NADRA shuts down CNIC services at GPOs nationwide
The National Database and Registration Authority (NADRA) has discontinued identity card-related services at General Post Offices (GPOs) nationwide, citing low public utilisation and lack of awareness, Express News reported.
Initially launched three years ago as a government initiative, the collaboration between NADRA and Pakistan Post aimed to facilitate citizens with easier access to services such as CNIC renewal, address updates, and marital status changes through dedicated counters at post offices.
However, NADRA has now ordered the closure of all such counters, directed staff to return equipment and deposit collected fees. Ready CNICs are to be immediately handed over to applicants before counters are fully dismantled.
A NADRA spokesperson confirmed the decision, stating, 'Due to the extremely low number of applicants at post office counters, the facilities have been shut down. The equipment will be transferred to union councils in the upcoming fiscal year.'
Despite offering key services like address updates, renewals, and photo/signature modifications, the initiative failed to gain public traction. Officials attributed the limited turnout to inadequate public awareness.
The counters, which were operational in major cities including Karachi since February 2022, were part of a 10-year agreement between NADRA and Pakistan Post. Only three years in, the programme has now been discontinued, affecting roughly 83 counters across all four provinces and Azad Kashmir.
In Karachi alone, counters set up at 10 major post offices — including II Chundrigar Road and Saddar GPO — have been shut down. These counters had helped ease pressure on NADRA centres by reducing queues.
Sources noted that while the service helped reduce congestion at NADRA offices, many citizens were unaware of the availability of these facilities at post offices. 'Most people didn't know such services existed,' said one official.
NADRA and GPO authorities had reportedly planned public awareness campaigns through social media and other channels, but these efforts never materialised at scale.
The NADRA spokesperson confirmed that the equipment from the now-closed counters will be reassigned to local union councils to improve decentralised service delivery.

KARACHI: Sindh cabinet has approved a series of wide-ranging reforms, including the launch of CNIC-based vehicle registration, the transfer of MDCAT examination responsibility to IBA Sukkur, and a province-wide reassessment of 3,371 protected heritage buildings. The Cabinet meeting held at the CM House Thursday with Chief Minister Syed Murad Ali Shah in the chair, was attended by provincial ministers, advisors, special assistants, the chief secretary and the concerned secretaries. The Cabinet also gave the green light to register seized government vehicles with altered chassis, establish Vehicle Fitness Inspection Centres, and grant a final extension in service and salary payments for COVID-19-era technical and supporting staff. The meeting, held at CM House Thursday, was attended by provincial ministers, advisors, special assistants, the chief secretary and the concerned secretaries. The Sindh Cabinet reviewed a proposal by the Excise department to introduce a CNIC-based vehicle registration system, along with Personalized Registration Marks (PRMs). The new system will link registration marks directly to a vehicle owner's CNIC rather than the vehicle's chassis, allowing owners to retain and reuse their personalized number plates even after selling their vehicle. The Vehicle Identification Number (VIN) will now be based on the chassis number, which remains the permanent identifier of the vehicle. Under the proposed model, number plates will be retained by owners, and upon sale of a vehicle, the plate is detached from the chassis and can be reassigned. If not retained, the number will be surrendered for auction or re-issuance. The Cabinet, in principle, approved the CNIC based registration model and its legal amendments to bring Sindh's system in line with global best practices and recent reforms in the Islamabad Capital Territory. The Sindh Government also proposed Standard Operating Procedures (SOPs) for the registration of confiscated or seized government vehicles with tampered chassis or cut-and-weld alterations. In a significant step toward preserving Sindh's architectural legacy, provincial Cabinet approved the formation of a committee or multiple committees of experts to reassess the 3,371 buildings currently declared as Protected Heritage across the province. These heritage sites were originally identified and notified under the Sindh Cultural Heritage (Preservation) Act, 1994. An Advisory Committee was constituted to guide preservation efforts. Subsequent surveys, including one by NED University in 2008–9 and a departmental re-survey in 2017–18, led to the declaration of 3,371 sites as Protected Heritage based on their architectural and historical significance. The Sindh cabinet approved an important amendment to the Sindh Boards of Intermediate and Secondary Education (Amendment) Act, 2025, enabling the appointment of BS-19 and BS-20 officers as Chairmen of the education boards across the province. The new amendment to Section 15(1) now permits the appointment of BS-19/20 officers by transfer as Chairmen. The Chairmen will continue to serve a three-year term, with eligibility for reappointment. The Controlling Authority retains the power to make appointments either by direct recruitment or transfer. The Sindh Cabinet considered proposals regarding the Government of Sindh's 16 per cent shareholding in Pakistan Textile City Ltd (PTCL), a failed industrial project on 1,250 acres within Port Qasim. The Port Qasim Authority (PQA) has offered to buy out all shareholders at Rs 10 per share and take over PTCL's liabilities.

Major reforms in transport, education win cabinet's nod
The Sindh cabinet on Thursday approved a string of key policy measures and development initiatives aimed at improving administrative efficiency, ensuring road safety, reforming education governance, and preserving the province's heritage. The cabinet meeting, presided over by Chief Minister Murad Ali Shah, granted in-principle approval to the Excise and Taxation Department's proposal for launching a new vehicle registration system linked to Computerised National Identity Cards (CNICs). Under the proposed model, personalised registration numbers will be assigned to vehicle owners rather than chassis numbers, allowing owners to retain their number plates even after selling their vehicles. Officials said the initiative, which aligns with international practices, would enhance tracking, facilitate tax compliance, and improve vehicle ownership records. The cabinet also approved the necessary legal amendments to implement the CNIC-based registration framework and directed the department to launch a pilot project before rolling it out across the province. The cabinet also approved the establishment of vehicle fitness centres for commercial vehicles across the province. The centres will be set up by Wah Industries Limited, with the first phase covering Karachi, Hyderabad and Sukkur. More centres will be established in other districts in subsequent phases. Legal amendments will be introduced to make fitness certification mandatory for commercial vehicles, while private vehicles will not be subject to the same requirement. The cabinet also gave nod of approval for a procedural mechanism for registering government vehicles with modified chassis or confiscated units, allowing federal and provincial agencies to register such vehicles under designated series. A committee headed by the excise minister will finalise the legal framework. The cabinet sanctioned a fresh resurvey of 3,371 historical buildings across the province, many of which are said to be in poor condition. An amount of Rs20 million has been allocated for the initiative. Expert committees will be formed to assess the status of each site and recommend necessary restoration and conservation measures. The cabinet also okayed an amendment to the rules governing educational boards, allowing officers of BS-19 and BS-20 to be appointed as chairpersons. Earlier, only BS-21 officers were eligible for the position. The move aims to ease recruitment bottlenecks and improve administrative efficiency in the education sector.

The provincial cabinet gave its nod to a new policy concerning the Medical and Dental Colleges Admission Test (MDCAT), reassigning the responsibility of conducting the exam to Sukkur IBA University under the provisions of the PMDC Act, 2022. According to the new rules, candidates will be required to furnish Sindh domicile, juvenile card or biometric verification to appear for the test. Entry and merit criteria will be strictly in line with the Pakistan Medical and Dental Council (PMDC) regulations. Officials said the decision to reassign the MDCAT to Sukkur IBA was taken in view of the need for standardisation and administrative continuity.
