Enforcement Directorate raids residences of Congress MP E Tukaram, 3 MLAs over Karnataka ST corporation ‘scam'
The Enforcement Directorate (ED) on Tuesday began searches at the residences of Congress MP E Tukaram and party MLAs Bharath Reddy, J N Ganesh and B Nagendra in Ballari in connection with the alleged Karnataka Maharshi Valmiki Scheduled Tribes Development Corporation scam which surfaced in May last year after an employee of the corporation died by suicide.
Last year, the ED had arrested Nagendra following his resignation over links to the scam. A special court later granted bail to him in the money laundering case related to the alleged diversion of Rs 94.73 crore of funds from the ST corporation, saying the ED had not shown evidence of him receiving and using the scam money.
The agency has alleged that Rs 20.19 crore of the diverted funds was used to support a candidate contesting the 2024 Lok Sabha elections from Ballari constituency and for Nagendra's personal expenses.
The alleged scam surfaced on May 26, 2024, after an accounts officer in the corporation died by suicide after a portion of the Rs 187 crore deposited from the state treasury and other bank accounts into the corporation's new account – at the MG Road branch of the Union Bank of India – disappeared.
Probe by a Special Investigation Team (SIT) in Karnataka has found that the funds from the ST corporation were allegedly siphoned off to 18 primary accounts in Telangana and Andhra Pradesh created by one Satyanarayana Verma, who was accused in a similar scam in Chhattisgarh in 2022, and his associates. The funds were allegedly routed to over 170 secondary accounts from where they were withdrawn.
The scam rocked the Karnataka legislature in July 2024 after Opposition parties sought Chief Minister Siddaramaiah's resignation, saying he should take 'moral responsibility' for the fraud.
Over 20 people have been linked to the fraud so far, and 14 have been arrested by the SIT. The accused include two officials of the ST corporation – MD Padmanabha G J and accounts officer Parashuram Dugganavar – and eight others, including close associates of Nagendra.

The court asked the petitioners to cooperate with the police investigations, not tamper with evidence and execute a personal bond of Rs 1 lakh with two sureties. They were also told to deposit their passports before the trial court within two weeks of their release. Beed caste atrocity shows we are still far away from achieving caste equality
Written by Neeraj Bunkar On June 4, a chilling incident in Beed district, Maharashtra, again laid bare the persistent scourge of caste-based violence in India. Vaibhav Khandagale, a Dalit man, was brutally assaulted by a mob of 10–12 'upper caste' Maratha men, some of whom were his classmates and supposedly friends. The attack, driven by casteist hatred, was not just an assault on Vaibhav's body, but also an affront to the principles of equality enshrined in our Constitution. The SC/ST (Prevention of Atrocities) Act, enacted on September 11, 1989, was designed to protect marginalised communities from caste-based discrimination and violence. It defines atrocities as 'offences' committed against Scheduled Castes (SCs) and Scheduled Tribes (STs) by non-SC/ST individuals, including acts like physical assault, humiliation, and the denial of rights. Section 3(1)(r) of the Act, cited in the FIR registered by Vaibhav in Beed, addresses intentional insults or intimidation meant to humiliate SC/ST members in public view, punishable with imprisonment from six months to five years and a fine. Section 3(1)(s) covers abuses using casteist slurs, while Section 3(2) (va) enhances penalties for offences under the Indian Penal Code (now Bharatiya Nyaya Sanhita (BNS), 2023). The FIR, registered under multiple sections of the BNS, 2023 (Section 119(1) for causing hurt, Section 333 for cheating, and Section 351(2) for criminal force), alongside SC/ST Act provisions, reflects the gravity of the incident. However, the response from local authorities raises serious concerns about the Act's enforcement. Vaibhav's brother, Dhananjay, according to reports, alleges that the police delayed registering the FIR, forcing the family to wait hours at the Shirur Kasar police station. Even after persistent pressure, the police initially resisted including critical BNS sections related to attempted murder. Shockingly, a counter-complaint was reportedly filed by the wife of the main accused, falsely alleging theft and threats by Vaibhav's family. This case mirrors broader trends documented by the National Crime Records Bureau (NCRB). In 2022, India recorded 57,582 cases of atrocities against SCs, up from 50,291 in 2020. Maharashtra alone reported 2,743 cases in 2022, a steady rise from 2,569 in 2020. Uttar Pradesh topped the list with 15,368 cases, followed by Rajasthan (8,752) and Madhya Pradesh (7,733). In Maharashtra, however, the conviction rates for these crimes remain alarmingly low, undermining the Act's purpose. For SCs, the conviction rate was a mere 8.8 per cent in 2018, dipping to 7.2 per cent in 2019, rising slightly to 11.8 per cent in 2020, then falling