US Justice Dept takes next steps to merge ATF and DEA, sources say

WASHINGTON (Reuters) - The U.S. Justice Department plans to press ahead with a merger of its two agencies that investigate drug and firearms offenses, though the effort would still need approval from Congress, four sources familiar with the matter told Reuters.
In a meeting on Thursday, officials from the Drug Enforcement Administration and the Bureau of Alcohol, Tobacco, Firearms and Explosives were informed that the merger could be executed as soon as October, one of the sources said, speaking anonymously because the discussions are not public.
As part of that plan, the White House is expected to propose consolidating the budgets for both agencies when it releases its full fiscal year 2026 spending proposal, the four sources told Reuters.
Such a move would require congressional approval. Currently, the federal spending law in place explicitly states that no funds appropriated for the ATF can be transferred to other agencies or departments.
A spokesman for the Justice Department referred questions to the White House Office of Management and Budget. A spokesperson for OMB could not be immediately reached.
The proposal to merge the ATF and DEA first surfaced in March, when Deputy Attorney General Todd Blanche floated the idea in a memo that proposed a broader series of major structural changes at the Justice Department.
The proposal at the time caught officials in both law enforcement agencies by surprise.
Many aspects of the other re-organization proposals in Blanche's memo, such as breaking up the department's Tax Division and Consumer Protection Branch, have already received a green light and are proceeding, according to an internal email reviewed by Reuters that was sent out earlier this month to employees in the Criminal Division.
A merger of the ATF and DEA would represent one of the biggest shakeups of the Justice Department since the September 11, 2001 terrorist attacks.
It would also pose a challenging task for the Justice Department to seamlessly try to combine the DEA's complex role of regulating pharmacies, doctors and drug manufactures, and the ATF's responsibility for regulating the firearms industry.
Earlier this month, the White House released a scaled-back "skinny" version of its fiscal 2026 budget which proposed drastic spending cuts for the FBI, the DEA and the ATF.
Officials in the ATF and DEA have raised concerns that merging the budgets of the two agencies would still not cover the cost of their operating expenses, one of the sources said.

By Siddhi Nayak and Swati Bhat MUMBAI (Reuters) -India's central bank plans to use the cash reserve ratio more frequently to manage liquidity and aid policy transmission, rather than deploying it only during extreme cash swings, a source told Reuters on Wednesday. The person aware of the Reserve Bank of India's thinking declined to be identified because they are not authorised to speak to the media. The RBI did not reply to an email seeking comment. The central bank last week announced a surprise 100-basis-points reduction in CRR, the portion of deposits banks must park with the RBI, in four equal tranches, taking take it down to 3%. The move will release 2.5 trillion rupees ($29.25 billion) into the banking system. RBI governor Sanjay Malhotra had then said that the regulator was "comfortable" with a 3% CRR, but did not give other details. With banks' total deposit base having grown in recent years, the need to maintain the CRR at a minimum of 4% to manage crisis situations is no longer seen as necessary, the source said. "CRR is a good tool to have from a liquidity management perspective and the scope goes beyond just an emergency tool, it will be used more often from now," the person said, adding that the ratio could also be raised to absorb a large liquidity influx caused by sustained foreign inflows and is more efficient than conducting multiple open market operations. Between December and May, the RBI injected nearly $100 billion into the banking system via OMOs and FX swaps, its largest such infusion over a similar period. A shift toward managing liquidity via CRR, previously unreported, could reduce the need for bond buys that often distort market yields. ANCHORING RATES A large cash surplus in the banking system had also pushed the weighted average overnight call rate — the operative policy rate — well below the RBI's key repo rate, currently at 5.5%. "The RBI wants the overnight call rate to be around the repo rate, steps will be taken to ensure that happens," the source said, adding that the RBI could start conducting variable rate reverse repo auctions to suck out surplus liquidity as and when required. The source also said the central bank was uncomfortable with the 10-year benchmark yield falling significantly below existing levels. The RBI is currently in the process of drafting a revised liquidity management framework, and existing operations will continue until the new framework is finalised, the source said. US House speaker Johnson will travel to Israel June 22
(Reuters) -U.S. House Speaker Mike Johnson will travel to Israel to address the parliament on June 22, he said on Wednesday. "Our ties run deeper than military partnerships and trade agreements," Johnson said in an emailed statement. Punchbowl News, which first reported Johnson's plan, said the House Speaker was expected to meet Israeli Prime Minister Benjamin Netanyahu in Jerusalem during the trip. Johnson did not provide further details on the planned trip. Johnson announced the visit as Israel presses on with its military campaign in the Gaza Strip, more than 20 months after it launched its offensive there in response to a deadly incursion into Israel led by Palestinian militant group Hamas. On Tuesday, Australia, Britain, Canada, New Zealand and Norway imposed sanctions on far-right Israeli cabinet ministers Itamar Ben-Gvir and Bezalel Smotrich, accusing them of repeatedly inciting violence against Palestinians in the West Bank. Nvidia, Perplexity partner with European firms to boost local AI models
By Stephen Nellis SAN FRANCISCO (Reuters) -Nvidia and artificial intelligence search firm Perplexity on Wednesday said they are partnering with more than a dozen AI firms in Europe and the Middle East to refine those firms' AI technologies and distribute them to local businesses. Nvidia said it will work with model makers in France, Germany, Italy, Poland, Spain and Sweden to help make AI models in local languages become what are called reasoning models, which are capable of carrying out more complicated tasks. AI technologies built in English and Chinese have started to shift to that technology, but that transition is more difficult in languages where less training data is available. Kari Briski, vice president of generative AI software for enterprise at Nvidia, said the company will help model makers generate new data - known as synthetic data - in local languages to help improve them. "We're doing a lot of synthetic data generation to bring to these low-resource languages and translating our reasoning data so that they can train on it," Briski said in an interview Tuesday. "Europe needs strong models that reflect each nation's unique language and culture." Once those local models are trained, Perplexity will help distribute them in Europe, where businesses can run them in local data centers and use them to carry out business tasks such as researching a new topic. Perplexity CEO Aravind Srinivas said Germany is already Perplexity's second largest market by revenue. "That's the kind of system we are heading to in the future, where models are basically doing a few hours' worth of work in one single prompt," Srinivas said. The deal was part of a number of announcements Nvidia made at an AI conference in Paris on Wednesday. Nvidia and Perplexity did not disclose any financial terms of the deal.
