KUWAIT CITY, Aug 19: His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah has issued a decree appointing Dr. Faisal Salman Mohammed Al-Humaidan as Director General of the Kuwait Institute for Scientific Research (KISR) with the rank of undersecretary, state media reported Tuesday.
The appointment, enacted under Decree No. 161 of 2025, followed approval by the Cabinet and the KISR Board of Trustees during a meeting on June 1. The decree was signed at the Seif Palace on August 18.
Minister of Higher Education and Scientific Research Dr. Nader Abdullah Mohammed Al-Jalal was tasked with implementing the decree, which takes effect upon publication in the official gazette.
KISR, founded in 1967, is Kuwait's primary research body, carrying out applied scientific and technological studies in energy, water, food security, and environmental sustainability. The institute plays a central role in supporting Kuwait's long-term development strategy, 'Vision 2035,' by advancing innovation and research-based solutions.
Dr. Al-Humaidan will oversee the institute's programs and policies at a time when Kuwait is seeking to expand its research capacity, strengthen collaboration with international scientific bodies, and accelerate progress on renewable energy and climate adaptation.

KUWAIT: Ahmadi Governor Sheikh Humoud Jaber Al-Ahmad Al-Sabah affirmed on Tuesday that the restoration project of the old Ahmadi Market and Al-Ahmadi Cinema exemplifies Kuwait's dedication to preserving its heritage and cultural identity. He expressed appreciation for the support of the Council of Ministers, Minister of Information, Culture and State Minister for Youth Affairs Abdulrahman Al-Mutairi, Minister of Oil Tareq Al-Roumi, and all concerned authorities. Sheikh Humoud spoke to KUNA following the signing of an agreement between the Kuwait Oil Company (KOC) and the National Council for Culture, Arts and Letters (NCCAL) to supervise the project's implementation. He said the Ahmadi Governorate will continue coordinating with government agencies to accelerate the work and overcome any obstacles, in line with supporting development initiatives. He also thanked His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, His Highness the Crown Prince Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah and His Highness the Prime Minister Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah for their continuous support in preserving Kuwait's heritage. 'KOC's role in Ahmadi extends beyond oil extraction to caring for the area, overseeing infrastructure and providing services,' he said, noting that the company's experience and expertise qualified it to supervise the project. Al-Aidan praised the cooperation among the Ahmadi Governor, the Cabinet, and NCCAL, adding that the project will span four years. NCCAL Secretary General Dr Mohammad Al-Jassar highlighted the historical significance of the old market and cinema, noting that partial operations of some buildings are expected next year, with full completion following in subsequent phases. He said the project reflects Kuwait's commitment to preserving architectural heritage and enhancing Ahmadi's status as a cultural landmark, supporting efforts to nominate the city for the UNESCO World Heritage List. Batoul Ashour, director of the Ahmadi Cultural Platform project at NCCAL, confirmed that the initiative aims to document and develop the city into an integrated cultural and social heritage site, blending historical authenticity with contemporary design. She noted that the historic market was built with structural foundations ensuring its continued role in serving the community. Ashour added that UNESCO experts and the International Council on Monuments and Sites (ICOMOS) conducted field evaluations as part of the preliminary process for Ahmadi's World Heritage nomination. She emphasized that the next phase will focus on highlighting Ahmadi's heritage landmarks, urban fabric, parks, and public facilities. The council is working closely with UNESCO and the United Nations Development Program (UNDP) in preparation for the city's nomination for the World Heritage List, ensuring its global value is recognized. — KUNA

The Cabinet also approved recommendations from the Green Urban Development Initiatives Committee regarding landscaping and beautification projects. The Cabinet extended its thanks to contributing institutions for supporting state development efforts. Several agenda items were approved, while others were referred to relevant ministerial committees for further study and reporting. The Cabinet also approved the minutes of the Higher Committee for the Investigation of Kuwaiti Nationality, covering cases of loss and withdrawal of nationality in line with Decree Law No. 15 of 1959 and its amendments. The weekly meeting reflects the Cabinet's ongoing efforts to maintain security, advance housing and urban development projects, and strengthen cooperation both domestically and internationally.
