
Delhi: PWD to conduct structural audit of IIT, Modi Mill and RTR flyovers
The tender also seeks hydrological and structural consultancy to widen and develop a 300-metre road stretch near the New Ashok Nagar metro station by constructing three new culverts. The tenders are expected to open on July 24, and the consultancy award will follow shortly thereafter. With 540 days to complete the audit and associated consultancy, actual repair work is expected to begin by early 2026.
'Most of the flyovers along the Ring Road and Outer Ring Road are at least 15 years old and are showing signs of aging. Some have developed surface cracks and others need the expansion joints to be replaced. A comprehensive structural audit is required for this. We will need to gradually do this exercise for most of the flyovers that have not been repaired in recent years,' said a PWD official.
Urgent problems fixed in May
PWD in May conducted a basic audit of all 100 flyovers in Delhi and found that the Modi Mill flyover needs patchwork, plastering and painting along with an improvement of the central verge. The audit found that the old RTR flyover's crash barriers were missing and greenery of the central verge was not maintained. These problems were fixed immediately, officials said.
'After that audit we decided to do a comprehensive repair work on these flyovers after more scientific audits. So the work is being started now,' a second official said.
The structural audit involves a battery of high-end non-destructive and semi-destructive tests on the flyovers. These include rebound hammer and ultrasonic pulse velocity tests for concrete strength, carbonation depth measurements, core extraction, resistivity and pH analysis, load test and advanced 3D reinforcement scanning using Ground Penetrating Radar (GPR).
Officials said that the consultant will also have to prepare construction drawings for a fresh baseline assessment and identify areas that require urgent retrofitting or strengthening. The consultant will then prepare a detailed estimate, draw up tender documents for rehabilitation, inspect execution, and issue a safety certificate post-completion.
'This four-stage approach will ensure that all structural vulnerabilities are identified and addressed comprehensively,' the official added.
Road along New Ashok Nagar metro station
The site, located between Holiday Inn Crossing and the Metro station, requires careful hydrological planning due to proximity to major stormwater drains and heavy footfall, officials added. The culverts will be designed to improve both vehicular and pedestrian movement and will include footpaths, road markings, and crash barriers.
The consultant will be tasked with soil investigation, structural design, preparing good-for-construction drawings and ensuring coordination with multiple agencies. Officials said that the work from audit to completing repairs will be completed in a year-and-a-half.
HT recently conducted a spot check of the Outer Ring Road stretch with a traffic engineering expert, S Velmurugan, chief scientist and head of traffic engineering division of Central Road Research Institute (CRRI), and found that at the Modi Mill Flyover, there was no auxiliary lane for acceleration and deceleration, no speed table for at grade crossing, leading to accidents, inadequate signage and road marking and bus stop right after exiting the loop on one side. These were some of the reasons for persistent traffic at the point.
Similarly, at IIT flyover, it was found that gore area treatment was not done, anti-glare treatment at median was required and the signage and markings were inadequate.
'Overall most of these flyovers need gore area treatment near entry/exit of flyovers and loops, properly designed signages, reassurance signages, road markings with two component two plastic paint and improving the geometrics of the loops/ramps and interchanges. Flyovers with restricted medians width need anti-glare treatment in the absence of plantation,' Velmurugan said.

