Heavy fines imposed over traffic rules' violations
In a move to strengthen traffic enforcement, the Khyber-Pakhtunkhwa government has proposed significant increases in traffic fines as part of 2025-26 Finance Bill.
The new measures introduce stricter penalties across various violations, with particular focus on three-wheelers and underage drivers.
For the first time, the budget creates a dedicated category for three-wheeled vehicles, including rickshaws and loaders. Fines for these vehicles will now range from Rs200 to Rs10,000 depending on the offense.
Violations of route permits for three-wheelers will carry a Rs5,000 penalty, doubling for repeat offenders.
The government has also cracked down on fraudulent licenses, proposing fines between Rs5,000 and Rs10,000 for those caught driving with fake documents.
Additionally, penalties for underage driving will see substantial increases, with fines for motorcycle riders under 18 rising from Rs1,000 to Rs3,000, and small car drivers under 18 facing increased fines from Rs2,000 to Rs5,000.
Officials stated these measures aim to improve road safety and discipline across the province. APP

12 exonerated in M6 case
The Accountability Court No1 Hyderabad, presided over by Judge Naseem Akhtar Soomro, has acquitted 12 accused from district Naushahro Feroze in the mega corruption reference related to the purchase of land for the Hyderabad-Sukkur Motorway (M-6). The reference involved over Rs5 billion in alleged corruptions. However, cases are still in progress against 30 suspects, including the axed deputy commissioners of Matiari and Naushehro Feroze districts, who are on the run after pocketing billions of rupees meant for buying land for the motorway. The court accepted the acquittal pleas filed by the accused and released them with honour after concluding that no evidence had been found against them during investigations conducted by NAB and the Anti-Corruption Establishment (ACE). The acquitted individuals include two former Mukhtiarkars, three clerks, three tapedars, and the former personal assistant (PA) of the ex-deputy commissioner of Naushehro Feroze. The decision was reserved after final arguments by the counsels and was issued yesterday in a two-page written judgment. The judgment stated that no incriminating material was found against the applicants during the investigations, and NAB's special prosecutor had also confirmed the absence of any evidence on record. The Anti-Corruption Establishment had initially investigated the alleged corruption in the land acquisition process and later transferred the case to NAB. The accused were acquitted under Section 265 of the Criminal Procedure Code (CPrC). Those acquitted include, Shafiq Ahmed Soomro (former Mukhtiarkar Mehrabpur), Niaz Ali Ajan, (former Mukhtiarkar Bhirya City), Abdul Aziz Ansari (former PA to DC Naushehro Feroze), Abdul Ghaffar Depar (former senior clerk), Ghulam Haqqani Sehto and Tanveer Ali Mallah (former tapedars), Rustam Khoso (former accounts clerk), Khalid Masood Channa (private contractor), Sajjad Ahmed Memon (former social welfare officer), Aftab Ahmed Soomro and Siraj Ahmed Memon (stamp vendors) and Abdul Ghaffar Marri (Notary Public). It is pertinent to mention that NAB had filed this reference in the accountability court in 2023, alleging Rs5.8 billion embezzlement in funds allocated for land acquisition for the M-6 Motorway in districts Matiari and Naushehro Feroze. The case included several government officials, private contractors, and individuals, with a total of 42 persons named as accused. While 12 have now been acquitted, the reference against the remaining 30 accused, including suspended DC Matiari Adnan Rasheed and absconding/suspended DC Naushehro Feroze Tashfeen Alam, is still under trial in Accountability Court No. 1.

