Key amendments to banking laws come into force from August 1, 2025

Major provisions of the Banking Laws (Amendment) Act, 2025 will come into effect from August 1, 2025, according to a government notification issued this week. The changes mark a significant push to strengthen governance standards, improve depositor protection and raise audit quality across India's banking sector.
The Ministry of Finance, through Gazette Notification S.O. 3494(E) dated July 29, 2025, has notified the commencement of sections 3, 4, 5, 15, 16, 17, 18, 19 and 20 of the legislation, which was enacted on April 15, 2025.
The Banking Laws (Amendment) Act, 2025 introduces a total of 19 amendments across five major laws—the Reserve Bank of India Act, 1934; Banking Regulation Act, 1949; State Bank of India Act, 1955; and the Banking Companies (Acquisition and Transfer of Undertakings) Acts of 1970 and 1980.
Among the key reforms, the definition of 'substantial interest' has been significantly revised by raising the threshold from Rs 5 lakh to Rs 2 crore—a limit that had remained unchanged since 1968.
To align with the 97th Constitutional Amendment, the tenure of directors (excluding chairpersons and whole-time directors) in cooperative banks has been increased from eight years to 10 years, ensuring greater consistency in board-level appointments.
Public sector banks (PSBs) will now be allowed to transfer unclaimed shares, interest amounts and bond redemption proceeds to the Investor Education and Protection Fund (IEPF), aligning PSBs with provisions applicable to companies under the Companies Act. Another important measure enables PSBs to offer remuneration to statutory auditors—an effort aimed at enhancing the quality and independence of audits.
The government stated that the implementation of these provisions represents a decisive move towards modernising the regulatory and governance framework of Indian banking and bringing it in line with evolving global best practices.

Additionally, the court rejected the differential regulatory treatment for industrial sheds and educational buildings under the Environment (Protection) Act, 1986, underscoring the need for uniformity in environmental regulation, the statement said. Govt aims 50% rise in milk procurement with White Revolution 2.0: Amit Shah
The government is working to increase milk procurement by 50 per cent over the next five years under the cooperative-led White Revolution 2.0, Union Cooperation Minister Amit Shah said on Tuesday. Chairing the second meeting of the Parliamentary Consultative Committee, Shah outlined the government's ambitious plans for the cooperative sector, including the target of setting up 2 lakh multipurpose cooperative societies. So far, 35,395 new cooperative societies have been formed under this initiative. "The Ministry of Cooperation is committed to transforming cooperatives into vibrant and successful business units," Shah said, emphasising that the cooperative sector could pave the way to prosperity for landless and poor people. Under the White Revolution 2.0, significant progress has been made in strengthening the dairy sector. As many as 15,691 new Dairy Cooperative Societies have been registered while 11,871 existing ones have been strengthened, he said. The National Dairy Development Board (NDDB) and 25 Milk Unions across 15 states have signed MoUs to establish biogas plants in dairy cooperatives, according to a statement. The minister highlighted three national-level cooperative societies established for the sector's development. The National Cooperative Organic Limited (NCOL) handles certification, branding, packaging and marketing of farmers' organic products to ensure better prices. The National Cooperative Export Limited (NCEL) provides facilities for exporting farmers' products internationally, with full profits going to farmers. The Bharatiya Beej Sahkari Samiti Limited (BBSSL) focuses on conservation, storage and production of India's traditional seeds. Shah announced that the Modi government will enter into contracts with small farmers for traditional seeds to ensure they benefit from these initiatives. The ministry has undertaken over 100 initiatives in the past four years to strengthen Primary Agricultural Credit Societies (PACS), dairy, fisheries, cooperative banks, sugar cooperatives and governance systems. These include digital reforms, policy changes, financial support and institutional capacity building. The National Cooperative Policy-2025 provides a comprehensive roadmap for sustainable cooperative development, coordinating with government schemes like Pradhan Mantri Matsya Sampada Yojana (PMMSY) and National Dairy Development Program (NPDD) to strengthen the cooperative ecosystem at the grassroots level. During the meeting, the Ministry of Cooperation made a presentation to the committee on various initiatives taken in the last four years. The ministry informed that institutional mechanisms including Inter-Ministerial Committee (IMC), National Level Coordination Committee (NLCC), State Cooperative Development Committees (SCDC), and District Cooperative Development Committees (DCDC) have been established for effective implementation and monitoring. A significant development is the establishment of Tribhuvan Sahkari University through a Parliamentary Act, declared an institution of national importance. The university will integrate and standardise cooperative education and training in India while providing skilled human resources for the sector. Shah urged committee members to strengthen the dairy sector in their respective states to boost cooperatives. The ministry reaffirmed its commitment to empower cooperatives as engines of growth, equality and self-reliance in rural India.