Play areas, open gyms, public libraries, and even car cleaning services: these amenities could soon spring up under a flyover near you. Under a new project, the Public Works Department (PWD) has kicked off preliminary work to transform neglected, garbage-strewn areas beneath several flyovers into vibrant, safe, and inclusive public spaces. Officials said the Delhi government plans to revamp these spaces under a Public-Private Partnership (PPP) model. 'Each flyover space will feature a themed design,' an official stated. There are over 93 flyovers in the city — three under the Flyover Zone, 38 in the South Zone, and 25 in the North Zone. The PWD has now floated tenders to appoint a consultancy service for the project. Once selected, the consultancy will provide a range of services: preparation of a detailed design brief in consultation with the client, evaluation and analysis of the proposed site, and identification of thematic guidelines for each location. The consultant will also frame architectural and signage development guidelines to shape the overall look and feel of the space, officials said. Officials added that after the plan and detailed project report are prepared, the department will invite bids from private companies for beautification and maintenance. Officials said the under-flyover areas may be developed into play areas, open gyms, or libraries for public use. The department may also explore options like setting up car cleaning services in these spaces, allowing companies to generate revenue while maintaining the site. They also clarified that while the repair and strengthening of flyovers will continue to be managed by PWD, the selected agency will be responsible for maintaining cleanliness, removing encroachment below the flyovers, increasing greenery through plantation, and removing defacement and posters from flyover walls. 'This initiative seeks to transform these underutilised areas into functional public amenities that encourage community interaction and improve urban livability. The objective of this exercise is to propose sustainable, inclusive, and context-sensitive design solutions that not only reflect the unique character of each location but also contribute to the broader urban fabric of Delhi,' said an official. Earlier in April, PWD Minister Parvesh Sahib Singh had said the department was planning to come up with a policy called 'Adopt a Flyover'. 'We noticed that huge spaces under several flyovers are in poor condition, with garbage and waste, and many of them are encroached upon… So, we are planning an 'Adopt a Flyover' policy to utilise these areas through CSR initiatives by private companies and institutions,' he had said. 'Beautification through paintings and street art on pillars and flyover walls will also be done under these initiatives… This initiative will give an aesthetic look along with beautification. It will also showcase Delhi's roads in a positive light and enhance the experience for commuters traveling on these stretches,' Singh had also said.

Centre to monitor maintenance of Goa highways through app
Image for representation Panaji: Repairs of damaged highways across Goa and their maintenance, carried out by contractors during the defect liability period, will now be centrally monitored by officials of the Union ministry of road transport and Highways (MoRTH) for their quality and timely delivery through an app. The state public works department (PWD) has already received instructions from the ministry to come on board the app, which became operational on July 21. This app is in addition to the 'NHAI One' app, which monitors the progress of highway projects, ensuring timely execution. Over Rs 14,000 crore was sanctioned over the last few years by the MoRTH for highway expansion and upgrading in Goa. Works worth another Rs 3,000 to Rs 4,000 crore were sanctioned recently. The ministry wants to be able to monitor the effective maintenance of this infrastructure developed through a huge investment. 'The new app is to ensure better internal management of national highways. Central and state officials will be trained in its use. MoRTH has also formed a WhatsApp group for quick information and interaction between maintenance teams and officers for an integrated approach towards highway maintenance management,' said an official. The mobile application also allows geo-fencing, and central officials will monitor works carried out in Goa through automated reports and using a comprehensive dashboard. 'The application facilitates timely updates and verification of defect rectification, manages timelines and penalties, standardises inspection processes, and enhances communication via notifications. The module is specifically designed for works executed by state govts and project implementation units of MoRTH under maintenance contracts, as well as for maintenance during the defect liability period,' said the state official. ''NHAI One' streamlines the management of highway projects, improving overall efficiency and addressing both citizen complaints and on-site project requirements. The 'Rajmargyatra' app is citizen-centric and provides information about the highway, toll plaza, nearby amenities such as petrol pumps, hospitals, charging stations, weather updates, etc. The new app is for efficient internal management of highway works already carried out,' said the official. Additional funds released for Giri river bridge
Solan: Aimed at strengthening road connectivity between Pachaad and Rajgarh in Sirmour district, the state govt has released an additional amount of Rs 3.5 crore for the construction of a bridge over Giri river. A spokesperson of the public works department (PWD) said on Sunday that the funds were sanctioned following the directives of chief minister Sukhvinder Singh Sukhu, who has consistently emphasised the importance of rural infrastructure development in ensuring balanced growth across the state. Once completed, this bridge will provide significant relief and seamless connectivity to thousands of residents, especially the gram panchayats of Karganoo, Rajgarh, Tikker, Pabiyana, Drabli, Wasni, and Daron Devriaya, said the spokesman.
