Delhi HC suspends LOC against Vikas Malu, enables him to join inquiry by GST intelligence
New Delhi [India], May 29 (ANI): The Delhi High Court has directed to suspend the Look Out Circular (LOC) opened against businessman Vikas Malu to enable him to join the inquiry by Directorate General of GST Intelligence (DGGI). He was summoned twice in September 2024 by the agency.
On Wednesday, the High Court asked him to furnish a bond of Rs 3 crore within two days of his arrival from Dubai.
He was issued a summons on 12.09.2024 and 24.09.2024 by the Senior Intelligence Officer, DGGI, Ghaziabad Regional Unit, Meerut Zonal Unit.
The department submitted that despite summons being served, respondent did not join the inquiry and only informed to his lawyer over e-mail that he was out of India.
Justice Ravinder Dudeja on Wednesday suspended the LOC opened against Vikas Malu, subject to furnishing a bond of Rs. 3 crore and a surety of a family member.
'In that view of the matter, subject to respondent (Malu) furnishing a bond of Rs 3 crore with one surety of any family member, LOC be kept in abeyance till 03.06.2024 to enable the respondent to appear before the investigating agency for joining the inquiry pursuant to summons of 12.09.2024 and 24.09.2024,' Justice Dudeja ordered on May 28.
The matter has been listed for August 4, 2025 hearing. The high court was dealing with a petition moved by DGGI against the order passed by trial court on May 23, 2025 on his anticipatory bail application.
The sessions court had directed the respondent to join the inquiry within five days and, thereafter, as and when called by the investigating officer.
It was also directed that till the next date of hearing listed before the trial court on 03.06.2025, no coercive action shall be taken against the respondent and also directed that LOC shall remain suspended till the next date.
Before the High Court, the counsel for DGGI submitted that the anticipatory bail application filed in Delhi in respect of the summons issued by DGGI, Ghaziabad, is not maintainable.
Senior Counsel Vikas Pahwa appearing for the respondent Vikas Malu, on query by the court, responded that respondent could not appear before the Investigating Agency despite the order of 23.05.2025 passed by the Sessions Court because LOC was not suspended and respondent was unwell.
He also submitted that respondent is still ready and willing to join the investigation in compliance of summons of 12.09.2024 and 24.09.2024. He is also ready to comply with the directions imposed by this Court on 07.11.2024, passed in another petition.
Senior standing counsel Satish Aggarwala and Atul Tripathi appearing for the DGGI, under instructions, stated that department has no objection to the suspension of LOC subject to respondent joining the investigation and compliance of order of 07.11.2024. The High Court on 07.11.2024 in another petition directed Vikas Malu to join the investigation on 20.11.2024 at 12:00 PM and issued directions to keep the LOC in abeyance, subject to him furnishing a bond of Rs. 3 crore to the competent authority with one surety. No lockers. No suggestions. Just: "Figure it out." While I stood clueless on the footpath, an auto driver waved at me: "Sir, bag de do. Safe rakhunga, mera roz ka hai. ₹1,000 charge hai." I hesitated. Then gave in. And that's when I discovered this guy's brilliant business." The officer provides secure storage space, allowing the driver to safely store the bags, as his autorickshaw isn't equipped to hold them all. "And while most people are sweating over US visa interviews, this guy is running a zero-mile, hyper-profitable, bootstrapped operation. No MBA. No startup jargon. Just pure hustle and street-smart product-market fit," Mr Rupani wrote. He further called it "a masterclass in solving a hyper-specific pain point," admiring the driver's ability to build trust, ensure security, and charge a premium without relying on apps, funding, or formal business education. He praised the driver's resourcefulness, saying, "Real entrepreneurship doesn't always need a pitch deck. Sometimes it just needs a parking spot." NDTV is unable to confirm the authenticity of the post and the claims presented. While some users were impressed, others raised doubts and questions, seeking more information or clarification about the driver's business venture. One user wrote, "That's not his income alone. He has to share with multiple people, including the police. Otherwise, what stops other autowallahs from doing the same at a lower price? Piyush Goyal calls Italian business enclaves in India to boost investment
Commerce and Industry Minister Piyush Goyal on Thursday proposed to develop an industrial conclave for Italian businesses in India to promote investments. Speaking here at India-Italy Business Forum meeting, he said Italian companies can consider setting up manufacturing units and offices in those enclaves. "I have a proposition for you. We can set up Italian enclaves where Italian businesses can set up shops... we can set up hotels, restaurants, healthcare for Italian people who would come to work there. It will be home away from home for them," Goyal said. These industrial parks can be set up in the proposed industrail corridors in different parts of the country. The minister is here on a two-day visit. He is meeting leaders and businesses to boost trade and investments between the two countries. India would invite Italian companies to certain locations in India such as Dighi near Mumbai and Sambhaji Nagar (Aurangabad) in Maharashtra to showcase potential locations for these enclaves. The government has announced to invest about Rs 28,000 crore to set up 12 industrial nodes, and build 100 industrial parks in the country. SC refuses more time to Vinay Kulkarni in bail cancellation case, hearing tomorrow
New Delhi, June 5 (UNI) The Supreme Court on Thursday declined to grant a week to Karnataka MLA and former Minister Vinay Kulkarni to place certain documents on record in response to the state government's plea seeking cancellation of his bail in the murder case of BJP worker Yogesh Gowda. A bench comprising Justices Sanjay Karol and Satish Chandra Sharma allowed Kulkarni's counsels only one day to submit the documents, stating, 'It shall be open for the respondents to place on record any document either during the course of the day or hand over the same during the course of the hearing tomorrow.' Senior Advocate Maninder Singh, appearing for Kulkarni, had sought a week, citing the absence of certain documents on record that were before the trial court and arguing that the matter concerns his client's Article 21 rights (Fundamental Right to Life and Personal Liberty). He also referred to a related case involving other co-accused where the High Court has reserved orders on bail cancellation. 'We have not got any time in this. The other accused, whose cancellation is sought, the matter is reserved by the High Court... let that order also come. I'm not saying give me 4-6 weeks. Give me whatever reasonable time... if I don't get even a day to file a document... have it next week,' he urged. Opposing the request, Additional Solicitor General SV Raju, appearing for the State of Karnataka, pointed to Kulkarni's previous conduct to argue against any further accommodation. Rejecting the extension plea, Justice Karol remarked, 'We are going to be very, very unreasonable and harsh on you. We are adjourning the matter by one day.' The Court accordingly listed the matter for hearing tomorrow. During the proceedings, the bench also took exception to the conduct of a counsel appearing for Kulkarni, who had sought accommodation the previous day, claiming he was on vacation and did not have his black coat, despite appearing before the Court wearing one. On being questioned, the counsel clarified that he had borrowed the coat. 'You put a senior counsel to great embarrassment yesterday... and you logged in thrice... it only speaks volumes about the counsel, forget about the clients... never do that in future. Don't embarrass anyone who we know are noble people in the profession,' Justice Karol stated. The Karnataka government has sought cancellation of Kulkarni's bail, citing allegations of witness tampering. Kulkarni was arrested in 2020 in connection with the murder of BJP leader Yogesh Gowda and was granted bail in 2021. UNI SNG SSP
