Evidence from last year showed that tightening the qualification for payouts from the fund did nothing to reduce the numbers qualifying.
This year West Lothian has received £1,134,538 to cover funding and £171,715 administration funding. The carry forward budget for 2025/26 will increase the programme funding starting position to approximately £1.7 million.
Local authorities have administered the Scottish Welfare Fund on behalf of the Scottish Government since April 2013. The fund consists of two grants: Crisis Grants and Community Care Grants.
Crisis Grants meet short term financial emergencies and Community Care Grants provide furniture for homes to help applicants set up or maintain their home.
In her report to the Executive, Nahid Hanif, the Anti-Poverty Service manager said: 'There are currently no Crisis Grants outstanding for 2024/25 but at the time of drafting this report there were 98 Community Care Grants still to process.
'The amount spent in 2024/25 is £1,120,274 (not including the 98 CCG cases still to be assessed). It is estimated that from the additional monies provided by SG in December 2024, a carry forward of approximately £550,000 will be realised after the residual cases are processed.'
Ms Hanif added: 'It is important to note that the administration budget provided by Scottish Government does not cover the cost of running the Scottish Welfare Fund scheme'
In the last year the Scottish Government provided admin costs of £251,715 (this included a one-off £80,000 provided along with the additional funding in November). However the actual cost to council was £471,618, with £219,903 funded from council coffers.
For a six week period in the Autumn and Winter last year qualifications for help were reclassified from High to High Most Compelling ( HMC) because of the pressure on funds. It was only after the Scottish Government stepped in in late November and pumped more money into the national fund that qualification rules were relaxed back to High.
The qualification remains as High for this year's funding though this may have to be reviewed as the year progresses.
Ms Hanif said: 'The move to HMC did not reduce the number of applicants who met the qualifying criteria to be considered for a grant. However, savings are made because the amount of financial support or household goods awarded on HMC is significantly restricted because the applicant needs to be severely vulnerable and at extreme risk of losing their tenancy, or there is a severe risk to them or their families well-being.
'In comparison, on High Priority the applicant only needs to be highly vulnerable therefore is more likely to be awarded a slightly higher financial award or receive more household goods.'
The report added that other changes introduced last month also relax income rules for qualification, tying them to the numbers in a household, thus potentially giving more leeway in the application process.
Councillors on the Executive agreed the report with comment.

Yesterday, 13 people were killed by Israeli fire near an aid station in Rafah, Gaza. Witnesses said the shooting occurred at 6am, when they were told the centre would open.

SNP calls on Labour to match Scottish Government action on poverty
Almost two million families would be lifted out of poverty if Labour matched Scottish Government action on the issue, the SNP has claimed. Ahead of the UK spending review, the SNP asked the House of Commons Library to produce an independent analysis on the number of British children in poverty and the impact that replicating Scottish Government policies across the UK would have. The research showed 1.83 million families would be lifted out of poverty if policies were matched, including abolishing the two-child benefit cap, scrapping the bedroom tax and raising the child element of Universal Credit to match the Scottish child payment, according to the SNP. Statistics showed a third of British children were anticipated to be living in poverty by 2029-30 unless action was taken. Sir Keir Starmer was urged to act on the figures ahead of the UK spending review on Wednesday amid warnings the number of British children living in poverty is expected to rise to a record 4.6 million by 2029-30. Over the past decade, the number of children living in poverty has risen from 3.7 million (27%) in 2013/14 to 4.5 million (31%) in 2023/24, the SNP said. The SNP said Scotland is the only part of the UK where child poverty is falling, due to 'bold' policies such as the Scottish child payment of £27.15 per child, per week, paid in addition to other benefits. Replicating it UK-wide, by raising the child element of Universal Credit by the same amount, would lift 732,000 families out of poverty, including a further 38,000 families in Scotland, analysis showed. The SNP said it has also mitigated the bedroom tax and is in the process of ending the two-child benefit cap in Scotland. It said replicating the policies would lift a further 609,000 British families out of poverty, with the combined impact of introducing all three policies lifting 1.83 million families out of poverty, including a further 75,000 in Scotland. The UK Government delayed its child poverty taskforce review to the autumn and last year Labour MPs voted against abolishing the two-child benefit cap, in a motion tabled by the SNP. The Chancellor has previously rejected proposals to abolish the bedroom tax. The SNP said the UK Government's own impact analysis showed planned cuts to disability benefits will push 250,000 more people into poverty, including 50,000 children, with families losing out on £4,500 a year on average as a result of the cuts, branding it 'shameful'. SNP work and pensions spokeswoman Kirsty Blackman MP said: 'The evidence shows Keir Starmer's Labour Government is keeping almost two million families in poverty by failing to match SNP action across the UK. 'It's shameful that UK child poverty is rising to record levels under the Labour Government, which has pushed thousands more children into deprivation by imposing punitive welfare cuts. 'It's vital that the Prime Minister finally listens to families struggling with the soaring cost of living – and takes the long-overdue action needed to end child poverty at the UK spending review this week. 'That means abandoning the devastating austerity cuts to disabled families, matching the Scottish child payment UK-wide, abolishing the bedroom tax and scrapping the two-child limit and benefit cap. 'With 4.5 million children living in poverty in the UK, only bold and immediate action will do. 'The two-child benefit cap and bedroom tax must be abolished immediately, but that alone isn't enough to end child poverty. It's vital the Labour Government matches the Scottish child payment by raising the child element of Universal Credit across the UK. 'Scotland is the only part of the UK where child poverty is falling – and families receive the best cost-of-living help of anywhere in the UK. 'Westminster must match this action – or it will leave millions more children languishing in poverty.' UK sends spy plane over Gaza as Madleen threatened by Israel
The Freedom Flotilla Coalition's Madleen vessel set off for Gaza on June 1. On Sunday, Israel's defence secretary Israel Katz instructed the Israeli Defence Forces (IDF) to intercept the ship if it continues towards Gaza. Katz said earlier on Sunday: "I have instructed the IDF to act so that the Madleen does not reach Gaza. To the anti-semitic Greta and her friends, I say clearly: You should turn back, because you will not reach Gaza. "The State of Israel will not allow anyone to violate the naval blockade on Gaza, the primary purpose of which is to prevent the transfer of weapons to Hamas, a murderous terror organisation that holds our hostages and commits war crimes." The crew of the Madleen have repeatedly called on the UK Government to offer "protection", given the ship is flying a UK flag. Despite this, shortly after 7pm on Sunday, the UK's Cyprus base RAF Akrotiri sent a spy plane to surveil the Palestinian region. The aircraft is still in the air as of 7.30pm. Publicly available flight data shows that a Shadow R1 – a plane described by the RAF as capable of 'comprehensive intelligence gathering' that is 'particularly valuable to ground commanders' – flew towards Gaza before information transponders were cut off. Journalist Matt Kennard shared a graphic which showed the flight path and stated: "Britain sends another spy flight from RAF Akrotiri over Gaza to collect intelligence for 'I$rael' as the Madleen is threatened by the regime."
