AP needs digitally empowered urban governance: Principal Secy

Vijayawada: S Suresh Kumar, Principal Secretary, Department of Municipal Administration and Urban Development, on Tuesday pointed out that Andhra Pradesh was witnessing rapid urban expansion, with nearly 40- 45 per cent of its population now living in urban areas. This demographic transformation calls for a paradigm shift - from traditional administrative models to agile, digitally empowered urban governance, said Suresh Kumar. He was the chief guest at the State-level workshop conducted at the School of Planning and Architecture, Vijayawada on Tuesday. The State government in collaboration with the Capacity Building Commission (CBC), Government of India, organised a State-level orientation workshop on 'Capacity Building for ULB Officials' under the Mission Karmayogi framework. The event marks the beginning of a transformative capacity-building journey for urban administration in the State. The workshop brought together Municipal Commissioners of 123 ULBs and key State urban departments, including MEPMA, Public Health and Municipal Engineering, and Town and Country Planning. The sessions focused on bridging skills gaps, integrating digital learning and fostering a culture of continuous professional development. Suresh Kumar said 'Under the Mission Karmayogi' framework, the State is initiating comprehensive gap assessments to evaluate existing capacities within ULBs and identify key functional, domain and behavioral competencies required at various roles. Based on these findings, minimum annual training hours will be prescribed for municipal officials. Further, training will not be limited to technical domains. The State is promoting holistic development, with certificate courses offered in areas such as leadership, communication, ethics, digital literacy and even personality development - ensuring that public servants are equipped not just with professional skills, but with the confidence and emotional intelligence needed to engage meaningfully with citizens. He informed that to encourage active participation, a framework for non-monetary incentives linked to training milestones is under consideration. These may include certificates of recognition, preference in transfers / internal postings, visibility in performance appraisals and access to advanced learning programmes. The intent is to create a culture where learning is rewarded and professional growth is seen as integral to public service. A key highlight of the workshop was the demonstration of the iGOT Karmayogi platform, the digital hub of Mission Karmayogi. With over 8 lakh government officials already onboard nationwide, the platform offers role-based, modular learning content tailored for ULB functionaries. Courses range from municipal finance and e-governance to urban resilience, inclusive planning and citizen engagement. The workshop saw participation from several senior dignitaries from the Government of India and domain experts, including: Dr Alka Mittal, Member (Admin.), Capacity Building Commission, V Lalithalakshmi, Secretary, CBC and CEO, Karmayogi Bharat, Shubham Katyayan, Programme Manager – ULBs, CBC, Soumi Banerjee, General Manager, iGOTKarmayogi Bharat and others. They shared insights on the role of continuous learning in transforming governance and the strategic utility of role-based skilling.

As urban landscapes evolve, the administrative capabilities governing them should also evolve, said Municipal Administration & Urban Development (MA&UD) Department Principal Secretary S. Suresh Kumar. Speaking at a workshop on 'Capacity Building for Urban Local Bodies' Officials' at the School of Planning and Architecture in Vijayawada on June 3, Tuesday, Mr. Suresh Kumar said urban governance today demands leadership, adaptability and community-centric thinking along with technical proficiency. The workshop, organised by the State government in collaboration with the Capacity Building Commission (CBC) and Government of India, brought together Municipal Commissioners of 123 ULBs and key State urban departments, including MEPMA, Public Health and Municipal Engineering, and Town and Country Planning. 'Our vision is to create a future-ready municipal workforce equipped with competencies to serve a fast-urbanising Andhra Pradesh,' Mr. Suresh Kumar said, adding that 40- 45% of the State population is now living in urban areas, which calls for a shift from traditional administrative models to agile and digitally empowered urban governance. Under the Mission Karmayogi (that aims to create a future-ready civil service) framework, the State is initiating comprehensive gap assessments to evaluate existing capacities within ULBs and identify key functional, domain and behavioral competencies required at various roles. New Delhi, May 29 (PTI) The Delhi government on Thursday signed a Memorandum of Understanding (MoU) with the Capacity Building Commission and Karmayogi Bharat for the implementation of Mission Karmayogi, in a major step towards strengthening governance and public service delivery. The MoU was signed in the presence of the Delhi Chief Minister Rekha Gupta, Delhi Chief Secretary Dharmendra; Member (Administration), Capacity Building Commission, Alka Mittal; and other senior officials from the Commission, Karmayogi Bharat and the Delhi government, a statement issued by the Personnel Ministry said.

KILA gets Capacity Building Commission accreditation

The Kerala Institute of Local Administration (KILA), under the Department of Local Self-Governments, has received accreditation from the Capacity Building Commission (CBC). This recognition places KILA among a select group of 182 institutions nationwide to be accredited under the Mission Karmayogi initiative. Rigorous evaluation The CBC accreditation is awarded after rigorous evaluation of training excellence, needs assessment, course design, faculty expertise, infrastructure, governance systems, trainee support, evaluation mechanisms, and institutional collaboration. KILA is the first civil service training institution in Kerala to achieve this recognition. Established in April 2021, the CBC has been actively working to strengthen India's training ecosystem. Its accreditation framework, National Standards for Civil Services Training Institutions (NSCSTI), not only sets baseline benchmarks but also aligns institutions with global best practices. With this accreditation, KILA will gain access to CBC's Quality Improvement Plan (QIP), enabling it to design and deliver high-impact training programmes. It also opens doors for KILA to showcase Kerala's development model and local governance success stories at the national level. Training programmes The recognition further positions KILA to conduct training programmes across States, host trainees from other parts of the country, and implement projects beyond the State. The accreditation was granted following an on-site assessment by the CBC on May 15 and 16. The official certificate was received by KILA's Director General A. Nizamuddin.

Transparent teacher transfer policy introduced in Arunachal

Itanagar: Arunachal Pradesh cabinet, led by CM Pema Khandu, took several key decisions aiming at accelerating the state's development. Among the major policy changes, the cabinet approved replacing the Teachers' Transfer and Posting Policy (2019-2020) with the revised Teachers' Transfer and Posting Policy, 2025, ensuring a fair and rational distribution of teachers and non-ministerial employees across government schools. The implementation of this policy will be managed through the Teachers Registry Portal , an automated system designed to facilitate transparent and logical transfers and postings. In a move to strengthen higher education , the cabinet sanctioned the creation of 32 teaching and non-teaching posts for Arunachal Pradesh University, Pasighat, including positions such as deputy registrar, librarian, assistant librarian, associate professor, and assistant professor. Additionally, the cabinet approved the " Marking Scheme for Direct Recruitment to PGTs and TGTs, Rules, 2025," which aligns with the National Council for Teacher Education (NCTE) guidelines to ensure high teaching standards and address the shortage of subject teachers in govt schools. The cabinet further empowered deputy commissioners to suspend erring district officials and approved the creation of 200 Home Guard posts. It also cleared amendments to the recruitment rules for land management roles, including DLRSO, Surveyor, Mandal, and Field Assistant, as well as the restructuring of Arunachal Pradesh Civil Services to enhance governance. Another significant decision was the approval of a tripartite agreement between the Government of India, the Capacity Building Commission, and the Arunachal Pradesh administration under Mission Karmayogi.
