Sukanta Majumdar welcomes decision to issue gazette notification for Census with caste enumeration
Kolkata (West Bengal) [India], June 16 (ANI): Union Minister Sukanta Majumdar welcomed the decision to issue a gazette notification for the 16th Census with caste enumeration, and said that it will help the government in planning for the future.
Sukanta Majumdar said, 'We welcome this decision. It was pending since long time. Census will start from March 1, 2027. It will help the government in planning for the future after getting the data of the census.'
He alleged that CM Mamata Banerjee created an OBC-A category and gave reservation to Muslims.
'It is not a reservation on the basis of caste. It is a reservation based on religion. You cannot give a reservation on the basis of being Muslim because it is anti-Constitutional. So from back door Muslim reservation is being given. Karnataka tried to do it, which is anti-Constitutional. Mamata Banerjee had to give reservation to Muslims for vote bank so she is doing it from backdoor. In Bengal, there is 17 per cent reservation for OBC. Why is it not being increased when it is 27 per cent in the country? She is depriving the OBC and giving it to Muslims,' he added.
The Central government on Monday notified the population census, the process of which will begin in March 2027.
As per a gazette notification released by the Ministry of Home Affairs, 'In exercise of the powers conferred by Section three of the Census Act 1948 and in suppression of the notification of the Government of India in the Ministry of Home Affairs dated March 26, 2018, the Central Government declared that a census of the population of India shall be taken during the year 2027, as per a circular released by the Ministry of Home Affairs.'
The reference date for the census shall be March 1, 2027, except for the Union territory of Ladakh and the snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the states of Himachal Pradesh and Uttarakhand.

On June 15, Union Home Minister Amit Shah reviewed the preparations for the upcoming Census during a meeting in New Delhi along with Union Home Secretary, Registrar General and Census Commissioner of India (RG& CCI) and other senior officials.
Sharing the details in a post on X, Amit Shah said, 'Reviewed the preparations for the 16th Census with senior officials. Tomorrow, the gazette notification of the census will be issued. The census will include caste enumeration for the first time. As many as 34 lakh enumerators and supervisors and around 1.3 lakh census functionaries will conduct the operation with cutting-edge mobile digital gadgets.'
'The Census will be conducted in two phases. In phase 1, House Listing Operation (HLO), the housing conditions, assets and amenities of each household will be collected,' he added.
Subsequently, in the second phase, Population Enumeration (PE), the demographic, socio-economic, cultural and other details of every person in each household will be collected. In the Census, Caste enumeration will also be done.
For Census activities, about 34 lakh enumerators and supervisors and around 1.3 lakh Census functionaries would be deployed. This is the 16th Census since its beginning and the 8ht since Independence. (ANI)

State's social survey is distinct from Centre's caste census: CM
Chief minister Siddaramaiah on Monday criticised the Union government for not conducting a detailed social, economic and educational survey and emphasised that such an exercise is vital for achieving social justice. 'Social justice cannot be achieved without understanding the socio-economic conditions of the people. That is why a fresh survey is necessary,' Siddaramaiah told reporters in Davanagere. Questioning the scope of the Centre's approach to the decennial Census, he said that it lacks the depth needed to understand caste-based inequalities. 'The Centre is only talking about conducting the Census under the 27th series. Nowhere has it said that it will include a social, educational or economic survey,' he said. Asserting that Karnataka's initiative was broader in scope, he said: 'What we are doing is a social, educational, and economic survey. It also includes caste enumeration.' He further said: 'We have no quarrel with the Centre's Census. But there is a difference between what they are doing and what we are doing. Ours is a social, economic, and educational survey.' Siddaramaiah also invoked a legal basis for the exercise, referring to a provision under the caste-based reservation law that mandates a fresh survey once every ten years. 'There have been objections and criticisms from both privileged and disadvantaged groups regarding the report. But more importantly, Section 11(1) of the caste-based reservation law states that a fresh survey should be carried out after ten years. That's why we are conducting it now,' he said. The remarks came days after the Karnataka cabinet approved a proposal to scrap the earlier 2015 caste-based socio-educational survey and replace it with a new survey, to be completed within 90 days. The decision was taken unanimously on June 12. Defending the move, social welfare minister HC Mahadevappa said in Bengaluru that a caste census is essential for effective administration and criticised the BJP for never having conducted such an exercise. 'The BJP, which has been ruling at the Centre for the last two terms, has not bothered to conduct a caste census,' he said. Mahadevappa also raised concerns about using population growth as a basis for increasing constituencies, warning, 'The number of constituencies should not be increased on the basis of population.' The BJP, however, pushed back against the state government's decision. Former minister and BJP MLA Sunil Kumar accused the Congress government of misleading the public. 'The Central caste census contains 36 questions, not limited to caste but also covering education and economic status,' he said. Kumar alleged that Siddaramaiah initially delayed the report due to internal party pressures. 'After being humiliated by the high command, Siddaramaiah extended the timeline for the caste census under Jayaprakash Hegde. Now, in an effort to save face, he is talking about a re-census,' he said. He also criticised the practicality of the fresh survey, pointing out its high cost and tight deadline. 'It took them three months to classify one crore people; how can they classify seven crore at the same time?' Kumar said. 'With no budget allocation and a scientifically impossible 90-day timeline, the process lacks feasibility.'

He urged the Union Minister to extend support for the development of the prestigious Young India Skill University, an ambitious initiative launched by the state to empower youth through industry-aligned skill education. 'Our youth are Telangana's greatest strength,' the Minister said. 'Yet, many still lack the industry-ready skills needed in today's evolving job market. Our government, under the leadership of Chief Minister Revanth Reddy, has identified the skill gap between academia and industry and is actively working to bridge it.' 'We believe in inclusive governance,' he added. 'We are designing curriculum in collaboration with industry leaders and domain experts. As a result, nearly 80% of students trained through our Skill University programs have already secured employment.' Encouraging the youth, he remarked: 'Each of you has immense potential. Evolve with the times, embrace new technologies, and stay resilient. Every setback is a step towards your goal.' The Minister extended a personal invitation to Jayant Chaudhary to visit the Young India Skill University and reiterated Telangana's willingness to work in close alignment with the Centre to enhance skill development across the nation.
