
This Town Started Charging for Trash by the Bag. Here's What Happened
Under the town's system, residents would buy a $240 sticker for their cars that allowed them yearlong access to the dump, where they could dispose of as much garbage as they wished. But the sheer volume, combined with climbing landfill fees, meant that this service was costing the local government nearly twice what it was taking in.
One solution was to double the price of dump stickers, but that would hit Plympton's low-income population particularly hard and wouldn't have been fair to smaller households—like seniors—that produced minimal trash. So, the town of roughly 3,000 decided to try something that it had seen other municipalities do: charge per bag.
'It virtually cut waste in half,' Rob Firlotte, Plympton's highway superintendent, said of the results. In 2022, before the new system, the town threw away 640 tons of trash. Last year, that figure was 335 tons. 'It pushed people toward recycling more, because it saves them money,' Firlotte said.
Stickers now sell for $65 each, and residents purchase specially marked garbage bags priced by the size ($1.25 for a 15-gallon bag, $2.50 for 33 gallons). That means a household producing one small bag of trash each week would spend $130 per year—$350 less than they would have if Plympton had decided to double its sticker prices instead. The town says it has cut its trash disposal bill roughly in half, saving about $65,000 a year.
'We went from a deficit to breaking even,' said Firlotte.
Plympton isn't alone in its success. According to the Massachusetts Department of Environmental Protection, nearly half of the state's 351 municipalities have adopted a version of this 'pay-as-you-throw,' or PAYT, model. In 2023, places with PAYT collected roughly one-third less waste, or some 513 pounds per household. A 2018 study in New Hampshire detailed similarly stark differences.
'We found that demand for waste disposal was really responsive to price,' said John Halstead, an author of that research and a retired professor of environmental economics at the University of New Hampshire. 'If you raise the price of trash, people are going to find ways to not put as much out at the curb.'
Many other countries have utilized pay-by-volume trash collection for decades. There are limited examples in the U.S. dating to the early 20th century, said Lisa Skumatz, president of Skumatz Economic Research Associates, an energy, recycling, and sustainability consultancy. But contemporary implementation in America really began to surge in the 1980s through the early 2000s, and has seen steady growth since then.
While there's no recent national data on PAYT, Skumatz estimates that about a quarter of people in the United States have access to some sort of volume-based program. That includes not only branded-bag models like Plympton's, but programs with prices based on the size of the bins (as in Denver and Seattle), or in which people tag every bag of garbage (as is the case with at least one hauler in Burlington, Vermont). All Oregon communities have access to some iteration of PAYT, and the Natural Resources Defense Council has a model bill that others can use if they are considering giving it a try.
One of the keys to success is making sure the alternatives to the landfill—like recycling and compost—are as robust as possible. 'You've really got to be able to make it easy for households to reduce their trash,' said Linda Breggin, a senior attorney at the nonprofit Environmental Law Institute. Aside from saving money, she also noted that producing less trash can mean fewer greenhouse gas emissions from landfills or incinerators and can boost the supply of recycled material, which then avoids virgin material being used.
'You get a lot of co-benefits,' she said.
Still, change often meets resistance. Haulers, for example, often prefer the simplicity of bulk trash when making hundreds of curbside stops (they also frequently own the landfills that charge by the ton). For residents, a trash fee that may have been baked into their taxes could suddenly become visible.
'People have been used to all-you-can-eat trash for decades,' said Skumatz. '[But] all-you-can-eat buffets lead to a lot of waste and a lot of bad behaviors.'
There are three major ways to produce less trash—reducing waste in the first place, and diverting it to recycling or compost instead of a landfill. Paying by the bag encourages all of those alternatives and also helps reach beyond the core cohort of diehards, or environmentalists, who already reduce, reuse, and recycle.
'You have to get the next group and the next group,' said Skumatz. 'A lot of those people respond to financial incentives.'
A primary argument among pay-as-you-throw skeptics is that it could lead to illegal dumping. But Skumatz said that of the roughly 1,000 towns she surveyed, only a quarter saw any uptick in that and, even then, it only lasted about three months. Although it's harder to tell whether PAYT leads people to clutter the recycling stream with garbage, it's not a problem she's heard many complaints about.
'After six months, people tend to really prefer PAYT over the previous system,' she said. 'But it's really hard for a lot of communities to get through that.'
Firlotte said that Plympton saw some grumbling at first, but not a ton given that the alternative was doubling the sticker price. Senior citizens have been particularly excited about the new approach, given how little trash they tend to produce. From the beginning, officials were also diligent about discouraging illegal dumping or dirtying the recycling stream, so Firlotte said cheating has been a virtual nonissue.
'For us,' he said, 'it worked out great.'

