How D.C. found $1.1 billion to redevelop RFK Stadium

To help redevelop RFK Stadium, D.C. freed up $395 million meant for the D.C. jail and found an additional $800 million in savings. Why it matters: The money moves show how Mayor Muriel Bowser wants to fund her legacy project to return football to D.C. The big picture: Bowser plans to spend about $1.1 billion on the RFK Stadium development, including $500 million for infrastructure at the site of a Super Bowl-ready Commanders stadium. Despite having a tough economic outlook, here's how the city is making it happen, according to Bowser's budget for next year. Follow the money: The mayor's budget director, Jenny Reed, told reporters on Tuesday that no school, library or recreation center project was delayed or cut in funding. Still, the city made some moves to free up funding: 1. Due to ballooning costs, Bowser is dropping plans for a $400 million new D.C. jail. Instead, her budget proposal would spend $5 million toward planning a replacement to the city's nearly 50-year-old jail, which advocates have said is crumbling. The city would work with a private investor to cover construction costs. 2. The District refinanced old debt, saving $800 million, officials said. "Suddenly, we are able to have more funding available," city administrator Kevin Donahue said at the Tuesday press conference. Part of Chief Financial Officer Glen Lee's job is "always looking for ways to get us better rates," said Bowser — including money that helped fund Capital One Arena's $515 million modernization, which was approved last year. 3. Paying off Nationals Park bonds early. That freed up a revenue source — the Nats Park ballpark revenue fund — to be used for the Commanders stadium infrastructure. The bottom line: The D.C. Council will have to give final approval to the budget and the RFK Stadium proposal.

Delhi CM Gupta reiterates zero tolerance on corruption; directs to set up mini secretariats in all districts

New Delhi, Delhi Chief Minister Rekha Gupta on Monday directed the district magistrates for adopting a zero tolerance policy towards corruption and prepare proposals for setting up mini secretariats in all districts to bring services of different departments under one roof. The chief minister also ordered installing 'complaint and suggestion' boxes at offices of the district magistrates , sub district magistrates and sub registrar. Gupta put forth her views in a meeting with the chairpersons of district development committees and the district magistrates. The complaint boxes are being installed and the Chief Minister's Office will monitor them, said officials. 'The objective is to build an administrative system that is transparent, accountable and citizen-friendly. During the meeting, all newly-appointed chairpersons shared their perspectives and there was in-depth discussion on future development initiatives,' said Gupta in a statement. She said that mini secretariats would be set up in all the districts where people will be able to access services of different departments under one roof. The chief minister has directed the district magistrates to identify suitable land and prepare proposals for these secretariats. These mini secretariats will serve as a major step towards providing swift and integrated public services at the local level, the statement said. Gupta emphasised during the meeting to enforce administrative responsibility and accountability. She instructed that attendance of officers concerned will be mandatory for District Development Committees meetings. "Officers found absent without valid justification will face disciplinary action," said Gupta and asked for eliminating "negligence and procrastination" in administrative practices. "Serving people is our foremost duty and the entire administrative machinery must be responsive, sensitive and accountable," she added. The chief minister instructed all officials to ensure real-time progress at the grassroots level and maintain open communication with the public. Gupta said the DM's office is the government's cutting-edge face where maximum public interaction with officials happens. Reiterating her government's zero-tolerance policy towards corruption, she pointed out that the previous government showed "negligence" in addressing public grievances.

Near summer's start, Saturday was all cool, all day

This weekend unofficially starts summer, but Saturday in the District scarcely seemed like summer. Saturday did show lots of sunshine and long hours of daylight, but it was too cool, and perhaps too pleasant to meet all specifications for a standard summer day. Invigorating and even exhilarating, Saturday's high temperature was only 71 degrees. It was seven degrees cooler than the 78 that is the D.C. average for a 24th of May. In the depths of actual summer, such readings show up seldom if ever.

Prince George's County credit is downgraded amid federal spending cuts

The bond rating agency Moody's downgraded Prince George's County's credit this week, citing the Maryland county's sensitivity to federal spending cuts and its long-standing budget problems amid rising debt and interest rates in the country. The county's lower rating, from triple-A to Aa1, comes on the heels of Maryland's state government receiving its own credit downgrade last week after maintaining a triple-A bond rating for more than 52 years. The agency also lowered the District's bond rating to Aa1 and revised its outlook to negative in April, similarly citing Trump administration spending cuts as well as weaknesses in the commercial real estate market.
