Vietnam scraps two-child limit: State media
Vietnam has scrapped a long-standing policy of limiting families to two children, state media said Wednesday, as the communist-run country contends with a declining birth rate.
The decision on the number of children is now a decision for each individual couple, Vietnam News Agency said.
The country has experienced 'historically' low birth rates during the last three years, with the total fertility rate dropping to just 1.91 children per woman last year, below replacement level, the Ministry of Health said this year.
The decline in birth rates was from 2.11 children per woman in 2021, down to 2.01 in 2022 and 1.96 in 2023.
Tran Minh Huong, a 22-year-old office worker, told AFP that the government regulation mattered little to her as she had no plans to have children.
'Even though I am an Asian, with social norms that say women need to get married and have kids, it's too costly to raise a child.'

WTA: Players Undergoing Fertility Procedures to Get Protected Ranking
Female players who choose to undergo a fertility protection procedure will be allowed to take time away from the sport and return to competitive action with a protected ranking, the governing body of women's tennis (WTA) said on Wednesday. The new rule aims to support women athletes to balance their family goals and career ambitions and comes three months after the WTA offered players up to 12 months of paid maternity leave for the first time. "The new rule means that players can now take time away from professional tennis for a fertility protection procedure such as egg or embryo freezing and safely return to competition with a protected ranking," the WTA said in a statement, according to Reuters. "Eligible players will receive a Special Entry Ranking (SER), which can be used to enter up to three tournaments, based on the 12-week average of their WTA Ranking from eight weeks prior to the start of their out-of-competition period." Sloane Stephens, the 2017 US Open champion, has previously called for egg freezing to be recognized as a protected ranking activity and called Wednesday's announcement a "ground-breaking" move. "I'm incredibly proud of our sport in recognizing the importance of fertility treatments for female athletes. For any woman, the conversation of family life versus a career is nuanced and complex," the former world number three said. "The WTA has now created a safe space for players to explore options and to make the best decisions for themselves." The WTA also said players will benefit from paid maternity leave and grants for fertility protection through the WTA Maternity Fund.

World Bank: Earthquake Worsens Myanmar's Economic Decline
Myanmar's beleaguered economy is expected to contract by 2.5 percent in the 2025/26 fiscal year largely due to the devastating impact of a powerful earthquake in late March, the World Bank said in a report on Thursday. The World Bank said direct damages to property and infrastructure from the 7.7 magnitude quake were estimated at $11 billion, or 14% of the nation's gross domestic product, estimating that economic output would be about $2 billion lower than it otherwise would have been because of the quake. The quake affected more than 17 million people, with nine million severely impacted, the World Bank said. The death toll has topped 3,700, according to Myanmar's ruling junta. "The earthquake caused significant loss of life and displacement, while exacerbating already difficult economic conditions, further testing the resilience of Myanmar's people," Melinda Good, Division Director for Thailand and Myanmar, said a statement. "Recovery efforts are essential to help the most vulnerable populations." A junta spokesman did not respond to a call from Reuters seeking comment on the report. In December, the World Bank had projected Myanmar's economy would shrink 1% in the 2024/25 fiscal year that ended in March due to the severe flooding in the country. Myanmar has been in turmoil since the military seized power in a coup in February 2021, sparking a civil war. There have been international efforts to stall the conflict, but rebels have accused the junta of breaching a ceasefire called to allow relief efforts to reach earthquake-affected areas. The hardest-hit regions of Mandalay and Naypyidaw were expected to lose up to one-third of their production between April and September before a partial recovery in the second half of the fiscal year, the World Bank said. The earthquake could increase the national poverty rate by 2.8 percentage points, pushing more households into poverty, the report stated. A survey before the quake estimated the poverty rate at 31% in 2024. "Myanmar's compounding crises have put household coping mechanisms under severe stress," said Kim Edwards, Senior Economist and Program Leader for Thailand and Myanmar.

MOSCOW: Russian President Vladimir Putin said on Wednesday that special attention in the country's new arms program should be paid to the nuclear triad — land-based, sea-based and aircraft-launched weapons. Putin's remarks, broadcast on state television, were made at a meeting of senior officials devoted to the country's arms industry. 'Undoubtedly, special attention should be paid to the nuclear triad, which has been and will remain the guarantee of Russia's sovereignty and plays a key role in upholding the balance of forces in the world,' Putin said. A total of 95 percent of weapons in Russia's strategic nuclear forces, he said, were fully up-to-date. 'This is a good indicator and, in essence, the highest among all the world's nuclear powers,' he told the gathering.
