Patna: CM
Nitish Kumar
chaired a high-level meeting on Wednesday to review relief and rescue operations in 10 flood-affected districts. He directed officials concerned to remain fully alert and make all necessary arrangements for the affected people.
At the review, conducted via videoconferencing at the Sankalp hall in CM residence, an official informed the CM that around 25 lakh people had been affected by the flood in 54 blocks of the 10 districts, as several rivers were in spate due to torrential rainfall in the past 24 hours. Seven NDRF and nine SDRF teams were engaged in relief and rescue efforts in the flood-hit areas, the official said.
The CM emphasised that the administration should remain fully alert to the rising water levels in areas along the rivers.
He urged that affected individuals be assisted promptly and with full sensitivity.
Nitish said since coming to power in Nov 2005, his govt has been committed to assisting disaster victims. "Preparations for potential floods, droughts and other disasters are reviewed before the arrival of monsoon, and instructions given to the officials to work according to the standard operating procedures (SOP)," he said.
He asked the officials to distribute the gratuitous relief funds among the flood-affected people as soon as possible.

He also emphasised ensuring compensation for crop damage to farmers during the floods. He directed the road construction and rural works departments to ensure the restoration of roads damaged by floods.
Earlier, development commissioner (DC) Pratyaya Amrit, who is also the additional chief secretary of the disaster management department, informed the CM about the relief and rescue operations in the flood-affected areas and the water levels of rivers.
"Due to heavy rainfall, 10 districts along Ganga river — Bhojpur, Patna, Saran, Vaishali, Begusarai, Lakhisarai, Munger, Khagaria, Bhagalpur and Katihar — have been particularly affected. The floods have impacted around 25 lakh people across 348 panchayats in 54 blocks. Sixty motorboats and 1,233 boats are actively working," Amrit said at the meeting.
The DC added so far, 52,573 polyethylene sheets and 1,800 dry ration packets have been distributed among the affected people.
"Arrangements in flood relief camps have been made according to the SOP. Over 13 lakh people have been provided meals at community kitchens. Provisions for animal fodder and medical care have been arranged," he said.
Amrit also said the disaster management department reviews relief and rescue operations daily. District magistrates have been instructed to prepare lists for the distribution of the gratuitous relief funds.
Amrit said that the good rainfall in the state has benefited the farmers, with 93% of paddy sowing over.

Kishtwar cloudburst claims over 40 lives, survivors recount chaos as rescue ops continue near Machail Mata Shrine in J&K

At least 45 people, including two CISF personnel, have died after a massive cloudburst triggered flash floods in Jammu and Kashmir's Kishtwar district on Thursday. The incident occurred near the Machail Mata Shrine in Chesoti village, a stopover for pilgrims before the uphill trek to the shrine. Authorities say more casualties are likely as rescue teams continue to search for missing people. Rescue operations and official response Additional SP Pardeep Singh confirmed that 45 bodies have been recovered, with over 100 people injured and many still missing. 'Around 8–10 deceased have been identified. The identification process is ongoing,' he said. Personnel from the J&K Police, SDRF, Fire Services, CISF, CRPF, and the Army are involved in the operation, working alongside local residents and ambulance teams. The Indian Army's 16 Corps has deployed troops to assist, with 80 people already brought to safety. DGP J&K Police Nalin Prabhat is monitoring the operations on-site. Eyewitness accounts from pilgrims Many of those affected were pilgrims visiting the Machail Mata Shrine. Survivors describe the cloudburst as sudden and overwhelming. Putul Devi, who lost several family members, recalled hearing a 'blast-like sound' before chaos erupted. 'We just started running,' she said, adding that her husband and three children remain missing. Sanjay Kumar, who was serving food at a community kitchen, recounted how the drain beside the building filled instantly with sludge, forcing everyone to flee. He was trapped under debris before being rescued by security personnel stationed at the shrine. A massive cloudburst has struck the Chishoti area in Jammu & Kashmir's Kishtwar, along the route to the Machail Mata per initial reports heavy losses are thoughts and prayers are with the victims, their families, and all those affected by this calamity. Coordination between centre and state Lieutenant Governor Manoj Sinha has directed civil and security agencies to scale up relief and rescue work, and has spoken to Home Minister Amit Shah, who assured full support. Union Minister Jitendra Singh said the incident 'could result in substantial casualties' and is expected to visit the site, weather permitting. The NDRF has reported that only one earthmover is available for clearing debris, complicating search efforts. Officials estimate that as many as 100–200 people could still be trapped.