Narendra Modi, Marcos unveil strategic push in Indo-Pacific theatre
India and the Philippines on Tuesday signed nine agreements, including a declaration establishing a strategic partnership, as well as terms of reference for talks between their respective armed forces and cooperation on the peaceful use of outer space. The strategic partnership was announced following talks in New Delhi between Prime Minister Narendra Modi and visiting Philippine President Ferdinand R Marcos Jr. The meeting came just a day after the Indian and Philippine navies wrapped up two days of joint exercises near the contested Scarborough Shoal in the South China Sea -- a region that remains a flashpoint in the long-running maritime dispute between Beijing and Manila. 'India and the Philippines are friends by choice and partners by destiny,' Modi said, standing alongside Marcos Jr. 'From the Indian Ocean to the Pacific, we are united by shared values. Ours is not just a friendship of the past; it is a promise to the future.' He added that maritime cooperation between the two nations was 'both natural and essential' for countries with strong seafaring traditions. Later, at a media briefing, P Kumaran, secretary (east) in the Ministry of External Affairs, reiterated India's long-held position on the South China Sea, describing it as 'clear and consistent', and emphasising New Delhi's 'abiding interest' in peace and stability in the region, which it views as part of the global commons. He also confirmed discussions are under way on developing submarine infrastructure in the Philippines. Modi said bilateral trade has been growing steadily and had recently crossed $3 billion. 'To further strengthen trade ties, it is our priority to review the India-Asean free-trade agreement at the earliest,' he said. 'We have also decided to work towards a bilateral preferential trade agreement.' India has also extended a one-year, gratis e-tourist visa facility to Filipino nationals. Marcos said the two countries had 'agreed to continue levelling up our collaboration in defence and security,' and pointed to India's growing defence manufacturing capabilities as a potential contributor to the Philippines' military modernisation. 'We will foster naval and coast guard interoperability via port calls, cooperative activities and capacity building in the maritime domain,' he said. India and the Philippines share strategic concerns over Beijing's growing assertiveness in the Indo-Pacific. Manila continues to face off with China over territorial claims in the South China Sea. Philippine military chief Romeo Brawner Jr has previously said Manila is considering further weapons procurements from India. The Philippines has already acquired a shore-based anti-ship missile system from BrahMos Aerospace in an 18.9 billion peso ($329 million) deal aimed at strengthening its coastal defences. Modi said the strategic partnership would pave the way for deeper engagement between their respective armed forces. He described the Philippines as an 'important partner' in India's Act East Policy and its MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) vision. 'We are committed to peace, security, prosperity and a rules-based order in the Indo-Pacific region. We support freedom of navigation in accordance with international laws,' the PM said. Under India's development partnership initiative, Modi said New Delhi would expand the number of Quick Impact Projects in the Philippines and collaborate on developing sovereign data cloud infrastructure. 'Today, while the President is in India, three ships of the Indian Navy are participating in a naval exercise in the Philippines for the first time,' he added. The PM also highlighted the role of Indian companies operating in the Philippines across sectors including digital technology, health, automotive, infrastructure, and minerals.
