ADB announces $10 billion plan to transform India's urban infra, services
Asian Development Bank (ADB) President Masato Kanda has announced a five-year plan to mobilise up to $10 billion, including third-party capital, to enhance the India's urban infrastructure and services.
The plan was unveiled after Kanda's meeting with Prime Minister Narendra Modi. The plan will focus on metro expansions, new Regional Rapid Transit System (RRTS) corridors, and investments in sustainable urban development. "Cities are engines of growth," Kanda said after the meeting. 'ADB will mobilise capital, accelerate delivery, and scale solutions that keep India's urban economy moving and people thriving on the road to Viksit Bharat @ 2047.'
Backed by Urban Challenge Fund
At the heart of the initiative is support for India's flagship Urban Challenge Fund (UCF), which aims to attract private investment in city infrastructure. ADB will channel funds through sovereign loans, private sector financing, and technical assistance, including $3 million earmarked for developing bankable projects and building capacity in state and urban local bodies.
Recent analytical work by ADB has already laid the foundation for the UCF in 100 cities, focusing on growth hubs, creative city redevelopment, and water and sanitation improvements.
Urban transport, clean energy in focus
India's urban population is projected to exceed 40 per cent by 2030. Responding to this rapid growth, ADB will extend its existing urban transport footprint, which includes $4 billion committed over the past decade to metro and RRTS projects in eight cities. These include the Delhi–Meerut RRTS, Mumbai Metro, Chennai Metro, and Bengaluru Metro, designed to reduce congestion and improve access for marginalised communities, including persons with disabilities.
Kanda visited the Delhi–Meerut RRTS, India's first of its kind, and met women who benefited from project-linked skills training. He also toured Gurugram-based ReNew Power to discuss strengthening partnerships in renewable energy.
Commitment to rural development
Earlier this week, Kanda met Union Finance Minister Nirmala Sitharaman and reiterated ADB's readiness to lend between $4 billion and $4.5 billion annually in sovereign loans, along with $1 billion in private sector funding. ADB will also intensify support for rural development, including food system improvements, entrepreneurship, and employment generation.
'Our shared agenda centres on urban transformation, private sector development, and skills programmes that strengthen India's manufacturing base,' Kanda said.
ADB's long-term partnership with India
Kanda also met Union Housing and Urban Affairs Minister Manohar Lal Khattar to explore expanding metro networks, transit-oriented development (TOD), and scaling rooftop solar projects. ADB is engaging with CEOs from infrastructure, finance, agriculture and social sectors to attract greater private participation in infrastructure growth.
Under ADB's country partnership strategy for India, 2023–2027, it stands ready to provide more than $5 billion in financing each year, including about $1 billion in nonsovereign operations to catalyse additional private investment.
ADB, which began operations in India in 1986, has committed $59.5 billion in sovereign lending and $9.1 billion in nonsovereign investments as of April 2025. The active sovereign portfolio comprises 81 loans totalling $16.5 billion as of April 2025.

Startups leverage distribution chops to gain ground in general insurance
Live Events As insurance penetration in India remains a challenge, more startups are looking to leverage their distribution capabilities to grab a chunk of the general insurance startups including bike-taxi platform Rapido, wealth-tech firm IndMoney and vehicle services firm Park+ have already secured or are in the process of applying for a corporate agency licence , which allows companies to tie up with 27 insurance companies across life, general and health to distribute their is currently seeking an approval from the Insurance Regulatory and Development Authority (IRDAI) for a composite corporate agent licence, aiming to offer insurance products to both drivers and customers, according to two people in the know.'Rapido is planning to take a corporate agency registration from IRDAI (Insurance Regulatory and Development Authority) to be able to distribute insurance products to its drivers…it has already set up a new subsidiary for this purpose,' one of the people cited above Bengaluru-based company incorporated a new subsidiary last month and approved a resolution to undertake 'the insurance business as a corporate agent (composite) in respect of all classes of insurance, including motor insurance, general insurance, health insurance and life insurance,' according to a filing made with the Registrar of Companies (RoC). ET reported on March 12 that Rapido is expected to launch its food delivery service to compete with Zomato and Swiggy. Presently, the mobility firm fulfills almost 3-3.5 million ride hailing trips and parcel deliveries per plans in insurance reflect a similar strategy that was adopted by ride-hailing major Ola , a few years ago. The Bengaluru-based