent , the slab for luxury and sin goods. But, there is also the fear that the GST Council may come up with a new cess on higher-end vehicles. At a ministerial panel meeting on rate rationalisation on Thursday, some states demanded a cess on top of the 40 per cent tax. Currently, SUVs and sedans over four metres in length and engine capacity above a certain level attract 28 per cent GST and 22 per cent cess. A final decision on rates will be taken by the GST Council, led by Union finance minister Nirmala Sitharaman next month, amid indications that the Centre is keen on a flat 40 per cent levy on a handful of sin and luxury goods without any cess. Govt sources had said that cess will be removed as it was to be levied for five years to "compensate" states for "revenue loss" due to GST implementation, but was extended by another three years to cover losses due to Covid. While small cars and two-wheelers are expected to see the burden fall from 29 per cent to 18 per cent , the absolute gain (in value terms) for those buying SUVs may be higher. The reduction for all internal combustion engine vehicles or those powered by diesel and petrol, including hybrids, will reduce the differential with electric vehicles, which attract 5 per cent GST. Many see that as a disincentive for EVs, particularly in the more price-sensitive segment of two-wheelers, where the difference in GST will be 13 percentage points compared to 23 percentage points currently. EVs have a higher capital cost but lower operating cost, with purchase price often acting as an entry-level barrier. A concern among consumers and in govt circles is regarding the auto industry's willingness to pass on the gains, given that the anti-profiteering clause does not come into play. Although the auto industry is often accused of pocketing the gains, government sources said there will be pressure on companies to pass on the benefits, especially to boost demand, amid sluggish sales.

The ministry also maintained that the city scientifically processes all of the 490 tonnes of waste generated daily. Tewari highlighted that the ministry's data is at odds with the recent Swachh Survekshan rankings released on July 17. While Chandigarh was adjudged the second cleanest city in the 3-10 lakh population category, the survey revealed that the city had achieved only 14% in source segregation at the household level, far from the 100% figure cited in Parliament. According to the rankings, Chandigarh scored full marks in cleanliness of residential and market areas, public toilets, water bodies, waste processing, and dumpsite remediation. The city also recorded 93% in door-to-door collection. But its performance in segregation at source remained a major weak point. 'I had asked a Parliamentary Question on the non-functioning of the solid waste processing plant in Dadumajra. Not only did the government evade the core issue, but the figures given in the answer contradict the data available on the Swachh Survekshan website,' Tewari said.

In two major announcements, Punjab Industry and Commerce Minister Sanjeev Arora on Thursday said that the state government is finalising a new Industrial Park Policy and is also planning to establish an independent authority to oversee maintenance of infrastructure in all focal points and industrial estates. During a press conference, Arora said that the Industrial Park Policy, currently in the drafting stage, is designed to be among the most competitive in India and will foster industrial growth and enhance ease of doing business. Arora highlighted the launch of the Fasttrack Punjab portal ( on June 10, 2025. The portal, designed to expedite approvals and clearances, has received 1,431 applications to date. Of these, 684 have been processed in time, while the remaining 747 are under review and expected to be cleared soon. Speaking at the 'Rising Punjab – From Suggestions to Solutions' event in Ludhiana earlier in the day, Arora said that said that the independent authority aims to address critical issues such as sewerage, roads, lighting, and other essential facilities to support industrial growth. Global consultancy firm Ernst & Young is developing a framework for the authority. The event saw participation from industrialists across Ludhiana, Moga, Sangrur, and Fatehgarh Sahib, who provided valuable suggestions to shape government policies. Arora highlighted that Punjab's focus on easing business operations over the past three and a half years has attracted investments worth Rs 1.14 lakh crore, generating employment for 4.5 lakh people. He said that a three-day Punjab Investment Summit will be held at ISB Mohali from March 13, 2026. The summit will bring together industrialists, traders, NRIs, and foreign companies to boost investment in the state. He said that the 'Rising Punjab' initiative is designed to address industrialists' concerns promptly, with policies being shaped based on their feedback. Arora also added that through the One-Time Settlement Scheme, nearly 40-year-old issues have been resolved. An appellate authority has been established for canceled plots to ensure timely resolution. Clubbing and de-clubbing of industrial plots has been implemented, enabling entrepreneurs to make better use of their land. Industrialists can now also convert leasehold plots or sheds into freehold. The government is also granting ownership of plots allotted on lease, so that entrepreneurs can conduct financial transactions with ease. He added that last year, the state government provided incentives worth Rs 90 crore to industrialists, and now, within 5 months, incentives worth Rs 222 crore have already been given. Industry director Surabhi Malik elaborated on key initiatives, including the One-Time Settlement (OTS) schemes, procedures for applying, and terms for plot restoration. She also discussed policies for clubbing, de-clubbing, leasehold-to-freehold conversion, and fragmentation/subdivision, along with their respective fee structures. Additional CEO of Invest Punjab Rahul Chaba highlighted recent reforms and introduced the Fast Track Punjab Portal, a digital platform designed to streamline processes for industrialists. Arora also held a meeting with key departments' officials to review industry, labour, PSPCL, MC, PWD and other schemes related to the industry and address implementation challenges. He also detailed significant infrastructure investments. The Punjab Small Industries and Export Corporation (PSIEC) has allocated Rs 100 crores for upgrading infrastructure across various focal points in the state. Tenders worth Rs 70 crore have already been issued, with the remaining Rs 30 crore in the tendering process. In Ludhiana, the Municipal Corporation will invest Rs 55 crore to enhance local infrastructure, ensuring better connectivity and facilities for industrial and commercial activities. He also unveiled plans for the construction of three state-of-the-art exhibition centres in Ludhiana, Amritsar, and Mohali. These centres aim to boost trade, promote local industries, and provide platforms for showcasing products and innovations.