again to 10.7 per cent in 2021 and 8.9 per cent in 2022. For STs, the rates were similarly dismal: 11.3 per cent in 2018, 11.9 per cent in 2019, 12.5 per cent in 2020, 11.8 per cent in 2021, and 12.8 per cent in 2022. By the end of 2022, 14,504 cases involving crimes against SCs and 4,149 against STs were still pending trial in Maharashtra, reflecting a backlog that delays justice for victims. The Act mandates robust mechanisms like Special Courts and Special Public Prosecutors to ensure speedy trials (Sections 14 and 15). It also prohibits anticipatory bail (Section 18) and mandates state governments to provide legal aid and rehabilitation (Section 21). Yet, Dhananjay's account of delayed police response, insensitive officers, and hospital negligence in initiating a medico-legal case highlights a gap between the law's intent and its execution. The Beed incident also exposes the social and political pressures that undermine justice. The Act's provisions for externment (Section 10) and forfeiture of property (Section 7) could deter such intimidation, but their application remains rare. The collective silence of 200 villagers during the assault further illustrates the social boycott faced by Dalit families. The SC/ST Act remains a vital shield for India's marginalised, but its effectiveness hinges on impartial enforcement and societal change. Without systemic reforms — stronger police accountability, proactive legal aid, and widespread awareness — the Act risks remaining a paper promise, leaving countless Vaibhavs vulnerable to the enduring shadow of caste. Only Cong can ensure protection, justice for minorities: TPCC Office Bearers
Hyderabad, June 12 (UNI) Senior Muslim leaders of the Telangana Pradesh Congress Committee (TPCC) on Thursday asserted that only their party had the vision, commitment, and track record to ensure justice, protection, and genuine empowerment of minorities in the state. Addressing a media interaction at Gandhi Bhavan here, the newly appointed TPCC Vice Presidents and General Secretaries praised the Congress government for its inclusive governance and historic welfare initiatives aimed at the socio-economic upliftment of minorities. The interaction was hosted by TPCC Official Spokesperson Syed Nizamuddin, who facilitated a dialogue between the media and the newly appointed Muslim office bearers. Prominent among those who participated were TPCC Vice Presidents Nawab Mujahed Alam Khan and Afser Yousuf Zai, along with General Secretaries Mohammed Abdul Faheem, Mohammed Asaduddin, Rahmath Hussain, and Mohammed Sabir Ali. Speaking on the occasion, Syed Nizamuddin said that the Congress party has a legacy of safeguarding minority rights and promoting inclusive development. He said the newly appointed Muslim leaders in the TPCC bring with them years of grassroots experience and social commitment, and their elevation reflects the Congress party's dedication to ensuring political representation for every section of society. 'Congress is the only party that not only talks about minority welfare but actually delivers it through policy, budget, and political empowerment,' he stated. Nizamuddin also said that the Congress government, under the leadership of Chief Minister A. Revanth Reddy, has been proactive in reviving public confidence among minorities, especially the youth, who had lost faith during the previous regime. He emphasised that the allocation of Rs 840 crore for minority self-employment schemes was a transformative step that could redefine the economic future of thousands of underprivileged families. He strongly condemned the propaganda being spread by opposition parties and said such efforts were aimed at creating confusion among minorities. 'No amount of misinformation can hide the fact that Telangana is witnessing a renewed focus on secular, inclusive governance. The Congress government is committed to maintaining communal harmony and will not tolerate any attempt to polarise society,' he added. The Chief Minister has shown a genuine commitment to the welfare of minorities, translating promises into concrete actions, they pointed out that the Congress government had increased the budget for Minority Welfare to a record Rs 3,591 crore for the financial year 2025-26 - a significant leap from previous allocations. 'This is not just a symbolic gesture but a clear sign of political will to address the long-standing neglect of the Muslim community,' said Mujahed Alam Khan. The leaders further elaborated on the series of welfare measures that have directly benefited the minority communities. Responding to criticisms by opposition parties, the newly appointed office bearers condemned what they described as a malicious campaign to defame the Congress government. 'The opposition is rattled by the popularity of Congress-led welfare initiatives and is resorting to baseless allegations. The truth is, Congress is delivering on its promises with honesty and transparency,' said Mohammed Asaduddin. In conclusion, the TPCC Muslim leaders reaffirmed their faith in the Congress party's leadership and its ability to bring lasting change to Telangana's minority communities.
