WA governor signs hunting, fishing fee increases into law; Discover Pass price also rising

May 19—Washington hunters and anglers will pay more money for their licenses starting this summer.
Washington Gov. Bob Ferguson on Saturday signed a new law that raises fees for nearly all hunting and fishing licenses by close to 40%.
Under the law, an annual resident combination fishing license will now cost $62.79. A big game hunting license that includes deer, elk, bear and cougar tags would cost a resident $117.30.
For nonresidents, the combination fishing license will cost just under $150 and the big game license will be just over $1,000.
The law goes into effect July 1.
It's the first time hunting and fishing fees have increased since 2011. While the new fees are expected to bring in more revenue for the Department of Fish and Wildlife, officials have said it won't result in a net increase in its budget because of expected cuts to the agency's share of the state general fund.
Most state agencies are facing cuts as part of the budget lawmakers sent to the governor this spring as they tried to manage a statewide budget shortfall.
License price hikes will help stave off deeper cuts for WDFW, but officials are still bracing for major changes, including cuts to several work programs and possible staff reductions.
Staci Lehman, a WDFW spokesperson, said agency officials are still working out many of the details of those cuts.
Also on Saturday, Ferguson signed a bill increasing the cost of a Discover Pass from $30 to to $45 starting Oct. 1. The pass is required for vehicle access to state parks and oither state managed properties. Its price hasn't been increased since the pass was put in place in 2011.
Most of the proceeds from the Discover Pass go toward Washington State Parks and make up a significant portion of the agency's budget. Smaller amounts go to WDFW and the Department of Natural Resources.
Ferguson vetoed a section of the Discover Pass bill that would have ordered a work group to study funding mechanisms for the three agencies. In a letter explaining the veto, Ferguson wrote that the effort risked diverting limited funding from other important work at the three agencies.
Similar to WDFW, Washington State Parks officials don't expect the price increase to provide a singificant boost to the agency's budget because of cuts in its general fund appropriations.

It's a trend that young people are willing to pay for — just look at the data. The most popular snoafers on the shoe marketplace StockX are selling for well above their retail prices in some cases. "When a shoe has that high of a premium over the retail prices, it tells there's real interest," said Brendan Dunne, senior director of customer community and engagement at StockX. Not all stylists are on board with the trend. Reginald Ferguson, founder of NY Fashion Geek, disagrees that a shoe can be both a sneaker and a loafer in a professional setting. Ferguson also said it's a "spinoff" of a hybrid that has existed for a while. This time, it's targeted at a "different, younger demographic." Meanwhile, Dunne said he recently wore his pair of New Balance 1960L loafers with a tuxedo to a friend's wedding — with permission, of course. Nike Air Max Phenomena - $155 The Nike Air Max Phenomena came out on July 7 as part of the Serena Williams Design Collection. It's sold out of most sizes on the Nike official website as of Friday afternoon. On StockX, the premium is at $214, about 38% more than the retail price on average. "I think they're catching on because the younger generation clearly likes them. They rep these brands, and these specific styles reflect contrast and subversion," Ferguson said. New Balance 1906L - $160 The New Balance 1906L is where the trend kicked off in the fall of 2024, Dunne said. "At first it was this weird 'Frankstein' moment that could've been a blip, but right after the New Balance 1906L arrived, you had all these mainstream media outlets paying attention," Dunne said. StockX has seen nearly 9,000 sales of the New Balance 1906L since it was released. It retails for $160, and its resale premium sits at an average of 15% more than the original price, according to StockX data. Hoka One Speed Loafer - $185 The Hoka One Speed Loafer, which first released in January, often resells for around $341 on StockX, about 84% more than its retail price of $185. Whether or not snoafers are appropriate for the office depends on your company's dress code, Ferguson said. "Artistic Director at Complex? Yes. First year investment banker at Goldman? No."

State launches new LGBTQ Business Enterprise certification program

Washington state has launched the LGBTQ Business Enterprise program, offering free certification to help LGBTQ-owned businesses access government contracts. The program, announced by Governor Bob Ferguson, aims to support the thriving and diverse business community in Washington by recognizing and aiding LGBTQ business owners. 'It's a particularly important moment to show our support as a state for the LGBTQ community,' Governor Bob Ferguson said. The Office of Minority and Women's Business Enterprises (OMWBE) has been certifying small minority- and women-owned businesses since 1983 to participate in public contracting and procurement. All OMWBE-certified businesses, including those in the new LGBTQ program, are listed in a certified business directory used by state agencies, educational institutions, and local governments to find small and diverse firms for business. Washington state agencies are incentivized to contract directly with OMWBE-certified businesses, and OMWBE will start reporting on state spending with LGBTQ-owned businesses in also offers free consultations and training to certified businesses. Lekha Fernandes, Director of OMWBE, expressed excitement about partnering with the Washington State LGBTQ Commission to launch one of the nation's first statewide LGBTQ Business Enterprise programs.' (NYSE: FERG; LSE: FERG) announces the closing of four acquisitions during its fourth quarter: HPS Specialties, LLC, Ritchie Environmental Solutions, LLC, Manufactured Duct & Supply Company and Water Resources, Inc. The company closed on nine acquisitions last fiscal year, which ended July 31, 2025, with aggregate annualized revenues of approximately $300 million. The acquisition closed on June 16 and gives Ferguson entry into the mechanical room design and specification business in the Northeast and Mid-Atlantic.
