‘Convict acted in cold-blooded manner… betrayed trust of eight-year-old girl'
Stating that the convict has acted in the most 'conniving and treacherous manner' and betrayed 'the trust of a minor', a fast track court of District Court Chandigarh on Tuesday awarded death sentence to a 40-year-old man for raping and murdering an eight-year-old girl.
The special court presided by Additional Sessions Judge Yashika ordered the death sentence to convict Hira Lal, alias Guddu, under Section 6 of the POCSO Act, and also imposed a fine of Rs 10,000. 'He shall be hanged by neck till he is dead, subject to the confirmation of the sentence by the High Court of Punjab and Haryana,' the court ordered.
The convict can file an appeal before the Punjab and Haryana, Chandigarh, within a period of 30 days, as per the Article 115 of The Limitation Act, 1963, according to the order.
The court also ordered Rs 17 lakh compensation be granted to the dependents of the victim as a final compensation under the victim compensation scheme.
'In the present case, the convict has acted in a most conniving and treacherous manner. He has betrayed the trust of a minor girl child, aged eight years and 11 months. The convict took all care to commit the barbaric acts of rape and murder of the child, in extreme secrecy, and in a cold-blooded manner. Here, the convict is a mature man aged about 40 years,' Justice Yashika noted.
Underscoring that the minor was 'incapable to protest against the convict', the judge observed that Hira Lal made the victim 'prey' of his 'lust'.
'The postmortem report shows various injuries on the body of the victim. These injuries shows the gruesome manner in which she was subjected to rape. The victim of crime is an innocent child who did not provide even an excuse, much less a provocation for murder. Such cruelty towards a young child is appalling. The convict had stooped so low as to unleash his monstrous self on the innocent, helpless and defenceless child. This act no doubt had invited extreme indignation of the community and shocked the collective conscience of the society,' the court held.
Further, it observed that the convict is a 'menace to the society' and cannot be reformed, describing the case as 'rarest of the rare'.
According to the police, Hira Lal has two wives and is the father of five children, the eldest being 13 years old. The police said he was cheating on both his wives, as neither knew about the other.
According to the prosecution, the rape victim's body, with her throat slit and multiple stab wounds, was discovered near a dumping site in Ram Darbar in January 2024, three days after she went missing. An autopsy later confirmed rape.
The girl was kidnapped from near her home by Hira Lal, who then took her to his house and committed the crime. After the girl's body was found, the police identified him on the basis of the CCTV footage. His house was found locked. The police broke into the house and found inside the victim's slippers, which then confirmed that the child had been brought there.
Aftera seven-day manhunt, the police arrested Hira Lal, a native of Uttar Pradesh, from Bihar.
During the trial, the defence counsel argued that Hira Lal had been falsely implicated in the FIR. The court, however, held him guilty.

Patanjali land ‘scam': Graft case filed against former Nepal PM Madhav Nepal
Nepal's anti-graft agency Thursday charged former prime minister and CPN-Unified Socialist chairman Madhav Kumar Nepal in a land misappropriation case linked to Patanjali Yogpeeth-Nepal. The Commission of Inquiry into Abuse of Authority (CIAA) filed the case against Madhav Kumar Nepal and 93 others for facilitating purchase of land by Patanjali Yogpeeth ostensibly to set up a yoga centre and herbal farming in Kavre district, some 40 km from Kathmandu. The CIAA filed the case in the special court which tries cases related with corruption and abuse of authority. Madhav Nepal, a sitting member of parliament, lost his parliamentary position automatically after the filing of the chargesheet. As per Nepal's law, all public servants charged with corruption are automatically suspended until the case is fully resolved. Madhav Nepal Thursday denied the corruption allegations against him, saying he has done nothing wrong and is prepared to face the legal process. Madhav Nepal, who served as Nepal prime minister from May 2009 to February 2011, alleged that there was a conspiracy against him by Prime Minister K P Oli, who, he said, 'is out to finish me politically.' According to the CIAA, a Cabinet meeting, chaired by Madhav Nepal, had waived the land ceiling law and allowed Patanjali to purchase land for a specified purpose and then through another decision two months after, permitted commercial sale of the land. This, the CIAA said, caused huge loss to the state. The anti-graft body asked Madhav Nepal to pay Rs 586 million against the loss thus caused. The CIAA named Saligram Singh, one of the founding directors of Patanjali-Nepal, in the chargesheet. However, there is no mention of Patanjali heads Baba Ramdev and Acharya Balkrishna in the chargesheet. The chargesheet also named former Law Minister Prem Bahadur Singh, late Land Reform Minister Dambar Shrestha and former Chief Secretary Madhav Prasad Ghimire. Patanjali Yogpeeth had purchased 32 hectares of land for the yoga center and the Ayurveda research after the Cabinet decision. Patanjali sources, however, said it did not sell any of that land for commercial purposes.

