Sally Bedell Smith, a royal biographer, said the queen was left exasperated by the Duke and Duchess of Sussex's plans.
The late Queen reportedly said: "But it's my house - and I'm paying for it" when confronted with the plans for the Windsor Castle event.
She was also said to have been "annoyed" when the pair went directly to the Archbishop of Canterbury to ask him to marry them in St George's Chapel in May 2018.
Harry's grandmother was more excited about Princess Eugenie's wedding in October that year, according to the Daily Mail.

Ms Bedell Smith claims that Meghan then announced her pregnancy on the same day and then went on to say that the timing of the announcement had been "rude."
She spoke at length with the late Queen's cousin, Lady Elizabeth Anson, who in turn spoke with the late Queen towards the end of her life.
Lady Anson was born in Windsor Castle and was a great-niece of the Queen Mother and a goddaughter of King George VI.
She was a party planner and was known as Liza to close friends and family.

Bedall Smith claimed in a new podcast that the late queen was upset about her lack of involvement in the Sussex's wedding planning.
Harry and Meghan made the Queen's last years a complete misery - they'll NEVER be forgiven
Lady Anson made an attempt to console her by telling her she could look forward to the Royal Ascot and Princess Eugenie's wedding.
Despite her first cousin's best efforts her majesty remained upset.
The Royal Family paid for the Sussex's wedding, covering the cost of the service, music, flowers and reception.

There were 600 guests invited to a lunchtime reception at St George's Hall which was hosted by the Queen.
The reception was then followed by an evening bash for 200 VIPs at Frogmore House, hosted by Harry's father.

Claims were made today however that Harry and Meghan had invited people who barely knew the Royal Family.
Sally Bedell Smith told American royal commentator Kinsey Schofield: "Harry and Meghan just disinvited or didn't invite a whole group of family and cousins.
"The children of the Prince and Princess Michael of Kent and of the Gloucesters.

"She [Meghan] and Harry just 'exed' them out of the guest list and they added all these other random people who barely even knew the Royal Family.
"That was just yet another irritation for the Queen."
Ms Bedell Smith revealed earlier this year what the late Queen's real thoughts on the Duke and Duchess of Sussex and their behaviour were.
She said that as the wedding approached the queen began to feel "very worried" privately.

According to Bedell Smith concerns were raised that Harry was 'Besotted and weak about women."
Lady Anson reportedly told Bedell Smith about Meghan: "We hope but don't quite think she is in love. We think she engineered it all.'
The Sussex's married in May 2018 and Meghan threw herself into royal duties before falling pregnant.
Sally Bedell Smith wrote on her Substack: "By late February 2019 when Lady Anson and I spoke on the phone, she said 'I don't trust Meghan an inch. To begin with, she was not bad—a straightforward starlet, used to public speaking and charity work. The wedge between the brothers is really too bad.'"

Lady Anson, who worked as a party planner for elites celebrities and royals, tragically passed away in 2020.
The queen made her a Commander of the Royal Victorian Order for her outstanding personal service to a British monarch.

