NADRA shuts down CNIC services at GPOs nationwide

The National Database and Registration Authority (NADRA) has discontinued identity card-related services at General Post Offices (GPOs) nationwide, citing low public utilisation and lack of awareness, Express News reported.
Initially launched three years ago as a government initiative, the collaboration between NADRA and Pakistan Post aimed to facilitate citizens with easier access to services such as CNIC renewal, address updates, and marital status changes through dedicated counters at post offices.
However, NADRA has now ordered the closure of all such counters, directed staff to return equipment and deposit collected fees. Ready CNICs are to be immediately handed over to applicants before counters are fully dismantled.
A NADRA spokesperson confirmed the decision, stating, 'Due to the extremely low number of applicants at post office counters, the facilities have been shut down. The equipment will be transferred to union councils in the upcoming fiscal year.'
Despite offering key services like address updates, renewals, and photo/signature modifications, the initiative failed to gain public traction. Officials attributed the limited turnout to inadequate public awareness.
The counters, which were operational in major cities including Karachi since February 2022, were part of a 10-year agreement between NADRA and Pakistan Post. Only three years in, the programme has now been discontinued, affecting roughly 83 counters across all four provinces and Azad Kashmir.
In Karachi alone, counters set up at 10 major post offices — including II Chundrigar Road and Saddar GPO — have been shut down. These counters had helped ease pressure on NADRA centres by reducing queues.
Sources noted that while the service helped reduce congestion at NADRA offices, many citizens were unaware of the availability of these facilities at post offices. 'Most people didn't know such services existed,' said one official.
NADRA and GPO authorities had reportedly planned public awareness campaigns through social media and other channels, but these efforts never materialised at scale.
The NADRA spokesperson confirmed that the equipment from the now-closed counters will be reassigned to local union councils to improve decentralised service delivery.

Alleged involvement in corruption: FIA registers case against former Nadra chairman, others
ISLAMABAD: The Federal Investigation Agency (FIA) has registered a case against former chairman National Database and Registration Authority (Nadra) Muhammad Tariq Malik and others for their alleged involvement in corruption and corrupt practices. According to the first information report (FIR) registered by the agency's Anti-Corruption Wing (ACW) an enquiry was initiated on complaint of Malik Muhammad Afzal, joint secretary Ministry of Interior against Nadra officials that Transparency International Pakistan (TIP) submitted a complaint on allegations of violation of PPRA Rules 2004 in award of contract of 30 million Smart Cards worth $29.7 million on single bid basis against the market price of $0.2970 in China ( three cent per card) at a loss of at least 25 million to national exchequer for procurement of tender no: 13/2022. Public Procurement Regulatory Authority (PPRA) has also conducted a detailed inquiry and submitted report to Ministry of Interior in this regard, it says. It says that during enquiry it is found that as per PPRA enquiry, criteria/technical specifications and experience clauses were allegedly enhanced to facilitate a specific company M/s SELP. In this procurement, the price increased by 31 cents per smart card as compared to previous procurement of year 2020, it says, adding that as price was continuously decreasing from year 2013 to year 2020 due to factors like time and technology advancement. According to allegations in TIP loss to national exchequer is $25 million USD, however, in the light of comparison between purchase orders of year 2013 to 2022 loss to national exchequer is approximately 31 cent per smart card for purchase order of 30 million smart cards during procurement of tender 13/2022. This exorbitant increase in price of smart card was only to get kick-backs and commission from vendors which has resulted in loss of millions of US dollars to national exchequer. Based on the sufficient oral and documentary incriminating evidence collected, it is crystal clear that accused persons in connivance with each- other are found involved in corruption and corrupt practices as well as criminal misconduct and criminal breach of trust as they have misappropriated Nadra funds; and they have also obtained illegal pecuniary benefits/gains by corrupt and illegal means and therefore, have committed offences u/s 409/109/420/468/471/34 PPC r/w section 5(2) 1947 PCA. NA panel identifies absence of deadlines as critical obstacle to project execution
