Three-tier mechanism for implementing floating solar projects in Kerala
Responsibilities such as identification of potential sites, creation of 'land banks,' providing clearances and approvals and monitoring the progress of projects will be shared among a high-level committee, an empowered committee and district-level committees, a Power department order said in an August 1 order.
The panels, meant to ensure 'effective implementation,' have been constituted in line with the 'Guidelines for the Installation of Floating Solar Plants' approved earlier this year, the Power department said.
The high-level committee is headed by the Chief Secretary. Its responsibilities include fixing the lease rents, land allocation, clearances and approvals and measures to attract developers. The Additional Chief Secretaries for Power, Finance, Water Resources and Forest; Secretaries for Environment, Agriculture, Fisheries, Local Self-Government and Revenue; and the Chief Executive Officer of the Agency for New and Renewable Energy Research and Technology (Anert) are the members of this committee.
District-level committees will create land banks of potential sites for development. These committees, headed by District Collectors, can also propose suitable sites owned by government agencies or private lands for developing floating solar projects.
The empowered committee, which is chaired by the Additional Chief Secretary (Power), is tasked with reviewing the technical aspects of each project, including the suitability of the technology to a given region. It will also identify potential sites and monitor the progress of the projects.
The State Cabinet had cleared the 'Guidelines on Development of Floating Solar Power Plants' in February this year. Among other things, they envision the creation of district-level 'banks' of potential sites and a single-window system for speedy implementation. The guidelines, which complement the Solar Energy Policy of the State, are designed to help Kerala fully tap the potential of reservoirs, backwaters and even water-filled quarries in 'hosting' floating solar projects.

Punjab's ‘Bill Liao Inam Pao' scheme awards over Rs 3.3 cr in prize, boosts tax compliance: Cheema
Announcing 'strong performance' of Punjab's 'Bill Liao Inam Pao' scheme, Finance, Planning, Excise and Taxation Minister Harpal Singh Cheema on Sunday said since its inception, 1,76,832 bills were uploaded on 'Mera Bill' app and 5,644 winners received a total of Rs 3,35,80,215 in prize. Penalties worth Rs 9,07,06,102 were imposed on entities found guilty of irregularities in issuing bills to consumers, the minister said, adding, ' Of which Rs 7,30,92,230 has already been recovered.' In the July draw, 257 winners shared Rs 15,30,015 in prize money, he said, adding the drive also facilitated 135 new tax registrations. Launched in September 2023, the 'Bill Liao Inam Pao' (Bring Bills, Get Rewards) scheme encourages citizens to demand purchase bills and strengthen tax compliance. The minister urged residents to keep uploading bills, noting that every entry supports the state's anti-tax-evasion efforts and offers citizens a chance to win. 'Bills for petroleum products, liquor, out-of-state purchases and B2B transactions are ineligible, and only bills from the preceding month qualify for the draw,' he clarified. Under this scheme, consumers are encouraged to upload bills of their purchases on the 'mera bill app', after which they will automatically become eligible to participate in a lucky draw, which is held on the seventh of each month. The reward will be equivalent to five times the taxable value of goods or services declared in the bill, with a maximum cap of Rs 10,000 for each reward. Cheema said the department promptly transfers the prize amount to winners' bank accounts upon receipt of the necessary details, including account numbers. 'The success of this initiative stands as a testament to the power of citizen-driven governance and reflects the AAP government's resolve to build a more accountable and participatory fiscal ecosystem,' he said. 'The scheme's dual impact is not only rewarding vigilant consumers but also tightening the state's tax enforcement mechanisms,' the minister added.

Why Donald Trump Deserves The Bharat Ratna
Last Updated: We must thank Trump. For the final push that makes us fall over the cliff—when we have only two choices: either fall into the deadly ravines as a rock or spread our wings and fly It is my fervent belief, even if most might find it counterintuitive (or worse), that we must honour President Trump with the Bharat Ratna. This would be for his stellar service to the future of India and the strongest impetus he has given towards making her a great nation. For those who think I am being facetious or cynical, I assure you that I am not at all. I think the Donald has the best interest of India at heart. As a true statesman, he has helped India and her leaders overcome the last barrier towards greatness—and that is realising that to be truly great, one must stand alone, think for oneself, and act for oneself alone. To be aatmanirbhara not just in procuring or selling goods, but also in envisioning oneself in the future as the future. India, to be a great nation, needed to recover her spirit. Yes, she has come a long way. But the illusion of trying to work with others, to make friends and believe in them, was still hanging over her as a colonial hangover. Donald Trump, like a great spiritual guru, has rid her of this maya of trying to bring others along. No more illusions, he says, and like a hyper-yogi, the Ishvara of the residual hyperpower, he has stripped the façade of falsehood and pretences. 'India," he says, 'you say you are a great nation, a Vishwa-Guru. Now, prove it! Your Gross Domestic Product (GDP) by Purchasing Power Parity (PPP) is nearly $17 trillion. You are the number three nation by this parameter and an economic power that is growing at a fast clip—more than half the size of the US. Yet, you barely punch at your weight. So, here is the deal of the century from The Art of the Deal. You wish to compete with the best, do you? Then start behaving like one!" 'Is your spine going to be made of Dabur toothpaste or made up of the titanium that your greats, Shivaji or Rana Pratap, had? Are you going to have the test…s of tungsten and ovaries of steel (manufactured in your factories, that is, and not dumped from the C-nation)? In short, are you going to be a wimp or are you going to be innovative, strong, diligent, fearless, full of self-honour, and aatma-sammana?" This is the question of the age, thrown at the most opportune time to the nation, stirring it into the power of satva and rajas after centuries of tamas, the dark inertia that was the cause of its fall. We must thank him profusely. We must show him our gratitude for being a true friend. Any lesser leader might have compromised and given in for narrow and short-term strategic interests, for the sake of friendship. But not the Statesman and Visionary of the Century! He has performed an incalculable service for us. We must not forget, and we must learn rapidly. And steel ourselves and see even larger and higher possibilities for ourselves. To become the nation of Sri Aurobindo (whose birthday falls on August 15, by the way). To become the civilisation-state that gazes at the stars again and sees itself as the maker of the world and its future, to be the true child of Swami Vivekananda and Sri Ramakrishna, we need to spine up. It does not matter that there may be an immediate loss of 0.5 per cent to the GDP. The gains made by the right strategic choice will outlast any short-term losses. India needs to go on a mission mode. I say intravenous steroids. Prime Minister Narendra Modi says he has not taken a vacation for the last eleven years. We pray that he or any leader who claims to lead India understands that there is no such thing for those who truly love India. We have only four or five years to tee it up, as they might say in Mar-a-Lago. Whether it is our own education, our own systems of health, our security and diplomacy, our economics and alignments—all must be aligned to the ascendancy of Bharat. And that has to happen now. For a few years I had doubted whether India could truly regain her status as the Nation of Light (which is what the word Bharat means, by the way). Now, even that doubt has been dispelled by the zen master. We must thank him. And honour him. For the kick in the pants. For the final push that makes us fall over the cliff—when we have only two choices: either fall into the deadly ravines as a rock, resigned to our fate, or spread our wings and fly. You know what I will be rooting for. And I have only one person to thank for it—the one who has moved from MAGA to MIGA, without perhaps even realising it himself. That is why I nominate President Trump for the Bharat Ratna. But why should I hold myself back at this time of limitless envisioning? I have changed my mind just now, in the manner of the man I greatly admire and thank. top videos View all I hereby nominate Donald Trump for the Nobel. And I hope you will all agree.
