Express View: Talking to Taliban

When the Taliban took over Afghanistan in August 2021, India responded with caution. A few days into the takeover, New Delhi withdrew its ambassador and diplomatic staff from Kabul and suspended direct engagement. Realising that a stringent no-talk policy was impractical, India started to gradually open channels of communication. The reopening of the Indian embassy in June 2024 was followed by a public meeting in January this year between Foreign Secretary Vikram Misri and Afghanistan's acting Foreign Minister, Amir Khan Muttaqi, in Dubai. Amidst these developments, since August 2021, India has been regularly delivering wheat, pesticides, medical supplies and other forms of aid. Even in the Union Budget for 2024-25, there was an allocation of Rs 100 crore for assistance to Afghanistan. The first-ever ministerial-level conversation between External Affairs Minister S Jaishankar and Muttaqi on Thursday should be seen as the next logical step in the incremental outreach by both countries. The phone call took place days after the India-Pakistan ceasefire following the Pahalgam terror attack, which was unequivocally condemned by the Taliban regime.
Traditionally, Delhi and Kabul have had warm ties, barring the years of Taliban 1.0 (1996-2001), when India saw it as a proxy for Pakistan's strategic interests. But relations between the Taliban and Pakistan have been deteriorating rapidly, primarily driven by issues over the Tehrik-i-Taliban Pakistan, operating along the Afghan-Pakistan border. Realising that it does not have a hold on the Taliban any more, Rawalpindi has been trying to drive a wedge between India and Afghanistan. In a post on X, Jaishankar welcomed Muttaqi's 'firm rejection' of Pakistan's 'recent attempts to create distrust between India and Afghanistan through false and baseless reports' — a reference to reports in Pakistan that Indian missiles had hit Afghanistan during Operation Sindoor. Amid a widening rift between Taliban 2.0 and Pakistan, India needs to keep communication lines open and prevent Afghanistan from becoming a sanctuary for anti-India terror groups.
There is no denying that the Taliban continues to be an autocratic regime with little regard for human rights, especially the rights of women. That is why India is yet to recognise the Islamic Emirate of Afghanistan. Indeed, increased engagement risks undermining India's moral stand. But to not engage at all carries risks, too. China has signed significant investment and security agreements with the Taliban, including a $540-million oil extraction deal. Within the power politics of South Asia, given the China-Pakistan-Bangladesh axis, a Kabul-Beijing entente would be a matter of concern. India does not have the power to alter Afghan politics and society, but it has to deal with whoever sits in Kabul.

"When I proposed extending the Kochi Metro to Thrissur, many mocked the idea. Now, the line is reaching Angamaly. Regional Rapid Transit System (RRTS) is the most suitable urban transit solution for the state. A coastal rail link connecting Edappally, Kodungallur, Chavakkad, and Tirur is still viable," he said. On the semi-high-speed rail project proposed by Metro Man E Sreedharan, Gopi said the railway ministry is still examining the proposal, although no final decision has been made. The minister emphasized that under Prime Minister Narendra Modi's leadership, India is progressing towards the goal of becoming a developed nation by 2047. "The Modi govt pulled over 25cr people out of poverty. The Pradhan Mantri Garib Kalyan Anna Yojana ensured food security for more than 81cr people. Under the Pradhan Mantri Awas Yojana, over 40 lakh houses were built for the underprivileged, and more than 10.33cr women received free LPG connections through the Ujjwala Yojana," he added.

During a media briefing celebrating the 11th year of Narendra Modi's govt, he dismissed claims of increased infiltration from Bangladesh, crediting the improved situation to effective security measures. He confirmed that these issues have been brought to the attention of the Union home ministry and security agencies. Under Har Ghar Jal Yojana, household tap water access increased from 3% to 86%. Regarding healthcare and welfare, Ayushman Bharat settled claims worth Rs 239 crore, leading Tripura to develop its own health programme. Shimla: Chief minister Sukhvinder Singh Sukhu on Tuesday said the state govt would raise the issue of starting the Kailash Mansarovar Yatra from Shipki La in Kinnaur district with the central govt. "I will meet the Prime Minister and present this matter before him. Shipki La will be the easiest route for the Kailash Mansarovar Yatra," Sukhu said while addressing the public gathering after the launch of border tourism activities at Shipki La – a high-altitude 3,930-metre motorable mountain pass bordering India and China in the tribal district of Kinnaur. The CM said at the border, the state govt had eased restrictions for tourists to enjoy the beauty of Shipki La, and the tourism activities here would strengthen the economy of the local people along with boosting tourism in the region. The state govt had requested the Union ministry of defence to grant permission for starting tourism activities in the border areas of Lepcha, Shipki La, Giu, and Rani Kanda. After the approval for the same, the border tourism initiative has been launched, he added. The centuries-old trade route between India and Tibet, Shipki La, was closed for trade in 2020. Also, the matter of setting up an airport to promote tourism in the border areas will also be pursued before the Union govt. The state govt will urge the Centre to abolish the inner line check post of the military and paramilitary forces, which currently creates permit-related obstacles for the tourists, said Sukhu. Special attention is being given to promoting seamless travel and improving the experience of tourists, under which cooperation with the Army and paramilitary forces will be emphasised, he added. The Wangtu-Atargu-Mud-Bhaba road connecting Lahaul-Spiti district to Kinnaur has been approved by the National Wildlife Board, thus paving the way for its construction. It will reduce the distance between Shimla and Kaza by approximately 100 km, said Sukhu. The CM said he recently discussed the action plan to promote tourism in the border areas with the Indo-Tibetan Border Police (ITBP). There has also been a discussion on using various helipads of the ITBP to promote tourism in remote areas. Discussions have also been held about providing medical facilities to the people through the health institutions of the ITBP, he added. Sukhu also inaugurated the Border Forest Park at Shipki La and visited Indira Gandhi Point.