'A Punching Bag?': Harsh Goenka's 'Justice' Post Gets Vijay Mallya's Thumbs-Up
Last Updated: Goenka questioned why Mallya was still a "punching bag" despite his loan recovery and said justice must be fair. Mallya is accused of defaulting on loans worth Rs 9,000 crore. Business tycoon Harsh Goenka's recent social media post, where he questioned why fugitive businessman Vijay Mallya continues to be a 'political punching bag" despite the recovery of his loans, has reignited the debate surrounding one of India's most high-profile financial scandals. The RPG Enterprises Chairman acknowledged that Mallya had 'lived the high life" and defaulted on his loans, but stressed that his dues worth over Rs 9,000 crore had been settled. He emphasised that justice must be fair and not selective. 'Vijay Mallya lived the high life, yes. Defaulted, yes. Unlike most others, his ₹9,000+ crore dues are now reportedly settled. Meanwhile, bigger defaulters walk free with much fatter haircuts from banks. If dues remain, the banks should clearly say so. If not, why is he still a political punching bag? Justice must be fair, not selective," Goenka said on X. Vijay Mallya lived the high life, yes. Defaulted, yes. Unlike most others, his ₹9,000+ crore dues are now reportedly settled. The Union Finance Ministry has confirmed in writing that Banks have recovered Rs 14,100 crores from me against a DRT judgement debt of Rs 6,203 crores. Why the blatant discrimination?" Thank you Harsh. The Union Finance Ministry has confirmed in writing that Banks have recovered Rs 14,100 crores from me against a DRT judgement debt of Rs 6,203 crores. Why the blatant discrimination ?— Vijay Mallya (@TheVijayMallya) June 5, 2025 'Vijay Mallya didn't repay out of goodwill. His assets were seized and auctioned after years of dodging Indian courts and living lavishly in the UK," another user said. Others agreed with Goenka's statement, saying Mallya had been unfairly targeted. Mallya is an accused in a bank loan default case of over Rs 9,000 crore from an SBI-led consortium, involving his defunct Kingfisher Airlines. He was accused of fraud and money laundering and fled the country in 2016. He has since lived in the UK while fighting his extradition to India. Last year, the Enforcement Directorate said it had recovered Rs 22,280 crores from various banking scams, from the high-profile names like Mehul Choksi, Nirav Modi and Vijay Mallya and some fraudulent companies. In February, Mallya told the Karnataka High Court that the Rs 6,200 crore debt he owes to banks has been recovered 'multiple times over". 'According to an admitted statement, as of today, the recovery officer confirms that Rs 10,200 crore has been recovered. Additionally, the official liquidator states that the banks have regained their dues, and even the Finance Minister informed Parliament that Rs 14,000 crore has been recovered," he said at that time. The 69-year-old businessman was declared bankrupt in July 2021. He remains on bail in the UK while a 'confidential" legal matter believed to be related to an asylum application is resolved in connection with the unrelated extradition proceedings. A consortium of banks, led by SBI, won their court appeal in London to uphold a bankruptcy order against him in April.
