
Tweak PMLA, make hawala operators & angadias partners in probe: Law officer

, on Thursday suggested that the PMLA should be amended to make angadias/hawala operators as 'reporting entity' under the law. So far, hawala operations are deemed illegal cash transactions. The ASG's suggestion could bring them under a regulatory framework where they may have to disclose the identity of their clients and the beneficiaries. If they are made reporting entities under the PMLA, they will be obligated to maintain records of transactions and that could be handy in probing money trail, the ASG said. Raju added that hawala operators can be seen as assisting in investigation of money laundering crimes rather than just being made an accused.

The searches are being conducted under the Prevention of Money Laundering Act (PMLA). The case is based on FIRs filed by the Karnataka Police and the CBI, which allege that several crores of rupees were illegally diverted from the Karnataka Maharshi Valmiki ST Development Corporation (KMVSTDC). The funds were allegedly routed to fake accounts and later laundered through shell companies. The United States has reiterated its firm support for India's fight against terrorism and the broader strategic partnership during a visit by an Indian all-party parliamentary delegation last week, the State Department said. The delegation, led by Congress MP Shashi Tharoor, met US Deputy Secretary of State Christopher Landau in Washington. State Department spokesperson Tammy Bruce stated at a press briefing on Tuesday that Landau reaffirmed the US' commitment to India in counter-terrorism efforts and strategic cooperation. MUDA case: ED attaches 92 immovable properties worth Rs 100 cr in state
Bengaluru: The Enforcement Directorate (ED) has provisionally attached 92 immovable properties having market value of approximately Rs 100 crore under the provisions of the Prevention of Money Laundering Act (PMLA), 2002, in connection with Mysuru Urban Development Authority (MUDA) case in which Karnataka Chief Minister is named as accused number one. The official statement released by the ED on Tuesday stated, 'It is pertinent to mention here that the attachment of these 92 MUDA sites is in continuation to the previous attachment of 160 MUDA sites having a market value of approximately Rs 300 crore. The cumulative market value of Proceeds of Crime provisionally attached so far is approximately Rs 400 crore.' The ED stated that the attached properties are registered in the name of an entity, such as a housing cooperative society and individuals who are front/dummy for influential persons, including MUDA officials. The agency initiated an investigation on the basis of an FIR registered by the Lokayuktha Police, Mysuru under various sections of IPC, 1860 and Prevention of Corruption Act, 1988 against Chief Minister Siddaramaiah and others, who is the incumbent Chief Minister of Karnataka, the ED stated. The ED investigation revealed a large-scale scam in allotment of MUDA sites by flouting various statutes and government orders/ guidelines, and by other fraudulent means. The role of ex-MUDA commissioners, including GT Dinesh Kumar, has emerged as instrumental in illegal allotment of compensation sites to ineligible entities/individuals, the ED evidence with respect to obtaining bribes for making illegal allotments in the form of cash, bank transfer, movable/ immovable properties has been gathered during the course of the investigation, the ED said. The modus operandi for making illegal allotment involved identification of ineligible beneficiaries and making allotment using fake documents/incomplete documents in direct violation of government orders, and also backdating of allotment letters in some cases, the ED stated. The gratification received for making these illegal allotments was routed through a co-operative society and bank accounts of the relatives/associates of the officers playing a key role in the allotment process. The gratification thus received was further used to purchase some of these illegally allotted MUDA sites in the name of relatives of MUDA officers, the ED investigation is in progress.

Enforcement Directorate raids residences of Congress MP E Tukaram, 3 MLAs over Karnataka ST corporation ‘scam'
The Enforcement Directorate (ED) on Tuesday began searches at the residences of Congress MP E Tukaram and party MLAs Bharath Reddy, J N Ganesh and B Nagendra in Ballari in connection with the alleged Karnataka Maharshi Valmiki Scheduled Tribes Development Corporation scam which surfaced in May last year after an employee of the corporation died by suicide. Last year, the ED had arrested Nagendra following his resignation over links to the scam. A special court later granted bail to him in the money laundering case related to the alleged diversion of Rs 94.73 crore of funds from the ST corporation, saying the ED had not shown evidence of him receiving and using the scam money. The agency has alleged that Rs 20.19 crore of the diverted funds was used to support a candidate contesting the 2024 Lok Sabha elections from Ballari constituency and for Nagendra's personal expenses. The alleged scam surfaced on May 26, 2024, after an accounts officer in the corporation died by suicide after a portion of the Rs 187 crore deposited from the state treasury and other bank accounts into the corporation's new account – at the MG Road branch of the Union Bank of India – disappeared. Probe by a Special Investigation Team (SIT) in Karnataka has found that the funds from the ST corporation were allegedly siphoned off to 18 primary accounts in Telangana and Andhra Pradesh created by one Satyanarayana Verma, who was accused in a similar scam in Chhattisgarh in 2022, and his associates. The funds were allegedly routed to over 170 secondary accounts from where they were withdrawn. The scam rocked the Karnataka legislature in July 2024 after Opposition parties sought Chief Minister Siddaramaiah's resignation, saying he should take 'moral responsibility' for the fraud. Over 20 people have been linked to the fraud so far, and 14 have been arrested by the SIT. The accused include two officials of the ST corporation – MD Padmanabha G J and accounts officer Parashuram Dugganavar – and eight others, including close associates of Nagendra.
