Shimla: Taking note of the moral and professional deterioration in the police force, besides the practical problems faced by cops in combating crime, the
Himachal Pradesh high court
has suggested certain
police reforms
to the state govt, including the urgent requirement of revising the sanctioned strength.
A division bench comprising Justice Tarlok Singh Chauhan and Justice Sushil Kukreja, during the resumed hearing of a case "Ravina vs State of HP" earlier this week, noticed that the sanctioned strength of Himachal police is 18,766, and there are 3,173 vacant posts. The court observed that the last revision of sanctioned police strength was conducted in 2006. Due to population growth, urbanisation, and evolving crime patterns such as cybercrime and organised crime, the current workforce is insufficient, it added.
The bench also mentioned that political interference in postings is a major issue faced by all field police functionaries. "In fact, because of frequent interference, the lower staff, viz., inspectors and below, are chosen and posted based on the whims and fancies of politicians, which not only include ministers or MLAs but also ex-MLAs, chairmen, local aspirational politicians," said the court.
The Himachal govt is also violating the Indian Police Service (IPS) cadre rules, noticed the bench, mentioning that presently, some Himachal Police Service (HPS) officers are posted on IPS cadre posts, most specifically Sirmaur SP and Baddi SP. The court also said that the existing Police Rules in the state are outdated and do not reflect the complexities of modern law enforcement and therefore require revision.
Pointing out the need for improvement in
forensic science laboratories
, the division bench observed, "It is unfortunate that most of our forensic laboratories lack basic infrastructure, including both man and machinery. Despite the extreme use of forensic science, the backlog resulting in delay in submitting the test report due to the lack of aforesaid infrastructure poses a significant challenge to the administration of justice."
Suggesting various other measures, the court said it should be ensured that no police official is ever posted in his sub-division except under exceptional circumstances, and that too for reasons to be recorded in the order. To ensure fairness, the court also suggested fixing the maximum tenure of posting of police personnel. "The state should ensure that no police official/officer is retained beyond three years at a particular place of posting, and those officials/officers posted in border areas should be transferred. The tenure of those officials/officers should be fixed as two years, and thereafter such officers/officials should not be posted in another border area," mentioned the court.
The bench also suggested the state govt consider the Uttarakhand high court directions in the "Arun Kumar Bhadoria vs State of Uttarakhand & Others" case decided on May 15, 2018, including ensuring that the police personnel do not work for more than eight hours at a stretch.

New Delhi: The Delhi High Court on Friday granted anticipatory bail to Anup Majee, accused of money laundering in a case linked to the West Bengal coal mining case . The counsel for the petitioner states that Anup Majee is a 47-year-old businessman from Purulia, West Bengal, with strong social roots. In this case, there are allegations of Money laundering of Rs. 2700 crore. Justice Tejas Karia granted anticipatory bail to Anup Majee, with the condition of furnishing a bail bond of Rs 10 lakh in the event of arrest. He is directed to surrender his passport. Senior advocate N Hariharan, alongwith advocates Siddharth S Yadav and Shadaman Ahmed Siddique appeared for Anup Majee. The trial court dismissed his plea on May 22, 2025. The court said that the grant of anticipatory bail at this stage would frustrate the investigation, hamper meaningful interrogation of the applicant, and cause hindrance in collecting useful information, including material that might have been concealed. Having regard to the material collected by DoE, at this stage of the investigation, no case is made out for granting the anticipatory bail, the trial court had said. On the basis of an FIR lodged by the CBI, the Enforcement Directorate (ED) had lodged a case in 2020 for the investigation of alleged money laundering. The proceeding(s) under the PMLA were initiated by the ED on 28.11.2020, over 53 months ago, and Prosecution complaint (charge sheet) has already been filed before the special CBI judge at Rouse Avenue on May 13, 2021. It is contended that the ED has embarked on a witch-hunt against the Majee that has spanned almost 4.5 years in an attempt to implicate him in the proceeding(s) emanating from the Subject ECIR solely as a mean(s) to settle political scores. It was also argued that there is no apprehension of the accused fleeing from justice. He satisfies triple test. The bail plea was opposed by the Enforcement Directorate (ED). It is alleged that Anup Majee alias Lala was running an organised syndicate involved in illegal mining and theft of coal from leasehold areas of Eastern Coalfield Limited (ECL). He is stated to be the ring leader of the syndicate which was carrying out the illegal mining with the help of public servants. On these allegations, the FIR of predicate offences was registered and investigation was taken up. It has been stated that evidence of extensive mining was found during investigation and several machines and vehicles involved in illegal excavation and transportation of the coal were seized. During departmental raids of ECL, a large quantity of stolen coal, including 9.050 MT of coal, was recovered from the railway siding of Pandeshwar Area as well as several other locations. Investigation revealed that the applicant had built an organised gang, which was carrying out illegal coal mining at a very large scale by deploying heavy mining machinery, earth movers, explosives, and this was being done under the protection & patronage of influential persons of the area. MADURAI: Four days after the Madurai Bench of the Madras High Court granted the police time till Thursday to decide on allowing the 'Muruga Bakthargalin Aanmeega Maanadu' scheduled for June 22, the Hindu Munnani, which is organising the event, informed the court that permission had been granted, albeit with 52 conditions. However, the outfit raised objections to six of the conditions — including a ban on processions, the requirement of vehicle passes to enter the venue, and the need for separate approvals from the Hindu Religious and Charitable Endowments (HR&CE) Department and the Madurai City Corporation. The organisation filed a separate petition seeking exemption from these six conditions. Justice B Pugalendhi, recording the submissions, said a detailed order would be issued soon. Additional Advocate General R Baskaran, representing the Madurai police, stated that the restrictions were imposed solely to prevent any untoward incidents during the spiritual event. He also asserted that the organisers must take full responsibility to ensure peace and order. Accepting the state's submission, the judge instructed the organisers not to allow any political activities during the conference.

CHENNAI: The Madras High Court has asked the Enforcement Directorate (ED) to explain the reasoning behind raiding and sealing properties of film producer Akash Bhaskaran and businessman Vikram Ravindran in the alleged Rs 1,000 crore Tasmac scam. The court made these observations while hearing the petitions filed by the duo which sought to challenge the central agency's probe against them. The pleas were heard by a division bench of Justice M S Ramesh and Justice V Lakshminarayanan. Both Bhaskaran and Ravindran submitted that they had no connection with the alleged scam; while the former's mobile phones and laptops had been seized, the latter's properties had been sealed, which they contended was unjustified. The bench recorded their submissions and questioned the ED's authority to seal the homes and office premises of the to this, the ED counsel told the court that the central agency took this action as the properties were locked during the searches. Notices had been pasted on the walls asking the individuals to appear before the agency and they had failed to do so even after a month, the counsel told the court. The court recorded the submission and adjourned the hearing to June 17 by which ED will file a response.
