WATCH: Chaos erupts in City Council as EFF leader assaulted

EFF caucus leader in the City of Cape Town, Mzubani Dambuza, said he lodged a complaint of assault with police last night, after he was attacked and choked by security personnel inside the City Council Chambers on Wednesday.
Calls have since gone out for Cape Town Speaker, Felicity Purchase, to step aside, with the GOOD Party saying she was responsible for the incident after unlawfully allowing a Point of Order during the oral question period following Mayor Geordin Hill-Lewis's address, which set in motion the chaos that followed.
The confrontation was caught on film and shared widely on social media, showing Dambuza attacked and choked by security personnel, allegedly to the point of unconsciousness, during the Council sitting.
Dambuza last night said he was doing fine after the assault.
"As much as we don't agree with SAPS, we believe this is an attempted murder case," he said.
In the video, other councillors are heard saying 'this is racism taking place", "get off him", and "why are you choking him? Stop choking him."

The chaos allegedly started when Purchase ordered Dambuza to leave the house.
It's alleged security got involved when Dambuza's party members tried to shield him from them.
Hill-Lewis was also apparently asked during the incident to bring his security to order.
The GOOD Party's Roscoe Palm, who likened it to the killing of George Floyd in the US, said Purchase failed in her duty to apply the Rules of Order fairly and consistently.
'The Cape Town Speaker, Felicity Purchase, must step aside.
'Her actions, inactions and biases have resulted in violence and thuggery that have endangered lives.
'Today's scenes in Council were unfortunate, but not unexpected. Once again, the Speaker of the City of Cape Town has failed in her duty to apply the Rules of Order fairly and consistently.
'What happened in Council today must be addressed. GOOD will be calling for an urgent investigation into the Speaker's handling of the session, and disciplinary action against all councillors who disrupted proceedings, regardless of political party,' he said.

The DA Western Cape declined to comment stating it was a matter for the City to respond.
The City Wednesday said: "The City is aware of recent events during the Council meeting and notes the related footage circulating on social media. We are reviewing the matter carefully to gain a comprehensive understanding of the context."
Purchase said Dambuza was repeatedly instructed to desist from disruptive behaviour, to resume his seat, and was given an opportunity to comply voluntarily.
She said despite her instructions that he leave the Chamber, he refused.
"Due to the severity and persistence of this conduct, and physical harm inflicted upon some of the designated peace officers, I was compelled to adjourn the sitting and temporarily reconvene the Council meeting in the Banqueting Hall. This decision was taken to allow for the removal of all disruptive EFF councillors from both the chamber and the broader precinct, thereby ensuring that Council could proceed with its mandated business.
"My stance on councillors who deliberately engage in disorder for the sake of political theatre is a matter of public record. As Speaker, I will not permit a minority of councillors to hold the Council and its work to ransom.
"Order, respect for democratic processes, and the integrity of Council proceedings will be upheld without exception," she said.
ANC caucus Leader in the Western Cape, Ndithini Tyhido, said in response to the incident: 'The ANC caucus in the City of Cape Town strongly condemns the violent treatment of the EFF councillors by an identified group of armed men organised by the reckless speaker Felicity Purchase, the ANC recommits itself to the full application of council rules.' This pushes JMPD officers to aggressively pursue fines instead of focusing on their duties, such as bylaw enforcement, traffic management, and crime prevention.' He added that these concerning claims align with the growing trend of JMPD conducting excessive and random roadblocks at busy intersections, not for public safety, but to boost fine collection. 'Many of these operations are non-compliant with the National Road Traffic Act and SAPS Standing Orders. By reclassifying illegal roadblocks as 'roadside checks', JMPD evades crucial legal requirements, including proper authorisation by a senior officer, clear signage, adequate warning to motorists, among others,' Sun added. Responding to the allegations, JMPD spokesperson Xolani Fihla dismissed the DA's claims as false, stating: 'The JMPD would like to emphasise that our enforcement operations are conducted with the primary goal of maintaining safety and order on the city's roads.' He added that issuing citations is a normal part of an officer's duty when motorists violate traffic laws, describing it as a necessary step to curb lawlessness and encourage responsible driving. However, he firmly denied the existence of any quota system, stating: 'There is no quota that officers are expected to meet.' Fihla reiterated that the department's main priority is promoting compliance with traffic regulations to enhance road safety, not to meet any set number of fines. 'The performance of our officers is measured by their overall effectiveness in creating a safer environment for the community, and one of the ways is to issue citations, not by a predetermined target for fines. The integrity of our operations is paramount, and all actions are taken in strict accordance with the law,' he added. Political analyst Kenneth Mokgatlhe expressed concern over the alleged political interference, saying if the claims are accurate, it represents 'political interference of the highest degree.' He added, 'Corrupt politicians who have looted public funds are now trying to fix their financial mess by targeting poor motorists. The City of Johannesburg (CoJ) financial crisis is well-documented, and they are definitely looking for a shortcut to solve their financial conundrum. Remember that the treasury is on their case regarding their wasteful expenditure.' Mokgatlhe criticised Gauteng Premier Panyaza Lesufi, saying he often creates the illusion of action through noise and public spectacle rather than genuinely addressing pressing issues. In 2012, he was expelled from the African National Congress (ANC) for calling then-president Jacob Zuma a dictator. Malema had earlier been suspended after being found guilty on three charges, including bringing the ANC into disrepute for advocating regime change in Botswana. The committee is set to commence its work on Tuesday. In a statement issued on Monday by EFF spokesperson Sinawo Thambo, the party lauded the move as a critical step toward addressing the deep-rooted issues plaguing South Africa's justice system. The party warned that the committee's formation aligns with the EFF's longstanding call for a transparent and urgent parliamentary investigation into explosive revelations made by KwaZulu-Natal Police Commissioner Lieutenant-General Nhlanhla Mkhwanazi. "We welcome the National Assembly's unanimous resolution to establish this committee, as a necessary first step in unearthing the rot that has destroyed the very foundations of justice and accountability in this country," Thambo stated. He underscored that the investigation will focus on the disbandment of the Political Killings Task Team and other critical issues raised by Mkhwanazi, highlighting concerns over relationships between senior police leadership and certain members of the public, as well as infiltration into the judiciary. Thambo warned that the revelations threaten to erode public trust in South Africa's criminal justice system. "This is about whether South Africans can believe that the institutions charged with protecting them are not themselves captured by criminal interests," he said.
