San Diego rail service to be suspended for track maintenance: What to know

SAN DIEGO (FOX 5/KUSI) — All train service will be suspended through San Diego during two weekends this month for major infrastructure work and other routine maintenance.
The interruptions will impact every rail service that runs through North County, including Amtrak's Pacific Surfliner and the North County Transit District (NCTD) COASTER line.
The first closure is set for this weekend on Saturday, March 8 and Sunday, March 9. The second will be two weeks later on Saturday, March 22 and Sunday, March 23. Regularly scheduled service will resume across all operators the Monday morning following each closure.
According to NCTD officials, the first closure will allow for maintenance work in sections of the train tracks from San Onofre to Pulgas, Poinsettia station to La Costa overpass, and Cedar Street to Beech Street in the city of San Diego, as well as improvements at the Carlsbad Village Station.
Could NOAA layoffs affect San Diego?
During the second closure, crews will be doing track maintenance in two locations: from Miramar to Washington Street and around the Sorrento Valley Station.
Test trains, construction vehicles and equipment will remain active in and around each of these segments of the county's train network while the closures are in place, NCTD notes.
Residents along San Diego's rail corridor are encouraged to remain alert and continue operating as if service is fully active.
Surfliner, COASTER and Metrolink passengers are also urged to plan ahead for alternative travel arrangements during the closures — no alternative transportation, such as bus bridge connections, will be made available.
Transit riders could use alternatives, such as NCTD's BREEZE bus routes or the San Diego Metropolitan Transit System's Trolley, to get around.

The D Street Beach access staircase, located at 404 West D Street, has been closed since April due to emergency structural concerns. According to city officials, it is 'actively working with the contractor to finalize the complex design needed to fabricate the custom steel brackets for the D Street beach staircase.' 'The design phase is expected to be completed by May 30th after which fabrication can begin. Bracket production typically takes 4–6 weeks, assuming no delays. However, staff is attempting to negotiate a phased fabrication schedule to allow on-site construction to begin before the end of June,' the City of Encinitas said in a statement Thursday. The popular access point provides residents and visitors with a mile-long stretch of beach running below the bluffs from Moonlight Beach, south to Swami's Point. The city advises beachgoers to use an alternative access point a block away at Moonlight Beach to access the D Street Beach area. Coastal rail closed due to landslide risk to resume service between San Diego and Orange counties

The coastal rail linking Orange and San Diego counties is expected to resume service next month after crews spent nearly six weeks reinforcing tracks that were subject to landslides and coastal erosion. Service on the oceanside rail — which extends from Dana Point in south Orange County to the southernmost stops in San Diego County, including San Clemente, San Juan Capistrano and Oceanside — is set to resume June 7, according to an Orange County Transportation Authority update. The rail line, which serves Metrolink's commuter trains and Amtrak's Pacific Surfliner, was closed in April to begin construction. The California Coastal Commission approved emergency construction last month after several sections of the rail, which lie below bluffs, were deemed unstable and at immediate risk of landslide and coastal erosion. Crews placed 5,900 tons of large boulders, known as riprap, along the rail, which are intended to absorb flowing water and stabilize potential runoff that may obstruct the rail. Up to 240,000 cubic yards of sand will also be placed between two crucial points along the rail between Mariposa and North beaches. The OCTA said crews are preparing to construct a 1,400-foot-long catchment beside the rail, but noted that the construction schedule is still being determined. In the update, the OCTA acknowledged the recurring interruptions to its passenger rail service: 'Over the past four years, San Clemente's eroding bluffs — on both city and private property — have repeatedly forced the closure of the rail line that has operated largely uninterrupted for more than 125 years.' Work will continue daily between 6 a.m. and 6 p.m. before the rail's opening. Service on the Pacific Surfliner and Metrolink are still scheduled to resume normally starting June 7.
