OPW neglected value analysis of €335k bike shed before go-ahead

No 'value-for-money assessment' was carried out before forging ahead with the controversial bike shelter at Leinster House, a review of the project has found. Deloitte was commissioned by the Office for Public Works (OPW) to review the project after it came to light late last year.
It found that there was an 'absence of some fundamental good practices' in the OPW, which led to the spending of €335,000 on the bike shelter. The report also found that a proposal by the OPW to locate the bike shelter in front of the 1966 block beside the Members' Dining Hall was discounted after a security review by the Oireachtas and gardaí.
This was despite a bike shelter being used underneath the Agricultural building, which is less than 200 metres from the site of the new bike shelter. The report found: 'On June 21, 2021, a proposal to install a covered bicycle parking shelter with capacity for 36 bikes beside the railings at the western end of the National Gallery was proposed to, and approved by, the Houses of the Oireachtas Commission (HoC) without costs being provided. Throughout this time (December 2019 to June 2021) when options were being proposed to the HoC, the option of doing nothing, as required by the Public Spending Code, was not formally presented to the HoC by the OPW.'
The Deloitte report said: 'A value-for-money assessment was not conducted for the bike shelter project and currently is not standard practice for elective capital expenditure less than €500k.' The report also found that the OPW did not communicate the estimates of the cost to the HoC. 'The estimated cost for the project, prepared in April 2023, was €350,000.

While many of the established and good practices were followed, the report added: 'However, our internal audit review has identified the absence of some fundamental good practices in how certain elective capital works (including the bike shelter) below the €500k threshold are being initiated, approved, managed and delivered. The most fundamental of these control gaps is the absence of a value-for-money assessment which would have allowed informed OPW personnel to evaluate the cost-benefit of building a covered bicycle shelter in the requested location within the Leinster House campus.
'While we understand from our discussions with the OPW that they were primarily focused on delivering to the HoC, the reasons for the costs associated with the bike shelter project should have been documented in a value-formoney assessment which should have been performed within the OPW as part of a robust options appraisal process.
'We understand that some of the reasons for the cost levels included alignment of the bike shelter with the fabric of existing structures and maintaining the important city centre space to a high standard. Bicycle area. Pic: Shutterstock
'Regardless of the reasons, a value-for-money assessment should have been performed and the outcome of this value-formoney assessment (in effect a formal and documented sense check on cost vs benefit) together with lower-cost alternatives, and the option of doing nothing, should then have been presented back to the HoC as part of a robust options appraisal.'
The report added: 'There is currently no governance structure within the OPW for ensuring Value For Money (VFM) assessments are performed for capital projects with a projected budget below €500k.'
Public Accounts Committee member and Social Democrat TD Aidan Farrelly said: It is shocking, but not surprising, that the audit published today by Deloitte confirms there was no value-formoney evaluation carried out on this project, which cost taxpayers a whopping €335,000.'

Construction on Leinster House's controversial €336,000 bicycle shelter had to be halted after a large manhole was 'discovered' on site that was not spotted when drawing up site plans. The OPW told contractors to halt work in the vicinity after 'the uncovering of a significant piece of below ground drainage infrastructure' along with the two-foot-wide manhole. A note of a site visit in August 2023 said the discovery meant the OPW would need to reexamine the structure of the bicycle shelter and whether any changes were needed. It said: 'Please now fully cordon off the area around manhole with barriers and place hazard warning signage to note associated risks. Please also notify all site operatives of this site exclusion zone.' Delivery of bike shed 'critical' The delay caused angst within the Office of Public Works who said the entire summer recess of the Dáil had 'now been missed' for carrying out works on the bicycle shelter. An email said: 'For context — in the past OPW were not permitted to work outside these recess periods and the flexibility on site has been hard won over the years by tight management and actively delivering projects. 'With increased security concerns and the visibility of these projects — this flexibility can be rescinded at any time by Leinster House.' The message, sent in September 2023, said delivery of the bicycle shelter was now critical and sought urgent updates on progress. They asked that contractors to 'confirm without further delay' how to deal with issues around the foundations and whether it would affect an adjoining wall. The email said: 'This needs to be fully resolved and instruction to start for Friday with the approved option so that ground works can start on Saturday.' They also asked for an update on when granite would be delivered for the site and a final date for delivery of the bicycle shelter. It said: 'Fully completed bicycle shelter must be returned to Leinster House on 14th January [2024].' Delays on the project continued however, and the bike shed was not available for use until several months later. Appeal to Information Commissioner The records were only released following an appeal to the Information Commissioner under Freedom of Information laws. The OPW had claimed they held no documents that dealt with either delays or cost overruns on the project but were told to reconsider that decision. In an information note, they said the €336,000 project was covered under the 'Maintenance and Minor Works Framework' for delivery of certain projects. The note said: '[The framework] has the flexibility to accommodate stopping and starting of works based on (a) discovery of unknown issues on site and (b) operations of the Houses of the Oireachtas. 'The [framework] allows for closure of site at short notice without incurring delay claims and costs for stoppages, which would be part of the standard public works contract.'

One in five Irish CFOs expect revenues to fall

Optimism levels among Ireland's CFOs have weakened significantly over the past year. Deloitte's latest CFO survey reports just 28% of Irish respondents say they are more optimistic about their company's financial prospects than three months ago. That figure is down from 60% in spring 2024, and only a modest recovery from the 19% recorded in autumn 2024. Based on responses from 1,542 chief financial officers across 14 European countries, the survey also reports 60% of CFOs now report operating in a high-uncertainty environment, up from 53% in spring 2024. The Netherlands, Portugal and Ireland have the highest number of CFOs saying they are less optimistic, while Germany had the highest number of CFOs feeling more optimistic (45%). In Ireland, one in five CFOs (22%) expect their revenue to fall, while 45% say they expect to see their revenue increasing over the next 12 months, slightly lower than the European average of 52%. Tom Hynes, Deloitte Ireland partner, says finance leaders are now facing a markedly more volatile global landscape: 'Geopolitics is clearly weighing on CFO sentiment. The changes to global trading structures now mean there is enhanced geopolitical shifts, and the vast majority of CFOs in Ireland now expect tariffs and global tensions to directly affect their operations," he said.

Irish people have been left divided over calls for another bank holiday during the summer months. Ireland, which has 10 bank holiday's annually, has less on average than the EU, which boasts an average of just over 12. Well, we won't say no to another day off work that's for sure! St Columcille is the patron saint of poets and bookbinders and was believed to hold back floods. It is believed he was born in Gartan in Co Donegal, and is also recognized as the founder of Derry City. Irish people have been left divided over calls for another bank holiday during the summer months. In 2025, there are bank holidays in January, February, March, April, May, June, August, October, and on December 25 and 26, therefore Donegal councillor Jimmy Kavanagh has called for July to get a similar treatment. However, Claire Clarkson, also known as @whatsgoingoninireland, shared the update with her TikTok followers, with many left divided by the campaign. She questioned: 'Do you think we get enough time off as it is and we should just be working even harder?' While many were in favour of the move, many business owners weren't having it. 'It's costing small business a fortune on bank holiday weekends and nothing extra gained,' one user commented. 'How can the small & medium businesses afford their employees 2 extra bank holidays? We the consumer will ultimately pay thus increasing the cost of living crisis,' another added. 'I'm pretty sure if employees had an option of a day off the end of the month, no pay, they'd take it.
