Delhi high court dismisses Lalu Yadav's plea seeking stay in land-for-jobs scam case

Delhi high court
on Saturday dismissed the plea filed by Rashtriya Janata Dal (RJD) chief and former railway minister Lalu Prasad Yadav seeking to stay trial court proceedings in the alleged 'land-for-jobs' corruption case.
The case, investigated by the Central Bureau of Investigation (CBI), centres on accusations that Yadav granted railway jobs in exchange for land parcels, which were transferred to his family or associates during his tenure from 2004 to 2009.
Yadav had approached the high court through senior advocate Kapil Sibal, arguing that the CBI's investigation and subsequent charges were invalid due to the absence of mandatory prior sanction under Section 17A of the Prevention of Corruption Act.
He claimed this sanction was required before any inquiry or investigation could legally proceed against a public servant and noted that while sanction was obtained for others involved, it was not granted in his case. The plea sought to quash the FIR and postpone charge framing, which was scheduled to begin on 2 June.
The CBI opposed the petition, maintaining that sanction under Section 19 had been duly secured and that Section 17A was not applicable. It also said that the issue of mandatory sanction is currently pending before a larger bench of the Supreme Court.
The allegations remain centred on the manipulation of railway Group-D appointments in exchange for land, with multiple chargesheets filed since 2022.

Indore (Madhya Pradesh): Nandini Chiplunkar, has been duped of Rs 1.02 crores through a digital arrest scam. The scam involved fraudsters claiming to be from Mumbai's Colaba Police and CBI, alleging that Ms Chiplunkar was involved in financial dealings with Naresh Goyal of Jet Airways and money laundering. According to Additional DCP of Crime Branch, Rajesh Dandotiya, on April 27, Ms Chiplunkar received a call stating that her SIM would be deactivated. The fraudsters claimed that there were 267 FIRs against her and kept her under digital arrest for two days. They convinced her to deposit Rs 1 crore in a fake account in exchange for closing the case. While speaking to ANI on Monday, DCP Dandotiya said, "On April 27th, Nandini, who retired as principal of Central School, received a call saying that her SIM was going to get said there was legal action being taken against her and there are 267 an FIRs against the night she was kept on digital arrest..." However, when Ms Chiplunkar went to the bank to break her fixed deposit of Rs 50 lakhs, the bank manager suspected something was amiss and informed the Crime Branch. The officials intervened, and Ms Chiplunkar was able to save her fixed deposit money. "Next day they managed to convince her and she went to break her fixed deposit of Rs 50 lakhs... The bank manager realised that there is some trouble by looking at her face, he said that the server is down and asked her to come back next day and then the Bank Manager immediately informed I spoke to her and convinced that it was a fake call, and she was switched off her phone. But, after two days, she started receiving calls again. We met her and explained to her that such digital arrest calls are lost Rs 1.02 crores, but because the bank was alert, she didn't lose her fixed deposit money...", DCP Dandotiya added. The Crime Branch has taken Ms Chiplunkar's complaint and is investigating the matter. No case has been filed yet, and the authorities are working to identify the accused.

Patna: A nine-year-old Dalit girl in Bihar's Muzaffarpur was raped and the attacker slit her throat and fled. The minor was later found, bloodied and semi-naked, by her mother. She was rushed to the nearest hospital and then referred to Patna. Outside the Patna Medical College and Hospital, the nine-year-old had to wait for six hours before she was attended to, her family has alleged. The girl died the next day. The shocking incident has raised serious questions regarding the state's law and order situation and health infrastructure as the Nitish Kumar government preps for the Assembly election later this year. The opposition parties Rashtriya Janata Dal (RJD) and the Congress have targeted the BJP-JDU government and stressed that she could have been saved if she had been treated on time. According to police, the accused, Rohit Sahni, lured the nine-year-old with snacks. Sahni sells fish in the neighbourhood and the girl joined him. The accused then took her to a deserted area and raped her. He then slit her throat and fled the spot. The girl's mother was sleeping at the time. On waking up, she started looking for her. Neighbours told her that she was seen with Sahni on his bicycle. When Sahni was caught and questioned, he revealed where the girl was. The nine-year-old was found in a semi-naked state with severe injuries. She was rushed to Sri Krishna Medical College and Hospital in Muzaffarpur and referred to PMCH in the state capital for better treatment. At PMCH, the girl's family has alleged, she had to wait for six hours because a bed was not available. She died yesterday. Her family has said the delay in treatment led to her death. Hospital authorities, however, have trashed this claim. PMCH Incharge Superintendent Abhijit Singh said the girl was given proper medical care. "When she was admitted here, we provided complete medical care from our side. The family's claims that there was a delay in treatment are baseless. We did everything we could. We consulted all the departments that needed to be involved and ensured she received treatment in the ICU as well." Main opposition RJD has hit out at the Nitish Kumar government over the tragedy. "Muzaffarpur's rape survivor daughter has lost. 'Chair' Kumar's cruel and indifferent system has won. The system that differentiates between rich and poor has won, and humanity has lost," RJD said in a post on X, targeting Chief Minister Kumar. Congress leader Rahul Gandhi said the brutality suffered by the victim and the negligence in her treatment were "extremely shameful". "If she was treated on time, she could have been saved. But the double engine government was negligent in saving her life, let alone ensuring her safety," Mr Gandhi said, demanding tough action in the matter.

CI, Head Constable in ACB net
Kurnool: In a major crackdown against corruption in the police department, officials of the Anti-Corruption Bureau (ACB) arrested Circle Inspector (CI) Madhu Sudhan Goud and Head Constable G Ravi Kumar of Kurnool IV Town Police Station while accepting a bribe of Rs 80,000 on Sunday. According to ACB DSP Somanna, the accused officers were caught red-handed while accepting the bribe from two complainant, identified as Besta Ravi and Besta Ragha. The duo had approached the police station in connection with a case, during which the CI and Head Constable allegedly demanded money to settle or influence the proceedings. ACB sleuths laid a trap and apprehended Head Constable G Ravi Kumar while he was accepting the bribe. During interrogation, Ravi confessed that he was collecting the amount under the instructions of CI Madhu Sudhan Goud. Acting swiftly on this information, ACB officials arrested both the Head Constable and the CI. ACB DSP Somanna confirmed that a case has been registered against both officials under relevant sections of the Prevention of Corruption Act, and they have been taken into custody. Further investigation is underway.
