Inclusivity in AI foundational, not optional: UNESCOs Tim Curtis
New Delhi, Jun 3 (PTI) Inclusivity in AI is not optional but foundational for a country as vast and diverse as India, where systems must be designed from the start to reflect the nation's immense social, economic, and linguistic diversity, UNESCO South Asia Regional Office Director Tim Curtis said on Tuesday.
Curtis, speaking at the 5th and final Stakeholder Consultation on the AI Readiness Assessment Methodology (RAM) in the national capital, warned that if AI tools are not intentionally built to serve the full spectrum of users, including marginalized communities, they risk leaving millions behind.
"In a country as vast and complex as India, (with) not only 1.4 billion people, but with thousands of languages and immense social, economic and regional diversity, inclusivity in AI is not optional, it is foundational," Curtis said.
He pointed out that AI systems trained primarily on English or urban data can struggle with local languages, dialects, and contexts, leading to the exclusion of vast populations from digital services.
These are not just technical bugs, he explained, but symptoms of deeper structural exclusions in data collection and prioritization.
He stressed that inclusivity in AI means making deliberate choices about who is represented in datasets, who participates in development, and whose needs drive deployment.
Curtis highlighted the importance of "ethics by design," arguing that responsible AI must be built on values as much as on functionality.
"If we want AI systems to be inclusive, we must design them that way from the start, encompassing not just functionality, but essential values. And when we don't, we begin to see consequences, not as abstract risks, but as real-world limitations," Curtis said.
Risks such as privacy violations, disinformation, and bias can arise from algorithmic decisions made without transparency or oversight, he said.

AI-driven search ad spending set to surge to $26 billion by 2029, data shows
Spending on AI-powered search advertising is poised to surge to nearly $26 billion by 2029 from just over $1 billion this year in the U.S., driven by rapid adoption of the technology and more sophisticated user targeting, data from Emarketer showed on Wednesday. Companies that rely on traditional keyword-based search ads could experience revenue declines due to the growing popularity of AI search ads, which offer greater convenience and engagement for users, according to the research firm. WHY IT'S IMPORTANT Search giants such as Alphabet-owned Google and Microsoft's Bing have added AI capabilities to better compete with chatbots such as OpenAI's ChatGPT and Perplexity AI, which provide users with direct information without requiring to click through multiple results. Apple is exploring the integration of AI-driven search capabilities into its Safari browser, potentially moving away from its longstanding partnership with Google. The report has come as concerns grew about users increasingly turning to the chatbots for conversational search and AI-powered search results could upend business models of some companies. Online education firm Chegg said in May that it would lay off about 248 employees as it looks to cut costs and streamline operations because students are using AI-powered tools including ChatGPT over traditional edtech platforms. QUOTE "Publishers and other sites are feeling the pain from AI search. As they lose out on traffic, we're seeing publishers lean into subscriptions and paid AI licensing deals to bolster revenue," Emarketer analyst Minda Smiley said. CONTEXT AI search ad spending is expected to constitute nearly 1% of total search ad spending this year and 13.6% by 2029 in the U.S., according to Emarketer. Sectors such as financial services, technology, telecom, and healthcare are embracing AI as they are seeing clear advantages in using the technology to enhance their ad strategies, while the retail industry's adoption is slow, the report said. Google recently announced the expansion of its AI-powered search capabilities into the consumer packaged goods sector through enhancements in Google Shopping.

Complainant in Sharmishta Panoli case booked for hurting religious sentiments
The Kolkata Police stated on Wednesday that the man whose complaint led to the arrest of 22-year-old law student Sharmishta Panoli has been booked for posting 'malicious and inflammatory' content on social media, reported PTI. However, the man, identified as 30-year-old Wajahat Khan Qadri, was absconding, an unidentified police officer told the news agency. 'We have started an investigation into the case,' said the officer. Qadri was booked under the same sections of the Bharatiya Nyaya Sanhita as Panoli – promoting enmity between different groups, deliberate and malicious acts intended to outrage the religious feelings of any class of citizens, intentional insult with the intent to provoke a breach of peace and statements that incite public mischief, The Indian Express quoted an unidentified police officer as saying. Panoli, a fourth-year business and law student at a Pune university, was arrested by the Kolkata Police in Gurugram on May 30 for her remarks about Prophet Muhammad on social media. She deleted the post later and issued an apology on X. A case was filed against Panoli based on Qadri's complaints at Kolkata's Garden Reach Police Station on May 15. An arrest warrant had been issued against her on May 17, after which she was arrested from Gurugram, brought to Kolkata on a transit remand and remanded to judicial custody till June 13. The Calcutta High Court on Tuesday refused to grant interim bail to the 22-year-old law student. Following Panoli's arrest, at least five complaints were filed against Qadri in West Bengal, including two at the Garden Reach Police Station, for alleged hate speech and derogatory remarks on social media that hurt religious sentiments, The Indian Express reported. Qadri had allegedly demanded action against Panoli on social media and later celebrated her arrest. The FIR against him was registered based on one of the complaints filed by a man named Sujit Ghosh at the Golf Green Police Station, according to the newspaper. The first complaint against Qadri was filed by a Hindu outfit, Shri Ram Swabhiman Parishad, on June 2, The Indian Express reported. The outfit alleged that the 30-year-old's posts promoted enmity between religious groups and demanded his arrest for hurting 'Hindu sentiments'. Several complaints have been filed against Qadri in different parts of the country, including Mumbai, Delhi and Assam, for alleged hate speech and making derogatory remarks against religious deities on social media, PTI reported. An unidentified police officer told The India Express that the Assam Police and Delhi Police were also looking for him. A three-member team of the Assam Police had visited the area where Qadri lives in Kolkata's Garden Reach.
