Yadgir: Forest, Ecology and Environment Minister Eshwar B. Khandre has directed senior forest officials to maintain constant surveillance in areas prone to human-wildlife conflict and take all necessary measures to protect human lives and farmers' crops.
Expressing deep sorrow over the death of two individuals in Balehonnur, Chikkamagaluru district, within a span of four days, the Minister instructed that forest officials must act swiftly when elephants are spotted in human habitats. He emphasized that locals must be alerted immediately and urgent efforts made to drive the elephants back into the forest.
'Despite ample availability of food and water inside forests due to ongoing rains and overflowing lakes, elephants are still entering villages. Authorities must examine why and ensure such incidents don't repeat,' Khandre said.
Orders for immediate repairs and monitoring
The Minister acknowledged reports of elephant trenches being filled due to heavy rains, and solar fences and tentacle fencing damaged or broken, compromising safety. He directed forest officials to urgently repair and maintain these barriers, and instructed forest patrol teams to submit regular reports on their condition.
Noting the increased fatalities caused by elephants, Khandre revealed that approval had been granted for additional railway barricades. A detailed project report must be prepared, work should begin immediately, and be completed within the set timeframe to safeguard people and crops, he said.
Conflict expanding to new areas
Highlighting that human-elephant conflict is now spreading to previously unaffected regions, the Minister urged a comprehensive study on the reasons behind this expansion. He said that in such cases, support from elephant rapid response teams from nearby districts should be sought, and rogue elephants should be captured if necessary.
Command centre and weekly monitoring
Khandre also instructed officials to submit a Detailed Project Report (DPR) for establishing an integrated command center equipped with modern technology to track wildlife movement, send alerts to residents near forest fringes, and prevent casualties.
He further directed the Principal Chief Conservator of Forests (Wildlife) to hold weekly video conference reviews with zonal officers from all conflict zones, and take timely action based on field updates.
Risk allowances and staff welfare
Minister Khandre stressed the need to ensure timely payment of salaries, risk allowances, and food stipends to frontline contract staff. He warned that if any complaints are received in the future, responsibility will lie directly with the concerned Divisional Forest Officer and Assistant Conservator of Forests. The virtual review meeting was attended by senior officials including Forest Force Chief Meenakshi Negi, PCCF P.C. Ray, Manoj Rajan, and others.

Intentional suppression of Expert Committee reports against Medigadda Barrage, dishonesty in shifting the water source point from Tummidihatti, abnormal escalation of the project costs, awarding of contracts on a lump sum basis, and hiding the decisions from the Cabinet pointed the fingers of 'criminality' towards former Chief Minister K Chandrashekhar Rao by the PC Ghose Commission on the Kaleshwaram project. The Commission of Inquiry, led by Justice Pinaki Chandra Ghose, held the then Chief Minister KCR primarily accountable for bypassing established procedures and ignoring expert advice, resulting in colossal public expenditure and infrastructure now in distress. The Commission held KCR directly accountable for the irregularities and his involvement and directions minutely were the cause and result of the irregularities and the cause of distress to these three barrages. The then Minister for Irrigation T. Harish Rao, intentionally ignored the Expert Committee report while the then Finance Minister Eatala Rajender demonstrated lack of integrity in safeguarding the financial and economic health of Telangana, the report said. Crucially, the findings reveal that an Expert Committee, constituted in January 2015, had advised against constructing the Medigadda barrage due to high costs and time delays, recommending alternate sites like Vemanapally. But it was intentionally suppressed. The decision to construct the three barrages was not a collective Cabinet resolution but 'the sole and individual decision' of KCR. The report said shifting the barrage location from Tummidihatti to Medigadda was not based on technical reasoning. Despite the scale of the decision, initial administrative approvals were not presented before the Cabinet. Adding to the irregularity, the Chief Minister wrote to the Prime Minister in February 2016, citing a project cost of ₹71,436 crore even before the submission of the Detailed Project Report by WAPCOS. The project, initially conceived at ₹38,500 crore, was escalated to ₹71,436 crore for Kaleshwaram, and later saw revised administrative approvals totalling over ₹1.10 lakh crore by March 2022. The report states that there was 'absolutely no operation and maintenance' of the barrages. The then Chief Minister had ordered continuous impounding of water to enable the pump house operation, an unscientific move as barrages are meant for diversion, not storage. The continuous water impoundment was the major factor leading to structural distress. The report concluded that the issuance of Substantial Completion Certificates and Final Completion Certificates for Medigadda barrage was 'illegal and tainted with malice,' done to favour the contractors.

