S. Korea, US, Japan reaffirm 'strong' NK deterrence in high-level diplomatic talks

Senior diplomats of South Korea, the United States and Japan reaffirmed Friday the need to maintain "strong" deterrence against North Korea's nuclear threats and agreed to continue efforts to advance their trilateral cooperation, Seoul officials said.
They shared the view during the three-way dialogue in Tokyo, where First Vice Foreign Minister Park Yoon-joo was joined by US Deputy Secretary of State Christopher Landau and their Japanese counterpart, Takehiro Funakoshi.
It marked the first vice foreign ministerial talks since the launch of the Lee Jae Myung government and the second Donald Trump administration.
"The vice foreign ministers reaffirmed the importance of maintaining strong deterrence against North Korea's nuclear threats through trilateral cooperation amid the evolving security environment," South Korea's foreign ministry said in a release.
"They agreed to continue enhancing trilateral security cooperation based on the solid bilateral alliances ... and to work closely together to make progress on North Korea-related issues," it said.
Park used the talks to explain Seoul's efforts to ease tensions on the Korean Peninsula and resume dialogue under the Lee government, the ministry said.
Friday's meeting followed the three-way dialogue that took place among Park, U.S. Secretary of State Marco Rubio and Japanese Foreign Minister Takeshi Iwaya on the sidelines of ASEAN-related foreign ministers meetings in Malaysia last week.
Recalling the meeting in Kuala Lumpur, Park stressed that trilateral cooperation among the three nations is expanding beyond a single field to encompass security, the economy and technology.
Park noted that the three countries have much to achieve together in the years ahead, adding that they share the responsibility to turn the potential of their cooperation into tangible outcomes.
The three countries exchanged views on regional developments and agreed to continue efforts to maintain peace and stability in the Indo-Pacific.
Recognizing economic security as an area where the people of the three countries can directly feel the benefits, they agreed to further enhance practical cooperation in key and emerging technologies, especially in critical minerals, supply chains and artificial intelligence.
They also noted the developments in their trilateral partnership framework, such as the launch of the trilateral secretariat, and agreed to sustain momentum in the partnership through regular dialogue.
The last vice foreign ministers' meeting among the three countries took place in Seoul in October last year.
On the margins of the trilateral talks, Park separately met with Landau and discussed bilateral relations and ongoing tariff negotiations, the ministry said.
They committed to "making diplomatic efforts and providing support to achieve mutually beneficial and win-win outcomes in the ongoing tariff negotiations," the ministry said.
During the talks, Park expressed hope that the allies would work together to further deepen and develop the alliance across a wide range of areas, including diplomacy, security, the economy and trade, as well as advanced technologies.
Landau, in turn, reaffirmed the US' ironclad commitment to the alliance and to the Indo-Pacific region, expressing his desire to continue working closely with Park going forward.
They also reaffirmed their shared goal of the complete denuclearization of North Korea and agreed to maintain close communication and cooperation to make progress on North Korea-related issues.
Park went on to stress the importance of continued consultations at all levels, including at the leaders' level, to address bilateral issues. Agreeing to Park's point, Landau said he will make every effort in that regard.
Ahead of his talks with his US counterpart, Park met one-on-one with Funakoshi to discuss bilateral relations and other related issues, including North Korea.
Park told Funakoshi that South Korea will continue to build a "firm and mature relationship with Japan based on mutual respect and trust," the ministry said.
They agreed on the need for closer coordination in addressing various common issues amid the complex international landscape, and to explore ways to produce tangible outcomes in their cooperation as they continue the positive momentum in bilateral ties.