I want to invest it. I don't want to go on some crazy shopping spree.' Cach, a dancer from London, agreed: 'Cost of living crisis, I'll save it!' It comes despite making history, with American Toni being the ITV2 show's first ever international bombshell to win. She entered on the first night of this summer's series and coupled up with Cach a month later, during Casa Amor. Toni said: 'I feel like I'm representing a whole nation! I didn't expect to make it past week one. 'Hopefully now we will just find time to enjoy one another's company and not let everything else take over.' Cach added: 'It feels amazing to win. I was 100 per cent authentically myself and luckily the public liked it, so I'm buzzing. 'I appreciate every moment on the show, it's a once-in-a-lifetime opportunity and I wouldn't have done it any other way.' Toni will be remembered as one of the series 'Big Three' - a name coined by fans for her trio of friends, with Shakira Khan and Yasmin Pettet who came second and third respectively. Toni added: 'Friends I will have for life. That was a big takeaway. The girls were my rock for the eight weeks.' Cach and Toni WIN Love Island and bag £50k as raunchiest ever series ends She'll be spending more time with Cach than the girlies, though, as I can reveal ITV are set to offer the couple a spin-off show which follows their transatlantic relationship as they navigate love outside the villa. 6 Toni is the show's first ever international bombshell to win Credit: Shutterstock Editorial A source said: 'Even without the win, Cach and Toni's story should make great TV just due to their exciting lives. It will also be a chance to include Shakira and Yasmin when they visit Toni and catch up on the outside.' Shakira, 22, had a rocky journey in the villa but came runner-up with bad boy Harry Cookesley, 30. She said: 'The best romance of the series for me is Toni and Yas. Absolute weapons. I love those girls to bits. 'They will be bridesmaids at my wedding and godmothers of my children. I couldn't have done a day without them.' No mention of Harry, there, though… probably for the best. Prince William and Kate's 'intelligent' plan for Princess Charlotte post-Harry issue
Our community members are treated to special offers, promotions and adverts from us and our partners. You can check out at any time. More info Prince William and Kate Middleton are reportedly crafting a strategy to shield Princess Charlotte from the same challenges faced by her uncle, Prince Harry. Last month, on Sunday, July 27, William and Charlotte were spotted savouring the Lionesses' victory at the Women's Euro 2025 final in Basel, Switzerland. A Royal expert has hinted that Charlotte's attendance at the game may reflect a fresh tactic to tackle a longstanding issue that has troubled Royal siblings like Prince Harry, Prince Andrew, and even Queen Elizabeth's late sister, Princess Margaret. The issue centres on the so-called "spare" Royal who struggles with feeling "overlooked and purposeless". Writing for the I, Royal commentator Richard Palmer posited that the Waleses are determined to avoid any of their children feeling less valued, thus circumventing the "spare" dilemma. READ MORE - Jet2 'sorry' as mum and kids 'traumatised' at being refused to flight home READ MORE - Motorist gets petty revenge on 'entitled' neighbour who kept parking on their drive He further explained: "In a Royal Family traditionally focused on the need to create an heir to the throne, and then a spare just in case something goes wrong, the Waleses want their children to have emotional security instead of giving special treatment to the chosen one." In stark contrast to King Charles, the couple is placing their children's needs above Royal obligations. Additionally, insiders close to the Royals told Richard that Charlotte "has inherited her mother's poise and an inner strength and confidence", reports the Mirror. Bringing her along to celebrate the Lionesses' Euros success might be part of grooming her for her future responsibilities within the Royal Family. American Royal biographer Sally Bedell Smith has hinted that Princess Charlotte might soon be stepping up to take on official duties for the Queen in the streamlined monarchy, with a possible focus on sports. Speaking to the i Paper, she remarked: "I think this is an intelligent way to do it. I would imagine Charlotte will be part of the picture. I'm not so sure about Louis." The term "Spare" resonates with those following Royal affairs, as it was the title chosen by Prince Harry for his revealing 2023 memoir. In his book, Prince Harry caused a global stir by disclosing private family matters. These revelations are believed to have strained Harry's relationship with his family, particularly with his father, King Charles, and his brother, Prince William. Prince Harry famously stepped back from his Royal responsibilities and moved to Montecito, California, with his wife Meghan Markle, a former actress, and their children Archie and Lilibet. Recently, there has been speculation that the Prince and Princess of Wales might leave Adelaide Cottage for Fort Belvedere in Windsor's Home Park Estate. Yet, Hello magazine's Royal editor, Emily Nash, casts doubt on these rumours, pointing out that her sources say "they've been very happy" at Adelaide Cottage. She highlighted their current situation: "Enjoying precious time together as a family of five, with no live-in staff and with easy access to Lambrook, the Berkshire school attended by Prince George, Princess Charlotte, and Prince Louis." Yet, she didn't rule out the chance of them moving in the future, remarking that William, with his considerable Duchy of Cornwall income, could comfortably afford another home. Emily also mentioned there's a "precedent" for such decisions, referencing instances like the late Queen bestowing Gatcombe Park on Anne, Sunninghill Park on Andrew, and Bagshot Park on Edward.
