Dynamic curriculum, continuous evolution of training modules key to stay relevant: Jitendra Singh
New Delhi: Union Minister Dr. Jitendra Singh on Wednesday called for a dynamic curriculum even as the governance landscape is changing rapidly.
Singh also stressed the need to make continuous evolution in public administration training modules.
This will help meet the rapidly changing requirements driven by emerging technologies like Artificial Intelligence and Quantum Computing, he said while delivering the Convocation Address of the 50th Advanced Professional Programme in Public Administration (APPPA) at the Indian Institute of Public Administration (IIPA).
'What is relevant today may not be tomorrow. We need to learn every day to stay relevant," Singh said.
Highlighting the government's focus on Mission Karmayogi and Viksit Bharat, the Minister said the APPPA programme has grown beyond its traditional curriculum to include exposure to aspirational districts, defence institutions, rural and urban development schemes, and India's rich traditional knowledge systems.
He lauded the course for "integrating themes like Atmanirbhar Bharat and governance reforms".
Singh also emphasised the need for continuous learning and adaptive policy making in the face of exponential technological advancements on the road for 'India@2047'.
'We mustn't view 2047 through the prism of 2025. Change is unfolding too quickly. We need to project forward with a futuristic mindset,' he said.
Meanwhile, Singh also appreciated IIPA's recent grassroots initiative, which began training programmes for elected Sarpanches and Panchayati Raj representatives, saying this marks a significant step in democratising capacity building.
'IIPA has now spread its wings from training senior civil servants to empowering grassroot representatives,' he said.

Major gun battle between Maoists, security forces underway at Chhattisgarh's Indravati National Park
A major encounter broke out on Thursday morning between security forces and Maoists at the Indravati National Park in Chhattisgarh's Bijapur district. The ongoing encounter started after a joint team of security forces undertook an operation based on specific intelligence about the presence of senior Maoist cadres in the area. This comes nearly a fortnight after Nambala Keshava Rao, alias Basava Raju, the general secretary of the banned Communist Party of India (Maoist), was gunned down in an encounter along with 27 others in the jungles of Abujhmad region in Narayanpur district on May 21. Indravati National Park has seen two other major encounters this year between Maoists and security forces. On February 9, two security forces personnel and 31 Maoists were killed in an encounter at the national park. Before that, on January 12, five Maoists, including two women, were killed in an encounter with security forces. Back in August 2023, sources in the security forces had told The Indian Express that Maoists were recruiting new cadres in the national park, Abujhmad, and the Kanker-Narayapur inter-district border near Maharashtra. The fresh recruits are also being trained in the national park, the sources had said, adding that they had been using drones to track security forces. Security forces have since been trying to free the national park area of Maoists. Also, they want to build a bridge over the Indravati river that would connect the two states and help boost economic activities. Union Home Minister Amit Shah has set a deadline of March 2026 to eradicate Left Wing Extremism (LWE) from India. The security forces this year till date have 202 Maoists, of which 185 were in Bastar region alone — Bijapur is a part of Bastar region. This year has also seen the death of 17 security personnel in attacks by Maoists.

NHRC takes cognizance of Bengaluru stampede incident, issues notices
Bengaluru: The National Human Rights Commission (NHRC) on Thursday took cognizance of the stampede incident near the Chinnaswamy Stadium in which 11 people were killed, and issued notices to the Deputy Commissioner of the Bengaluru Urban district and the city Police Commissioner. The Commission has also sought an Action Taken Report from them within seven days. The notice was issued by Brijvir Singh, the Assistant Registrar (Law). 'The Registry is directed to issue a notice to the District Magistrate and Commissioner of Police, Bengaluru, Karnataka, with directions to get the allegations made in the complaint inquired into and to submit an Action Taken Report within 7 days for perusal of the Commission,' Singh stated. The Bengaluru Deputy Commissioner also serves as the District Magistrate. 'The authorities are also directed to submit the list of deceased and injured victims. The relevant documents, permissions obtained, and granted for organising the event, including the details of the permission issuing authority, shall also be submitted along with the report. It is also directed that the report of Special Branch, CID, Police, examined by the authorities prior to issuance of the permission to organise such big events, be also submitted in the matter,' the NHRC specifies. The commission further stated that the complainant sought the intervention of the NHRC in the matter and requested to constitute a high-level investigation, accountability of responsible officials, compensation and justice for victims. The complainants also sought to formulate the preventive guidelines to avoid such incidents, tragedies in the future. 'The allegations made in the complaints prima facie seem to be serious violations of the human rights of the victims. The Bench of the National Human Rights Commission, presided by Priyank Kanoongo, Member, has taken cognizance under Section 12 of the Protection of Human Rights Act, 1993, in the matter,' the NHRC said. 'The Protection of Human Rights Act, 1993, has entrusted the National Human Rights Commission (NHRC), India, with the responsibility of protecting and promoting the rights of all human beings in the country and having the powers of a civil court for inquiry u/s 13 of the PHR Act, 1993," the Commission said. The complainant brought to the notice of the NHRC a news report highlighting that on the occasion of the Royal Challengers Bangalore, IPL-18, Cup winning parade, a stampede occurred outside М. Chinnaswamy Stadium, Bengaluru, Karnataka, on June 4. "The complainant alleged that due to gross administrative negligence during RCB's victory parade, 11 people had died and over 50 were injured in the stampede, the NHRC stated. The Commission has received various complaints in this matter, including from the 'BHIM' organisation, alleging poor crowd control management by the authorities and shockingly, festivities and celebrations continued inside the stadium, despite the tragedy that occurred and dead bodies lying outside the stadium, stated the NHRC.