Terming Andhra Pradesh government's proposed Banakacherla irrigation project as 'illegal', Minister for Irrigation and Civil Supplies N. Uttam Kumar Reddy vowed to fight tooth and nail against it. He was speaking at a public meeting after inaugurating the Ramagundam Lift Irrigation Scheme at Goliwada village in Anthergaon mandal of Peddapalli district on Sunday. It was built at ₹75 crore to irrigate over 13,000 acres in several villages in Anthergaon mandal and two villages in the neighbouring mandals. Ministers D Sridhar Babu, Ponnam Prabhakar, Tummala Nageshwara Rao and others spoke. 'We have complained against the Banakacherla project with the Godavari River Management Board (GRMB), the Central Water Commission (CWC) and other statutory bodies. The Central Expert Appraisal Committee has rejected the proposal following our strong objections,' the Irrigation Minister said. 'The proposed Polavaram-Banakacherla link project is against the Andhra Pradesh State Reorganisation Act and violates Telangana's rights over river waters.' Mr. Reddy alleged that the Kaleshwaram Lift Irrigation Project (KLIP) was constructed at a huge cost with the intention of looting public money during the BRS government, resulting in huge drain on the State exchequer. 'Not a single acre was brought under irrigation cover under the KLIP in Manthani constituency where the project is located,' he added. The National Dam Safety Authority (NDSA) report exposed the serious structural deficiencies in the three barrages of the KLIP. The report pointed out that if water is stored in these barrages, it would lead to the submergence of 44 villages and areas surrounding Bhadrachalam, he said. He announced a sanction of ₹1.1 crore to prepare the Detailed Project Report for the Pathipaka reservoir in Peddapalli district. Later, the ministers handed over new ration cards to eligible beneficiaries at a meeting held in Dharmaram mandal headquarters.

Gajapayana to herald the arrival of Dasara elephants to Mysuru tomorrow

With just weeks to go for the grand Mysuru Dasara festival to be held from September 22nd to October 2nd, the stage is set for the launch of Gajapayana, the traditional but symbolic march of the elephants from the forest to the city royale, on Monday, 4 August, 2025. The flagging off marking the symbolic march of the Dasara elephants, will take place at Veeranahosahalli, on the fringes of Nagarahole Tiger Reserve after 'Gaja Puje' or special worship of the elephants slated to be held from 12.34 p.m. to 12.59 p.m. This also signals the countdown to Mysuru Dasara and all activities will revolve around preparations for the annual event which is a fulcrum to highlight the culture of the State and also promote tourism. During the days of the maharajas, Gajapayana used to be a stately affair and elephants would walk the entire distance from the forest camps to Mysuru city. The tradition, however, went out of vogue decades ago and Gajapayana was reintroduced about 20 years ago. Though the elephants marched the entire distance in the first year after reintroduction, it was discontinued from the subsequent years and the march became symbolic. Hence, the elephants, after the prayers and flagging off, walk a short distance at Veeranahosahalli and are shifted to trucks which ferries them to Mysuru. District in charge Minister H.C. Mahadevappa, Forest Minister Eshwar B. Khandre, senior officials of the Forest Department, elected representatives from Mysuru, and others will take part in Gajapayana. There will also be cultural programmes performed by members of the tribal community and the Tibetans from the adjoining Gurupura Tibetan camp. The first batch of Dasara elephants will be led by tusker Abhimanyu who is also slated to carry the golden howdah on the day of the procession. Other elephants that have been shortlisted include Dhananjaya, Bheema, Kanjan, Ekalavya, Prashanth, Mahendra, Kaveri, and Balle Lakshmi. The second batch of five elephants from other camps will join them latter during the month. The elephants will initially be lodged at Aranya Bhavan for a couple of days before they march to the palace grounds which will be their temporary abode till the conclusion of Dasara. Meanwhile, the district administration has completed all the arrangements for the stay of the elephants, the mahouts and their family members at the palace grounds. Enclosures have been made for elephants while temporary staying facilities have been created for the mahouts. A team of veterinary officers will be in charge of elephants which will be on special diet and the bulk of the Forest Department staff will be deployed to look after them.
