[UPDATED] Gig Workers Bill to be tabled during upcoming Dewan Rakyat sitting

KUALA LUMPUR: The Gig Workers Bill will be tabled during the upcoming Dewan Rakyat sitting, said Human Resources Minister Steven Sim.
In his keynote address at today's National Labour Day Celebration, Sim said that the government had completed the draft bill after conducting a study, consultation, and engagement sessions with 3,000 stakeholders.
"To gig workers, the government hears your concern. You have also been given empty promises for years.
"The government has also changed many times, yet the hopes of gig workers for proper labour protection have remained unfulfilled.
"However, under the leadership of PMX (Datuk Seri Anwar Ibrahim), the government has finally completed a historic draft of the bill," he said.
Present were Prime Minister Datuk Seri Anwar Ibrahim, both Deputy Prime Ministers Datuk Seri Dr Ahmad Zahid Hamidi and Datuk Seri Fadillah Yusof, Communications Minister Datuk Fahmi Fadzil and Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar.
Sim also urged all parties to not halt the bill enactment, to ensure the rights and welfare of gig workers are beingprotected.
"As such, I urge all parties not to stand in the way of the government's efforts to protect gig workers.
"Give your support to the government in tabling the bill in the upcoming Parliament session, for the sake of safeguarding the rights and welfare of our gig workers," he said.
In March, Sim said the bill, once given the Dewan Rakyat nod, would provide crucial social security protection for gig industry workers.
He also said the bill would allow gig workers to receive more comprehensive protection and enhance social protection coverage for gig workers.
Through the bill, contributions will be made mandatory for all gig workers and platform companies will have a greater responsibility in ensuring their welfare.
He also said the bill encompasses four elements, including an official definition of gig workers, who were not covered under existing labour laws.
The classification will enable them to receive protection similar to employees in other sectors.
Sim had said the bill will help gig workers address income-related issues such as unregulated pricing competition, provide a dispute resolution mechanism between gig workers and platform providers, and enhance occupational safety through mandatory Social Security Organisation (Perkeso) contributions.

PUTRAJAYA: Malaysia is moving forward with bold and comprehensive labour reforms as it aims to further empower workers, strengthen unions and ensure equitable rights across all regions and sectors, including the gig economy, says Human Resources Minister Steven Sim. He said Malaysia's commitment to labour rights was unwavering and continued to evolve in line with international standards and global solidarity. "When I came last year, I represented Malaysia to ratify the International Labour Organisation (ILO) Convention C155 on Occupational Safety and Health. "I am proud to say that today, Malaysia has implemented over 100 improvements to our national Occupational Safety and Health legislation in line with ILO C155," he said in his address at the 113th Session of the International Labour Conference (ILC) in Geneva, Switzerland. Sim said several key milestones Malaysia had achieved in the past year, including the removal of restrictive barriers to labour union formation, which is expected to double union membership nationwide. "Today, Malaysia has radically reduced previous government restrictions on setting up labour unions," he said. He also highlighted the harmonisation of labour standards across Peninsular Malaysia, Sabah and Sarawak for the first time in two decades. "Today, we have synchronised these three labour standards, thus giving equal rights and protections to every worker in Malaysia regardless of gender, race, religion and region after 20 years of disparity," Sim said. The minister said social security benefits had been increased by 20 per cent, with coverage expanded to migrant workers and round-the-clock protection beyond work-related accidents. "Statutory minimum wage has increased by 13 per cent this year, while median monthly wage has increased by 11 per cent compared to when I came to this conference a year ago," he said, adding that national unemployment was at a 10-year low. Sim also brought with him the final draft of Malaysia's Gig Workers Bill, which he plans to table in parliament soon. "I look forward to tabling this historic legislation in the coming Malaysian Parliament. "I am confident the conversations we have here will strengthen Malaysia's resolve to put our country among the handful of jurisdictions in the world to have laws protecting workers in the gig economy," he said. Although Malaysia was a small economy, the well-being of workers was non-negotiable to the country, he said. Sim urged global labour stakeholders not to fall into a transactional mindset or adopt a zero-sum approach to international cooperation. "To insist on building more bridges towards peaceful collaborations, this is the only way forward," he said, adding that Covid-19 had underscored the interdependence of nations. He said workers in smaller nations would be vulnerable if global trade punished the protection of workers' well-being. Meanwhile, Sim reaffirmed Asean's commitment to solidarity, citing the recent Kuala Lumpur Declaration, which outlined a 20-year roadmap for close cooperation among member states. "Multilateral platforms such as the ILO need to do more to foster such solidarity," he said, welcoming the ILO's partnership with Malaysia and Asean to launch the Asean Year of Skills 2025. This is the way forward — more conversations, more coalitions, more collaborations, and more concerted actions," he said. – Bernama

Govt committed to increase women-owned companies

KUALA LUMPUR: The percentage of women-owned companies in Malaysia are still low compared to other ASEAN countries, at about 20 per cent or 210,000 companies out of all enterprises in the country. Investment, Trade and Industry Minister Tengku Datuk Seri Zafrul Abdul Aziz said the government through the Malaysia External Trade Development Corporation (MATRADE) would strive to increase the percentage through various new programmes and policies. 'In helping women access overseas markets more effectively, the government is committed to providing trade facilities such as MADANI Digital Trade, Malaysia International Halal Showcase (MIHAS) and also trade missions to various countries,' he said during the opening ceremony of the Women in Export (WiEX) Forum 2025 today. Tengku Zafrul said the initiative implemented was open to women entrepreneurs who wanted to explore international markets, including emerging markets such as West Asia, Africa and Eastern Europe, which have high demand for Malaysian products. 'MATRADE also constantly monitors the participation of female entrepreneurs in international exhibitions and overseas trade missions so that women can become competitive exporters on the international stage,' he said. Meanwhile, MATRADE chairman Datuk Seri Reezal Merican Naina Merican said the participation of Asian women in the economy, comprising only 30 to 35 per cent, shows that there are still untapped economic opportunities. 'Therefore, to assist women-owned companies in the export market, MATRADE has allocated 40 per cent of the RM14.89 million in export grants to 6,711 women-owned companies,' he said at the event. Regarding the organisation of WiEX, he said the forum was important as a meeting place to empower women in the export ecosystem and, by 2026, the forum would be known as the Women International Exporters Expo. 'The WiEX Forum has become the perfect platform to celebrate and recognise women entrepreneurs who want to make a name for themselves in the international arena. All the knowledge, inspiration and strategies shared today are valuable gifts that can guide their respective journeys,' he said. Therefore, Reezal Merican said MATRADE has launched an e-directory that serves as a bridge connecting products and services provided by women-owned companies. 'This platform will showcase to the world the great products and services produced by Malaysian women. It will facilitate business collaboration, build international networks and, most importantly, provide direct access to global markets. 'This initiative is in line with the National Women's Policy 2025-2030 and sustainable development goals, demonstrating the government's unwavering commitment to empowering women in the trade sector,' he added.