ISLAMABAD: The National Assembly Standing Committee on Poverty Alleviation identified the absence of defined timelines in the sub committee's report as a critical obstacle to project execution. To address this, the committee resolved to summon the governor State Bank of Pakistan (SBP) and private bank presidents in the next session to establish clear deadlines. The committee met with Mir Ghulam Ali Talpur in the chair at the Parliament house on Tuesday. The committee reviewed the progress on poverty alleviation initiatives, assess project implementation timelines, and address institutional challenges hindering effective service delivery. The delays in a pilot project were attributed to system integration issues, with completion expected by July. The upcoming meeting, scheduled after the budget session, will also include the finance secretary and the secretary of industries for further deliberations. On social welfare initiatives, the committee reviewed the Prime Minister's Ramazan Relief Package, under which, 2.7 million out of 3.5 million eligible families received financial assistance via digital wallets and CNIC-based biometric verification. The State Bank's regulatory framework was credited for facilitating secure disbursements. However, the Benazir Income Support Programme (BISP)'s staffing shortages due to the federal government hiring freeze were flagged as a major operational hurdle, with over 1,100 vacancies remaining unfilled. The Ministry of Finance was urged to expedite resolutions to prevent service disruptions. Regarding foreign-funded programmes, the Poverty Alleviation Ministry confirmed that no active USAID linked projects but was directed by the committee to submit a full report on all externally financed initiatives, including participating organisations. The committee also emphasised the need for a national poverty reduction framework, integrating federal, provincial, and NGO efforts while ensuring compliance with national security priorities. With 18,000 NGOs currently working in the country, but fewer than 1,000 registered, the committee called for stricter oversight to prevent misuse of funds and safeguarding of national interests. NADRA keeps the deceased alive in its records
Long after families have fulfilled the last rites of their deceased loved ones, many remain alive in NADRA's official records thanks to delays in the cancellation of their national identity cards, which create unnecessary inconveniences for the surviving kin. One such citizen was Majid Hussain, who was facing difficulties selling his late father's property. "When I tried selling the shops registered under my father's name, a person claimed that the shops were mortgaged for a loan of Rs5 million. He even presented forged documents. Despite a case filed in court, the issue remains unresolved since my father's ID card was not cancelled in NADRA's records," lamented Hussain. Similarly, Nabeela Kausar faced issues updating her surname on her CNIC since her father's death was not registered with NADRA. "I visited the NADRA office to replace my father's name with my husband's name but was asked to provide my parents' original CNICs. When I informed them of my parents' death, the officials instructed me to cancel their CNICs before updating my record," claimed Kausar. According to the National Database & Registration Authority (NADRA), despite the registration of over 100 million deaths in the provincial civil registration and management system, the identity cards of these individuals have not been cancelled in NADRA's records, instigating a host of legal and administrative problems for the kin of the deceased. Conversely, the failure to cancel the deceased individuals' CNICs has led to irregularities in various welfare programs as well. In the Punjab Government's Ramadan Nigahban Program, hundreds of cheques worth Rs10,000 were issued in the name of individuals who had passed away, depriving many families from receiving aid. Legal experts believe that the failure to cancel a deceased person's identity card can create a host of problems for their heirs. While this can prevent many legal heirs from obtaining property, it can also enable forgery, allowing unauthorized individuals to seize properties or withdraw money from bank accounts. Furthermore, if a government employee's identity card is not canceled, their pension and other benefits can be obtained illegally. In addition, there is a risk of electoral irregularities due to the inclusion of deceased persons in the voter list in the records of the Election Commission. Senior lawyer Altamash Saeed informed this correspondent that NADRA's records were linked to various government databases. "If a person's death is not registered, it can create complications in immigration and other legal matters. Hence, NADRA should empower local union councils to directly update birth, death, marriage, and divorce records in NADRA's database. This would help citizens avoid unnecessary difficulties," opined Saeed. Reportedly, NADRA has introduced an SMS notification system to involve citizens in the posthumous process, informing close relatives of deceased individuals to visit NADRA registration centers to cancel their identity cards. A public awareness campaign is also underway, utilizing social media, print, and electronic media to disseminate this information. Under new regulations, the parents, spouse, children, siblings, or other close relatives listed in the deceased's family record can cancel the ID card. The required documents include the original ID card or its number, a computerized death certificate issued by the Union Council, Cantonment Board, or Tehsil Municipal Office, and a burial certificate. "Canceling an identity card is free of charge, and the cancellation certificate is issued within seven days. To prevent misuse, the original identity card is destroyed at the NADRA registration center. Authorities urge citizens to take timely action to prevent potential forgery and ensure the accuracy of government records," claimed officials from NADRA.
