New Delhi: In a major twist to the case involving the attack on Delhi Chief Minister Rekha Gupta, a CCTV footage dated August 19 has surfaced showing the accused, Rajesh Bhai Khimji Bhai Sakariya, conducting a recce and recording a video of the Chief Minister's Shalimar Bagh residence. The Delhi Police had arrested 41-year-old Rajesh, a resident of Rajkot in Gujarat, on Wednesday after he attacked the Chief Minister during the Jan Sunvai programme at her Civil Lines residence. The footage, though from her private residence in Shalimar Bagh, indicates that Rajesh surveyed the area in advance and even made a recording -- as claimed by Delhi Ministers Parvesh Verma and Manjinder Singh Sirsa that the assault was pre-planned. Meanwhile, details of Rajesh's criminal record have also emerged. According to police, at least five cases are registered against him at Bhaktinagar Police Station in Rajkot. He has been acquitted in four of them, while one case remains pending in court, with the next hearing scheduled for September 9. Police sources said Rajesh is currently being interrogated to ascertain the motive behind the attack. They added that the Gujarat Police have been contacted in connection with the case, while an official confirmation regarding further details of the accused is awaited. PWD Minister Parvesh Verma and Environment Minister Manjinder Singh Sirsa had earlier stated that the attacker pinned the Chief Minister to the ground by pulling her hair before security personnel and locals rushed to her rescue. For the unversed, Chief Minister Gupta holds 'Jan Sunvai' every Wednesday at her residence in Civil Lines. As scheduled, CM Gupta arrived at the event at 8 a.m. The incident occurred when she was listening to the people's grievances. When she approached Rajesh, he started shouting at her and grabbed her hand, as per the sources. This incident is being viewed as a significant lapse in her security. Additionally, the Delhi Police will conduct an internal enquiry into how the incident occurred despite tight security.

An FIR has been launched against the accused behind the attack on Delhi Chief Minister Rekha Gupta at her official residence in Civil Lines area during a 'Jan Sunwai' programme. 'Further investigation is going on. We are investigating it from all the possible angles,' said Delhi Police.(PTI) The case has been lodged under Section 109(1) (attempt to murder) of the Bharatiya Nyaya Sanhita (BNS) has been lodged at Civil Lines police station, Deputy Commissioner of Police (North) Raja Banthia said. Soon after the attack, the police arrested the accused, Sakriya Rajeshbhai Khimjibhai, a 41-year-old resident of Rajkot in Gujarat. He is being jointly interrogated by the IB and Delhi Police's Special Cell, a senior police officer said. "We are doing a joint interrogation with the IB, Special Cell and intelligence agencies. He had five criminal cases, including two assault cases involving knife attack and three under Excise Act," a Delhi Police official told PTI. 'The officer said that the accused, identified as Sakriya Rajeshbhai Khimjibhai, has been taken into custody and is being interrogated,' Banthia said. What had happened? Delhi's Bharatiya Janata Party (BJP) unit on Wednesday said that 'a mishap' happened while chief minister Rekha Gupta was in the middle of a 'Jan Sunwai' programme at her camp office in Delhi's civil lines. Delhi BJP president Virendra Sachdeva said the incident involved a man trying to pull the CM's hand, which led to some jostling during which 'maybe her head touched the edge of a table "a little'. The BJP leaders further said that she was examined by doctors and was stable. Talking to reporters after meeting the CM, Sachdeva said that CM Gupta is "shaken", but she is doing fine. The security personnel present at the even, reportedly overpowered the attacker and took him into custody. The ruling BJP as well as the opposition condemnded the incident. AAP leader Atishi condemned the incident and hoped the chief minister was safe and the police will take strong action against the guilty. Police sources, meanwhile, said that the Ministry of Home Affairs (MHA) is likely to review the security arrangements of CM Gupta after a detailed report of the incident is submitted by the police. CM Rekha Gupta has been provided 'Z' category security by Delhi Police. This is as per security guidelines of the MHA outlined in the 'Yellow Book', which details protection protocols for VIPs and VVIPs.

According to Delhi Police, Kimji has been booked under section 109(1) BNS, attempt to murder, at the Civil Lines police station. 'Accused has been taken into police custody. We are investigating it from all the possible angles,' Delhi Police said. Further investigation is going on. The Bharatiya Janata Party (BJP) sources told news wire PTI that the accused first gave Delhi CM Rekha Gupta some papers during the public hearing and then attacked her. Senior BJP leader Harish Khurana has told NDTV that the accused slapped the chief minister and also pulled her hair. The Chief Minister's office said in a statement, 'A person attacked CM Rekha Gupta during Jan Sunvai today. The accused has been nabbed by the Delhi Police and is being questioned.' People at the CMO privy to the incident told Mint that the attacker handed over a piece of paper to Rekha Gupta, 'started talking in a raised loud voice and also used expletives before slapping the CM.' Party president Virendra Sachdeva refuted claims of CM Rekha Gupta being 'slapped' , calling such reports 'fabricated.' He said doctors had examined Gupta and confirmed she was stable. 'This has caused some shock. I have met her, she is a strong woman. Jan Sunwai will continue. CM is resting right now but she has said that she will not cancel her programs,' he added. The Congress has condemned the incident but also questioned Delhi's governance, asking how ordinary citizens can feel safe if even the chief minister is not secure
