Singaporean Delegation Explores Dubai Culture's Approach to Library Management

A delegation from Singapore's National Library Board (NLB) visited the Al Safa Art & Design Library, an asset of Dubai Culture and Arts Authority (Dubai Culture), to strengthen communication channels, share expertise, and explore best practices for managing public libraries. The visit supports Dubai Culture's ongoing efforts to establish leadership in the library sector and reinforce the emirate's position as a global centre for culture, an incubator for creativity, and a thriving hub for talent.The delegation included Valerie Cheng, Director of NLB; Yit Chin Chuan, Assistant Director of NLB; Indrashah Isa, Senior Manager at NLB; Joyce Lim, Senior Manager at NLB; Eudora Chee, Manager at NLB; Sheila Jang, Manager at NLB; Subhana Mohd Sharif, Manager at NLB; Nurulhuda Subahan, Manager at NLB; Azlinda Ahmad, Manager at NLB; Lee Shu Yu, Librarian at NLB; and Kevin Seet, Librarian at NLB.During their visit, the Singaporean representatives met with senior Dubai Culture officials to explore avenues for deeper collaboration and create dynamic knowledge-sharing platforms that expand opportunities for cultural outreach and community engagement. Discussions also highlighted the vital role of public libraries in fostering entrepreneurship and empowering talent. Dubai Culture showcased its initiatives to reimagine these spaces as creative incubators that inspire individuals to expand their skills, enhance expertise, and cultivate a culture of reading. Officials introduced forward-thinking solutions adopted by the Authority to elevate library operations, optimise management processes, and integrate the latest technologies to build an inclusive and future-ready learning ecosystem.The meeting also highlighted Dubai Culture's advancements in digital transformation and artificial intelligence, along with the integration of smart solutions to improve service efficiency, inventory management, and book acquisition processes. Additionally, the visiting party learned about the Authority's strategic collaborations with public and private sector partners to launch programmes that support the cultural and creative industries and enhance library services, broadening their reach and impact.
As part of the trip, the delegation toured the Al Safa Art & Design Library, exploring its unique features, services, and interactive spaces dedicated to hosting workshops, training sessions, and educational programmes, as well as the Ghaf Publishing corner. They also visited the Burj Rashid exhibition, organised by Dubai Culture and supported by the Sikka Platform to celebrate the 45th anniversary of Burj Rashid—an architectural, social, and economic landmark in the city's history. Running until May 2, the showcase marks the inaugural edition of the Dubai Series, an initiative that explores defining aspects of the emirate through creative storytelling.

The agreement establishes channels to share institutional expertise, best practices, and legal insights via specialised training workshops, seminars, conferences, and forums. It covers collaboration on annual programmes and events, exchange visits and co-authored publications, and reciprocal access to books, reports, and periodicals. Both parties will also work together on research outputs, enhancing their collections while engaging audiences more effectively. HE Hala Badri highlighted that Dubai has a unique creative environment and a flexible legislative ecosystem, which has contributed to attracting talent from around the world and making the emirate a true hub for creatives. She underlined the importance of the partnership in improving proficiency in legal matters across the community. This initiative will contribute to transforming Dubai into an open-air global art gallery accessible to all. Dubai Culture continues to drive innovation in archaeology by leveraging strategic partnerships across the public and private sectors through the Saruq Al Hadid archaeological site, discovered in 2002 by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, by successfully employing advanced resources and modern technologies to enrich archaeological studies, research and collaboration with Khalifa University of Science and Technology, Dubai Culture has employed a non-invasive, high-resolution ground-penetrating radar (GPR) technology, a magnetic survey, and high-precision topographic data to identify and analyze possible archaeological features at Saruq Al Hadid. This has led to the detection and localization of over 400 anomalies of potential archaeological value, which could include metallic or non-metallic objects. Additionally, the identification of what maybe five principal buried structures have been made. Furthermore, six potential archaeological areas have been identified within the main site of Saruq al-Hadid, each containing several significant structures and hundreds of potential archaeological artefacts. This has also resulted in a 30% reduction in excavation time and costs. These efforts reinforce the Authority's sustainability goals and commitment to environmental archaeological sites, overseen by Dubai Culture and Arts Authority (Dubai Culture), serve as invaluable sources of legacy, knowledge and scientific research. These efforts reflect the Authority's commitment to its cultural responsibilities, aimed at safeguarding both tangible and intangible heritage while supporting the 'Dubai Legacy' initiative. Additionally, these findings contribute to a deeper understanding of the economic activity and lifestyle of the region during The Bronze and Iron Ages."Studies confirm that Saruq Al Hadid was a major metallurgical centre during the Iron Age. Excavations at the site have yielded thousands of rare artefacts, including bronze, ceramic, and stone vessels; weaponry such as daggers, swords, axes, and iron and bronze arrowheads; and adornment crafted from decorated seashells and thousands of beads made from precious and semi-precious stones.
