E-hailing firms Maxim, InDrive risk losing licences, says Loke
PETALING JAYA : Russian-founded e-hailing firms inDrive and Maxim risk having their licences revoked if they fail to ensure their drivers comply with key requirements, including obtaining e-hailing vehicle permits.
Transport minister Loke Siew Fook said both companies were found to have allowed their drivers to operate without an EVP, a key condition under their operating licence, Bernama reported.
Loke acknowledged that while the Land Public Transport Agency (Apad) had recommended revoking the companies' licences in April for allowing their drivers to operate without EVPs, doing so could burden drivers and passengers who relied on the platforms.
Both operators had appealed and the ministry granted a three-month monitoring period starting July 24.
'We've outlined the steps they must take, and they've started making improvements,' Loke said after launching the Bas.My Kota Setar service in Alor Setar today.
'As this is their first offence, we are giving them the opportunity to rectify the issues.
'However, if they continue to violate (e-hailing) conditions, their licences may be suspended or cancelled.'
In September 2022, the road transport department had raided inDrive's Malaysian office and discovered that the firm was operating with an expired licence.
In 2023, Maxim was also raided by Apad officers for allowing vehicles to operate without a valid permit.

KUALA LUMPUR, July 31 — The government is determined to shift from race-based solutions to needs-based approaches to achieve social justice and equitable opportunities, Prime Minister Datuk Seri Anwar Ibrahim said. Tabling the 13th Malaysia Plan (13MP) in the Dewan Rakyat today, he announced a range of initiatives covering the economic, educational and infrastructure sectors to ensure that all communities enjoy the fruits of the nation's development. To enhance the protection of rights and status of the Orang Asli community, he said the Aboriginal Peoples Act 1954 (Act 134) will be reviewed, particularly in areas concerning land ownership, education and infrastructure, to improve their socio-economic wellbeing. 'A policy review will be conducted to ensure that the Orang Asli community receives fair and equitable benefits,' he said. The prime minister said that educational access for the Orang Asli community will remain a government priority, including the direct provision of school aid to parents and the expansion of community-based schools. As for the Bumiputera community, Anwar said the Bumiputera Economic Transformation Plan 2035 (PuTERA35) will focus on the '3P' strategy — broad-based participation, meaningful ownership and strategic sector dominance. He said the government will continue to assist Bumiputera companies in preparing for listing on Bursa Malaysia, including through a 'relay race' model aimed at empowering and nurturing entrepreneurs from the startup stage to public listing. 'Government-linked companies (GLCs) will facilitate institutional support for Bumiputera entrepreneurs, to produce 10 Bumiputera champions in the supply chain, each targeted to grow into companies worth over RM500 million,' he said. The Finance Minister added that socio-economic development for Anak Negeri (natives) in Sabah and Bumiputera in Sarawak will also be strengthened. This includes expanding business opportunities through the provision of commercial premises, access to financing and entrepreneurship training and mentoring programmes. The Chinese community will also benefit from the implementation of the 'New Village Development Master Plan', which includes financing schemes for entrepreneurial activities and the upgrading of hawker stall sites. Regarding the Indian community, Anwar said focus will be placed on increasing career opportunities through education and talent development, especially in the areas of Science, Technology, Engineering and Mathematics (STEM), as well as Technical and Vocational Education and Training (TVET). 'Home improvement initiatives and better governance in the management of Indian community affairs will also be implemented,' he said. PM: Govt unveils inclusive development agenda under 13MP to support women, PWDs and seniors through education and jobs
KUALA LUMPUR, July 31 — The government will continue to empower vulnerable groups, including women, persons with disabilities (PWDs) and senior citizens, through various initiatives under the 13th Malaysia Plan (13MP), with a focus on education, skills training and participation in the labour market. Prime Minister Datuk Seri Anwar Ibrahim said the government is focused on the educational needs of PWDs, noting that as of June, nearly 171,000 children in this group, including those with autism, have been recorded as having learning difficulties. 'Therefore, initiatives will continue under the 13MP to expand special education facilities and capacity for vulnerable groups nationwide. This includes the construction of the Integrated Special Education Programme (PPKI) blocks at 34 schools across Malaysia. 'In addition, the construction of new schools equipped with PPKI facilities will also continue,' he said when tabling the plan in the Dewan Rakyat here today. The 13MP, themed 'Redesigning Development', outlines the country's five-year development agenda from 2026 to 2030. Anwar also said that adequate support and training will be provided through initiatives such as the Industry-based Academy programme, the National PWD Action Plan and employer incentives, aimed at increasing the participation of senior citizens, Orang Asli and PWDs in the labour market. He said the mandatory retirement age will also be reviewed to align with the country's transition into an ageing nation. Meanwhile, Anwar said the national KASIH Keluarga Negara agenda, anchored on the development of Madani values, will be implemented to strengthen family institutions, which includes reinforcing the role of men as leaders, protectors, defenders, educators and primary breadwinners of the family. 'To support efforts to raise the female labour force participation rate to 60 per cent, including among mothers with young children, the government will expand access to quality childcare centres and provide appropriate training,' he added. Anwar also emphasised that the government will reinforce the third sector (non-profit, voluntary organisations) to work alongside the government in empowering the vulnerable and target groups, as it can offer more inclusive and community-based opportunities for entrepreneurship, employment and skills training. '…the resilience of the third sector will be solidified through training and advisory services. 13MP: TVET expansion targets tahfiz students, ageing care and high-tech industries; aims to create 1.2 million new jobs
KUALA LUMPUR, July 31 — The government will introduce the Perkasa Madani TVET (Technical and Vocational Education and Training (TVET) Financing Scheme and the TVET Training Fund to encourage youth participation. Prime Minister Datuk Seri Anwar Ibrahim, when tabling the 13th Malaysia Plan (RMK13) with the theme 'Redesigning' at the Dewan Rakyat, said that the TVET programme would also be expanded to tahfiz students to produce Madani huffaz technocrats with added value in technical expertise. The government, he said, will also expand the TVET curriculum to include the field of ageing with special incentives for students undergoing industrial training. 'TVET programmes are gaining popularity. In 2024 alone, 212,000 new admissions into TVET programmes were recorded,' he said, adding that the Madani TVET programme will be strengthened to increase the mastery of skills that can generate higher income, including for tahfiz and huffaz students. 'At the same time, the level of TVET certification will be increased by introducing three new levels of expertise, six to eight, to be equivalent to the level of higher education qualifications under the Malaysian Qualifications Framework (MQF). This effort aims to recognise high skills in technical fields and expand career paths, in line with market needs,' said the prime minister. Anwar, who is also the Finance Minister, said TVET graduates are also enjoying increasingly competitive incomes, most of which exceeded the minimum wage of RM1,700. 'About 95.6 per cent of TVET graduates are able to secure employment within six months of completing their training,' he said. He said the close collaboration between TVET institutions and industry would serve as a catalyst for technological transfer and skills enhancement in line with initiatives by the Ministry of Higher Education. 'The structure of TVET programme offerings will be re-strategised with a focus on high-growth, high-value (HGHV) and advanced technology-based industries. 'This is in line with labour market demands and strategic industry needs such as in the Johor-Singapore Special Economic Zone (JS-SEZ), the Kerian Integrated Green Industrial Park (KIGIP) project and the Kulim Hi-Tech Park (KHTP),' he said. He said the government is targeting the creation of 700,000 new job opportunities in the manufacturing sector and another 500,000 career creations in the digital economy during the 13MP period. — Bernama
