Fact Check: Unpacking Trump admin's new hiring plan for federal workers — including question about implementing presidential policy
U.S. President Donald Trump's 'Merit Hiring Plan' asks applicants for federal government jobs to write an essay naming their favorite Trump policy or executive order and how they would implement it.

The specific question in the new 'Merit Hiring Plan' for federal employees states: 'How would you help advance the President's Executive Orders and policy priorities in this role? Identify one or two relevant Executive Orders or policy initiatives that are significant to you, and explain how you would help implement them if hired.'
In late May 2025, U.S. President Donald Trump's administration announced a "Merit Hiring Plan" for the federal bureaucracy. Soon after its announcement, critics claimed the hiring process was actually not merit-based but a "loyalty test" to the Trump administration in which applicants would be asked to write essays about their favorite Trump policy.
According to a Facebook post from the account Alt National Park Service:
Loyalty tests have officially arrived in the federal hiring process. The Trump administration just unveiled a so-called "Merit Hiring Plan", which includes a quiz asking job applicants to name their favorite Trump policy or executive order. Yes, seriously. You're expected to write an essay explaining your "loyalty" to Trump.
But here's the truth: the oath federal workers take is to the Constitution, not to a president, not to a political party, and definitely not to a list of executive orders.
If you're applying, remember: it's your choice how to respond 😉. Once hired the law requires you to swear to defend the Constitution of the United States against all enemies, foreign and domestic. It does not require personal loyalty to Trump.
We looked closely at the U.S. Office for Personnel Management's (OPM) memorandum titled "Merit Hiring Plan" and found specific language asking applicants to write an essay detailing administration policies that were "significant" to them and executive orders they would implement. While the question does not overtly ask people to declare their loyalty, it does ask them to discuss Trump's policies that they would support and implement. As such, we rate this claim as true.
We reached out to the White House and the OPM to learn more about their reasoning behind this question in the application process. We will update this story if we get more information.
On May 29, 2025, the OPM released the "Merit Hiring Plan" directing federal agencies to add four "short, free-response" essay questions in their hiring practices. One question stated, as seen on the Chief Human Capital Officers Council (CHCOCs) — a federal agency responsible for coordinating human resources departments — web page:
How would you help advance the President's Executive Orders and policy priorities in this role? Identify one or two relevant Executive Orders or policy initiatives that are significant to you, and explain how you would help implement them if hired.
The above question asks applicants for the federal workforce to select from Trump's specific policies and executive orders that they would choose to implement, thus asking them to wade into politically contentious territory. Trump's executive orders have been polarizing, many resulting in court orders to block them from being implemented and 258 lawsuits challenging the administration's actions.
The introductory paragraph to the questions note that usajobs.gov — the hiring portal for the federal government — will amend its standard language for job announcements to emphasize "efficiency" in the hiring process.
The four questions all apply to job vacancies "graded at GS-05 or above," referring to specialized positions that require at least a college degree. The application's other prompts are:
How has your commitment to the Constitution and the founding principles of the United States inspired you to pursue this role within the Federal government? Provide a concrete example from professional, academic, or personal experience.
In this role, how would you use your skills and experience to improve government efficiency and effectiveness? Provide specific examples where you improved processes, reduced costs, or improved outcomes.
How has a strong work ethic contributed to your professional, academic or personal achievements? Provide one or two specific examples, and explain how those qualities would enable you to serve effectively in this position.
The same Merit Hiring Plan also calls for hiring "patriotic Americans" through their list of priorities (emphasis ours):
Reforming the Federal recruitment process to ensure that only the most talented, capable and patriotic Americans are hired to the Federal service;
Implementing skills-based hiring, eliminating unnecessary degree requirements, and requiring the use of rigorous, job-related assessments to ensure candidates are selected based on their merit and competence, not their skin color or academic pedigree;
Streamlining and improving the job application process; and
Reducing time-to-hire to under 80 days by emphasizing the use of talent pools and shared certificates and streamlining the background check process.
The Merit Hiring Plan is the implementation strategy of Trump's January 2025 executive order, titled, "Reforming the Federal Hiring Process and Restoring Merit to Government Service."