Cameras catch jail brutality
A video footage and a video statement by a prisoner have surfaced, allegedly showing severe mistreatment of inmates inside Attock District Jail, reportedly under the supervision of jail officers. Inspector General (IG) Prisons Punjab, Mian Farooq Nazir, has taken notice of the situation and raised key questions: Why were the inmates tortured, how did a camera make its way inside the jail despite tight security, and how were these videos recorded? He appoints Deputy Inspector General (DIG) Prisons Rawalpindi Region, Rana Abdul Rauf, as an inquiry officer, and sought a detailed report. In the footage that has emerged, a uniformed officer can be seen sitting on a chair while having a massage done by an inmate. Other clips show designated prisoners with their hands tied behind their backs being beaten by fellow inmates. In one instance, a prisoner is seen lifting another onto his arms while a third lashes him with a leather strap. This scene is repeated with other prisoners, and one prisoner is even seen being slapped and punched in front of a senior officer. In another separate clip, likely recorded during winter, a senior officer is seen sitting on a chair with others standing around him. A man can be seen beating a prisoner in the lineup from behind. Despite the severity of the situation, neither the administration nor the surrounding officers appeared to intervene. In response to the abuse, inmates went on a hunger strike. A prisoner named Shahab issued a video statement, appealing to higher authorities to take action. Shahab, who had previously raised serious allegations of misconduct, corruption, and abuse in Adiala Jail, is now imprisoned in Attock Jail. In his new statement, he claimed that ever since he filed a writ petition in the High Court two and a half years ago, resulting in an official inquiry, jail staff have harbored deep resentment against him. "We are tortured and humiliated. I have been on a hunger strike for the past four days. Every ward and cell is run like a contractor system. Money is taken from us, and other inmates are made to do labour in our place." He added, "I am not against the jail department or any government institution, but there are a few black sheep involved. We want justice against them." Shahab also alleged that despite extreme heat, trees inside the jail were cut down and used as firewood, depriving prisoners of shade. He further claimed that he had to pay Rs1,000 to each officer just to bring in a book. "I'm passionate about studying," he said, "but we're blocked at every step." He stated that the jail authorities even prevent inmates from appearing in exams unless they file a writ in the High Court. "I can prove every single allegation I've made in front of any impartial officer. If I'm proven wrong, I'll accept any punishment. But what we're enduring now is unbearable. We're being forced into hunger strikes, and we have the videos to back our claims." Following the IG's notice, DIG Rana Abdul Rauf has begun an official inquiry. IG Prisons Punjab Mian Farooq Nazir remarked, "Jail authorities have the legal right to transfer prisoners to different facilities as per the jail manual but no one has the right to physically abuse them. Such behaviour is intolerable." He further noted, "The entry of a camera into the jail despite security is a serious breach. That, too, will be thoroughly investigated. Anyone found responsible will face strict departmental action."

Excise misses tax target by 52 per cent
The Excise, Taxation, and Narcotics Control Department has failed to meet its property tax and professional tax collection targets for the fiscal year 2024-25 across the Rawalpindi Region as the department has only achieved 48% of its target, falling short by a significant 52%. In contrast, the Motor Branch of the department successfully met its targets in the categories of new vehicle and motorcycle registrations, transfer fees, and token taxes, achieving a remarkable 150% of its revenue target in those areas. Total revenue collection for the Rawalpindi region stood at Rs680 million. Due to the department's complete failure in collecting domestic and commercial property taxes, professional taxes, and luxury taxes, the Director General of Excise has ordered the cancellation of weekly Sunday holidays. Starting this Sunday and continuing until the beginning of the new fiscal year, Excise offices will remain open on Sundays to boost revenue recovery. In a controversial move to increase tax collection, the department has started issuing revised property tax bills by changing the names on previously taxed residential units. One such case involves Advocate Najma Malik, who reported that despite paying Rs150,000 in property tax under her name, a new notice of Rs157,000 was issued under her husband's name, based on signage outside the house. She has challenged the new notice with the previous tax receipt. As part of its ongoing crackdown on defaulters, the department has sealed 241 property units and recovered Rs3.1m in overdue taxes. Excise Inspectors have been directed to leave their offices and collect taxes directly in the field. However, with only 12 days remaining before the end of the fiscal year, achieving the collection targets for property tax, luxury tax, and professional tax seems increasingly unlikely, leaving the department far from meeting its financial goals.