Cho draws line on speculations of in-depth discussion on US-Japan trade deal with Iwaya Foreign Minister Cho Hyun headed to Tokyo on Tuesday to advance trilateral cooperation with the US and Japan, amid mounting pressure faced by Seoul as the deadline for tariff negotiations with the Donald Trump administration fast approaches. 'By visiting Japan first (ahead of the US), we plan to go beyond improving South Korea-Japan bilateral relations and improve trilateral cooperation among South Korea, US and Japan, while upgrading our overall foreign policy to align with the Lee Jae Myung administration's pragmatic foreign policy stance,' Cho told reporters at Gimpo International Airport. Cho's remarks came before departing for a two-day trip to Tokyo for a one-on-one meeting with Japanese Foreign Minister Takeshi Iwaya. He will then fly to Washington on Wednesday for talks with US Secretary of State Marco Rubio scheduled for Friday. Cho's visits to Tokyo and Washington come as South Korean officials ramp up efforts to seal a deal with the Trump administration, and reduce 25 percent 'reciprocal' tariffs before their planned implementation on Friday. The South Korean official drew the line, however, on speculations that he will hold an in-depth talk on the trade deal reached between US and Japan with Iwaya. Last week, Tokyo managed to strike a deal, reducing the initial US tariff of 25 percent on key export items to 15 percent. The trade deal reached between Washington and Tokyo involves Japan's $550 billion investment in core American industries. 'I could hear an explanation about the tariff negotiations between the US and Japan, but I believe we do not necessarily need to (go into detail) because the direction of (the negotiations) is different from ours,' Cho explained to reporters. South Korea's industry minister recently pitched to his US counterpart to make capital investments in the US' shipbuilding industry, coupled with other investments from state-run banks here. On the possibility of Japanese Prime Minister Shigeru Ishiba visiting Seoul, Cho indirectly pointed to uncertainties stemming from the heavy loss of his ruling Liberal Democratic Party in the July upper house election in Japan. 'We cannot be certain as the Japanese government has yet to be stabilized … But such a message (conveying our hopes for his visit to Seoul) will be delivered to Japan,' Cho said. According to Seoul's Foreign Ministry, the talks with Iwaya will be followed by a working dinner. The latest trip is set to mark Cho's first bilateral talks with his respective Japanese and US counterparts since taking office early last week.

On July 26, the opening ceremony of the 2025 China-ASEAN Education Cooperation Week (CAECW) was held at the permanent venue of the China-ASEAN Education Cooperation Week in Gui'an New Area, Guiyang, Guizhou. The event was co-hosted by the Ministry of Foreign Affairs, the Ministry of Education, and the People's Government of Guizhou Province. The 2025 CAECW took place from July 24 to 27, under the theme "Smart Education Empowering People-to-People Exchanges, Educational Cooperation Enhancing Common Development." This year's edition focused on showcasing the achievements of China-ASEAN cultural and people-to-people exchanges, enhancing the platform functions of CAECW, and deepening innovative models of "Education+" projects. The event aimed to attract broader participation from ASEAN countries and Belt and Road partners, and was expected to establish a brand for large-scale, impactful China-ASEAN educational and cultural exchange programs, which would contribute to building a closer China-ASEAN community with a shared future. A total of 116 activities were held during the 2025 CAECW. Of these, 19 events were staged during the opening period, while 97 activities will take place throughout the remainder of the year. It was expected that over 60 agreements or memorandums would be signed, 8 joint overseas (industry) colleges or research institutes would be established, and 6 internship and training bases would be built. Additionally, 3 high-level vocational education communities or industry-education alliances would be formed, and it was expected that 1,100 international youth would come to Guizhou for study tours and exchange visits. As the only intergovernmental exchange and cooperation platform between China and ASEAN dedicated to education, the CAECW has been successfully held 18 times. Through faculty and student exchanges, youth dialogues, and cultural immersion programs, CAECW has increasingly become an important international platform for strengthening people-to-people ties between China and ASEAN. It has also served as a vital bridge for fostering mutual understanding and friendship among the younger generation and deepening mutual trust at the grassroots level. With a focus on integrating education with culture, tourism, sports, scientific innovation, industry, business, and trade, CAECW has grown from an initial platform for exchanging educational ideas into a comprehensive platform for multi-level and wide-ranging cooperation in both cultural and economic fields. It has created a series of influential branded initiatives, made significant contributions to bilateral relations, and played a positive role in building a closer China-ASEAN community with a shared future. Looking ahead, CAECW will further deepen the principles of openness, inclusiveness, and win-win cooperation. It will align closely with regional development trends and the educational needs of young talent, continuously expand areas of cooperation, and explore innovative "Education+" cooperation models. Building on the valuable experience of the past 18 editions, CAECW will move forward with greater vision, further enhancing its influence and injecting sustained vitality into the creation of a more resilient China-ASEAN community with a shared future.