Critics of the Trump administration, including U.S. Rep. Stephen Lynch, D-Mass., called the above question a "loyalty test" to Trump. Lynch wrote in a letter to the OPM: "Every federal worker is legally required to take an oath of office that they will 'support and defend the Constitution of the United States against all enemies, foreign and domestic.' The oath does not require federal workers to swear to protect and defend executive orders or policy initiatives."
The above questions are in line with those proposed by Project 2025, a conservative coalition's hiring plan for a Trump administration bureaucracy that we reported on in 2024. We found similar "loyalty tests" were part of Project 2025's proposal. We also learned during Obama's first term (January 2009 to January 2013) that his administration required extensive vetting of applicants for high-ranking, politically appointed positions. That process also included a questionnaire asking participants to elaborate on past public statements, social media posts and potential conflicts of interests, as well as share things about their personal lives, like whether they own guns.
In our reporting, we asked a former U.S. President Joe Biden aide about the Obama-era questionnaire. The aide said it was not comparable to Project 2025's system. The latter was a "loyalty test" to Trump, the aide said, while Obama's survey was more of a background check.

On X, opinions varied more, with some finding the comparison unflattering – not because of Nixon's history, which saw him resign from the presidency after his involvement in the Watergate scandal emerged, but because of the way Nixon and Trump have each approached their respective Russian counterparts. Phillips P. Obrien, a professor of Strategic Studies at the University of St. Andrews in Scotland, wrote that the "remarkable thing about these pictures Trump just tweeted is that he thinks people won't see the difference between Nixon and Khrushchev disagreeing and he and Putin joking. U.S. opens national security probe into imported wind turbines, components
The U.S. Commerce Department said on Thursday it has opened a national security investigation into the import of wind turbines and components. Earlier this week, the department said it was adding wind turbines to a list of products that will face 50% tariffs on the aluminum and steel content. The "Section 232" investigation, which was opened on August 13 but not made public until now, could be used as a basis for even higher tariffs on imported wind turbines. Energy research firm Wood Mackenzie said approximately two-thirds of the value of a typical U.S. wind turbine is imported. U.S. imports of 2023 wind-related imported equipment were valued at $1.7 billion, the lowest volumes since 2013, the firm added, with Europe being the biggest exporter (41%), followed by Mexico (34%), and India (around 15%), the firm added, saying Chinese imports have diminished due to increased trade tensions. Since taking office in January, President Donald Trump has repeatedly sought to stall development of wind and solar energy, calling them unreliable, expensive and overly dependent on Chinese supply chains. The Commerce Department is seeking comments on the role of foreign supply chains in meeting U.S. demand for wind turbines and on "the impact of foreign government subsidies and predatory trade practices on the competitiveness of the wind turbines and their parts and components industry." The United States is self-sufficient for nacelle assembly and tower supply, while maintaining limited blade manufacturing capacity. However, the majority of blades, all drivetrains and other electrical components are imported, Wood Mackenzie analyst Endri Lico said. The department has opened numerous probes into the national security ramifications of imports of airplanes, semiconductors, pharmaceuticals, heavy trucks, copper, timber and lumber, critical minerals and drones. The offshore wind industry has struggled in recent years with soaring inflation and logistical problems that have raised costs. It faced a further setback when Trump suspended licensing on his first day back in office in January.