company had launched a full-stack insurance offering for its driver partners and its customers. Ola was also selling trip insurance to customers taking rides on its a similar move, vehicle-management platform Park+ is vying for a full-stack insurance distribution business. The company got the corporate agency licence in March and is looking to complete its integrations with around three to four insurance companies.'For us insurance is an ancillary business opportunity, something that is important for our customers. We are starting with vehicle insurance and the plan is to build an end-to-end process for our customers on the app from buying to service and claims support,' said Amit Lakhotia, founder, Park+.A senior industry insider told ET that for startups operating in the vehicle management or ride hailing space, car insurance is a big opportunity given the government mandate in this sector. However, he added, that buyers in this sector are extremely cost conscious which makes the viability of the business a challenge.'Since car insurance is a mandatory product many vehicle owner buys the cheapest product available, which means that innovating on new products becomes a challenge for tech startups,' he added. Industry estimates suggest more than 90% of the vehicle insurance business is still driven by offline agents and car sellers, that is the market these players intend to target. ET reported in November last year that fintech major Cred, which also has a corporate agent licence, is looking to monetise its vehicle management platform Cred Garage through insurance distribution. Cred Garage allows its users to manage their vehicles from tracking challans to getting services to renewal of which wants to get the entire country insured by 2047, is open to getting startups to distribute more of the insurance products so the market companies have also opened up for more such tech partnerships given these platforms have captive customers who can be acquired relatively mid-sized fintechs are lapping up this opportunity to turn into insurance distributors. While the likes of PhonePe, Amazon Pay and Paytm are large distributors already, players like credit distribution startup Freo and wealth management platform IndMoney have also gotten into this space. IndMoney has already partnered with 13 insurance companies to distribute all forms of insurance products to their to a detailed query by ET, Rapido said, "We would like to clarify that our current strategic focus remains on our core operations, and we have no plans to enter the insurance business.'

TPG, Apax, Primerica eye minority stake in Tessolve Semiconductor at $300 mn valuation
MUMBAI : Bengaluru-based Tessolve Semiconductor Pvt. Ltd is in talks with global private equity (PE) firms Apax Digital, TPG, and Primerica, among others, to sell a minority stake for growth capital, according to three people with knowledge of the development. The PE firms are eyeing 30-40% stake in the semiconductor services company at a valuation of around $300 million, the people cited above said on the condition of anonymity. 'Currently, the due diligence is on," the first person said. 'Binding bids will take some time." The second person said that global investment bank Jefferies has been appointed to help the company raise capital. 'The capital will help the company grow its business inorganically and expand into newer categories and also grow its geographical presence," this person said. 'It is looking for a PE partner to help it with growth capital." According to the second person cited above, the company is clocking around $20-25 million in annual operating income (Ebitda or earnings before interest, tax, depreciation and amortisation). 'It is seeking around 17-18 times its Ebitda as valuation," the person added. The company is projecting annualised growth rate of around 20-25% over the next few years. In FY24, the Ebitda was ₹130.81 crore on a consolidated basis, according to VCCEdge. Earlier, Tessolve in 2021 reportedly raised $40 million from Singapore-based private equity firm Novo Tellus Capital Partners at a $100 million valuation, and used the funds for acquisitions and expansions. Spokespersons for Jefferies, TPG and Apax Digital declined to comment. Emails to Hero Electronix, Novo Tellus, Primerica, and Tessolve Semiconductor remained unanswered till press time. Serving the semiconductor ecosystem Founded in 2004 by a group of tech entrepreneurs and acquired by Hero Electronix in 2016, Tessolve provides top global semiconductor product companies with semiconductor IC (integrated circuit) design, test and product engineering, PCB (printed circuit board) design, failure analysis and systems design. In an interview with Mint last year, Chinamilli, co-founder and chief executive of the Bengaluru-based company said Tessolve is mulling an initial public offering (IPO) in some time. 'An IPO is definitely on the table, not right now but in three, four years from now," he had said then. Its solutions help semiconductor manufacturing and packaging companies accelerate their products to market, as it removes the need for them to make their own investments into design, engineering and testing chips.