Fed Chair Powell set to deliver big Jackson Hole speech Friday. Here's what Wall Street expects
Federal Reserve Chair Jerome Powell is set to deliver what almost certainly will be his last keynote address at the central bank's annual conclave during one of the most tumultuous times in its history. What's at stake is the near-term sentiment for financial markets, the longer-term path of the Fed's policy trajectory, and a not insignificant dose of trying to preserve vestiges of independence at a time when the normally sacrosanct institution is facing enormous political pressure. If Friday's speech at Jackson Hole, Wyoming, goes at all like Powell's first seven-plus years in office, it will feature a calm and collected veneer even if masking the weight that he and his colleagues have been under all year. "He's done a good job in terms of keeping the Fed's independence, ignoring the noise and some of the questions he gets, and keeping it focused on the data dependency and the Fed's dual mandate," said Michael Arone, chief investment strategist at State Street Global Advisors. "He's taken the high road as it relates to the Fed's independence and some of the pressure he's clearly getting from the Trump administration. So I think that he'll continue to kind of walk that line." Indeed, President Donald Trump has kept up a near constant drumbeat against Powell and his colleagues. As he did during much of his first term, Trump has badgered Powell to lower interest rate cuts. But in recent days the president's attacks on the Fed have gone past mere monetary policy. Earlier this summer, the White House lashed out at the Fed for a major reconstruction project at its Washington, D.C. headquarters. That coincided with a period when Trump toyed with removing Powell, though he later backed off the idea. Then this week the administration trained its focus on Fed Governor Lisa Cook, accusing her of mortgage fraud regarding two federally backed loans she took. Amid the controversies, Powell could use the speech to at least take a swipe at the political distractions, even if he holds to past practice of not taking direct aim. "He's going to take a jab and talk about fed independence, because what does he have to lose really at this point?" said Dan North, senior economist at Allianz Trade North America. "It seems pretty clear that Trump can't legally fire him. He can certainly put all kinds of tremendous pressure on him. And I think it's an opportunity for Powell to say the central bank's got to stay independent, and that's what we're going to do." Beyond the politics there's policy, and that also will be challenge. The speech is billed as an "Economic Outlook and Framework Review," indicating Powell will take time to provide his views on broad conditions as well as discuss the Fed's long-term policy goals, a review that occurs every five years. Markets are expecting Powell to tee up a September rate cut. At each of his previous Jackson Hole speeches, starting in 2018, he indicated significant policy shifts. From pushing for quarterly cuts in that first speech to a pivotal switch in how it would view inflation in 2020 to last year's nod towards an aggressive September move, markets have taken their cues from the chair's keynote. Wall Street commentary reflects similar expectations this time around, if in somewhat subtler terms. "We do not expect Powell to decisively signal a September cut, but the speech should make it clear to markets that he is likely to support one," Goldman Sachs economist David Mericle said in a note. Kansas City Fed President Jeffrey Schmid, whose district hosts the Jackson Hole event, told CNBC on Wednesday that he isn't sold yet on a September cut and will need to see more data. In fact, only Governors Christopher Waller and Michelle Bowman have overtly signaled they favor a move next month. "We suspect that most FOMC participants who have expressed mixed feelings about cutting in September will be willing to support a cut if Powell pushes for one, but that he will think it more reasonable to make that case to them closer to the meeting with more data in hand," Mericle said. Key points to watch will be how Powell characterizes the labor market and his view on the inflation pass-through from Trump's tariffs. Shortly after the July Fed meeting, the Bureau of Labor Statistics announced meager job growth for July and even weaker gains for May and June. However, multiple policymakers have used the word "solid" to describe the labor market, indicating they see less urgency for rate cuts. Minutes from the July meeting indicated most FOMC members see a greater worry over inflation. Regional presidents Beth Hammack from Cleveland, Atlanta's Raphael Bostic and Schmid in Kansas City have expressed skepticism about the need for a September cut, a position that could rile Trump and upset the market. Powell "is likely to remain careful and not pre-commit in advance to a September cut, which could disappoint some investors," wrote Krishna Guha, head of global policy and central bank strategy at Evercore ISI. "Much of his speech may try to provide a steady medium- to longer-term framing for policy strategy and inflation control." That framing could be critical as well, and is getting little attention from Wall Street so far. Five years ago, against a backdrop of the Covid pandemic and protests over police brutality, the Fed adopted what it called "flexible average inflation targeting." Essentially, the framework change would allow the Fed to let inflation run hot if unemployment was higher, particularly for underrepresented groups. Over the next couple years, the Fed stood pat while inflation hit its highest level in more than 40 years. While most officials say the inflation targeting change did not play a role in the widely-held view that inflation was "transitory," the policy is likely to get a retooling, with the Fed returning to its previous inflation stance that included preemptive action if inflation appeared to be rising. "While the adoption of the new framework in 2020 was not the primary factor behind the Fed's delay and the substantial inflation overshoot, it contributed to this outcome," Matthew Luzzetti, Deutsche Bank chief U.S. economist, said in a note. "For this reason, we expect Powell's speech in Jackson Hole to highlight changes to the Fed's statement on longer-run goals that will reflect this reality. Specifically, we expect the speech to call for rolling back the 2020 modifications and restoring a primary role for preemption." Luzzetti added that the Friday speech "could arguably not come at a more important time" and he expects Powell to change his tone on the labor market. Powell's speech will be presented at 10 a.m. ET. The conference wraps up Saturday.