Recollections Of My U-2 Flight One Year Later
It's been exactly one year since I took a rare U-2 flight to the edge of space. I wrote about it at the time, of course (link below) - that was the point. It's an honor few civilians and non-pilots ever get. Having had time to digest it now, I've been able to reflect on what happened and what it meant. First, the flight was eight years in the making. When I visited Beale AFB in 2017, the wheels were put in motion. I flew in a T-38 jet, chased the U-2 in a Dodge Charger as it landed and was stuffed into the claustrophobic pressure suit pilots wear for protection against the vacuum of space. Little did I know at the time how much longer it would take to get the actual flight. There were promises and disappointments and postponments and changes of base personnel. The bureacracy got to the point where I never thought the flight would happen. I almost gave up out of frustration, but I also knew from life experience that big things usually take time. One example: It took me 12 years to interview Apollo 11's Neil Armstrong, first man on the moon. But through perseverance and hard work, he finally agreed not long before his death. So when my flight finally was scheduled in stone, I was still skeptical. It was hot in August at Beale, I was told. Didn't I just want to postpone until fall, when the weather was cooler? I really don't care about heat, I told them. Let's just get it done. And so with my contacts at the Pentagon and the public affairs chief at Beale, Charlene Spade, we did. Once I arrived at the base for training, I was excited sure, but still skeptical. The three days of pre-flight training proved more difficult than I had anticipated. Again, I became frustrated, even paranoid. Perhaps this was God's insidious last-minute way of canceling my flight. Looking back now, I realize that wasn't the case. The base personnel were thorough for my own good. A U-2 flight is serious business. When you go above 70,000 feet and something goes wrong with cabin pressurization, you're toast in a few seconds. And then there's the reliability of the plane itself, Cold War-era, and the 'coffin corner' the pilots must negotiate. At the edge of space, the air is so thin that an aircraft must stay within a six-mph window. Go too fast, and the wings fall off of the plane, too slow and the plane stalls. Both are real and deadly scenarios I needed to be prepared for. When finally I was strapped into the cockpit with my claustrophobic Michelin Man space suit and breathing 100 percent pure oxygen, a thousand things went through my mind - fear, excitement, the ability to execute tasks I was given during flight like arming and disarming the ejection seat, taking photos and video, locking and unlocking the canopy, staying hydrated by drinking enough fluid through a straw in my helmet and the rest of it. The flight went off without a glitch, but after two-and-a-half hours in the air, and six hours in the cramped suit, I was exhausted. Thank God for the after-flight debrief, the GoPro camera and what I can actually recall from memory. I suddenly understood what my figure-skating friend, Sasha Cohen, once told me about her Olympic appearances. You have a few short moments to take it all in. But so much is happening so fast, you have little time to enjoy it. Your name is called, then you get out on the ice knowing that the next four minutes determine the rest of your life. You have to focus on your performance, while everything rushes by. Then it's over, and you wait for the judge's scores. Cohen, a little like me, has the aid of television cameras to help her remember it all after the fact. She ultimately took Silver for the U.S. at Torino in 2006, of which she is deservedly proud and has helped change her life. My flight also rushed by. Nothing I had feared went wrong. It has changed my life, too, not to the degree of Cohen's, of course. But I've given Cold War speeches and recalled my unique experience on several podcasts and radio programs. I just wish I could live the flight over, take it in at the time, knowing that all would be okay in the end. I wonder if Cohen feels the same way about her Olympic performance? But I'm also realistic enough to know that that will never happen. It's just my memories and the GoPro film and photos that I will have to cherish. So when people ask if my flight was fun, I'm truthful. No, I say, but it sure was interesting. Probably it's like that for many who experience something unimaginable in their lives, and come out the other end okay. All I can say now is thank you to the U.S. Air Force staff for keeping me safe and allowing me to recount an extraordinary flight for millions of Forbes readers, let them live out my experience vicariously. Frustration, paranoia and fear a year ago for me have turned into satisfaction and gratitude today

Orlowski, who has a collection of found gold and silver objects from the past 25 years, said he briefly considered keeping the item, estimating it could be worth around $2,000 due to the fact that it contained white gold palladium. Coffee is one of those daily rituals that we take for granted, a simple pleasure that's not that simple at all. It's a chemistry experiment that hinges on the perfect meeting of a well-roasted bean and water of the right temperature and pressure. Every detail matters when making your favorite coffee drink, including how you grind the beans. The stakes are high when it comes to nailing that superlative cup of joe, and there are plenty of ways to mess up. So, Chowhound turned to an expert for some exclusive advice: 2020 U.S. Barista Champ and 2021 World Barista Runner-Up Andrea Allen, co-founder of the Northwestern Arkansas coffee company, Onyx Coffee Lab (@onyxcoffeelab on Instagram). She explains that the different methods of brewing coffee require different grind sizes — steeped French press coffee, for instance, requires coarser grounds. While you can choose between manual and electric models, there are essentially two basic types: blade and burr grinders (ideal for full-bodied coffee). Andrea Allen recommends burr over blade as "the proper way to grind coffee to create a consistent grind size." That consistency is essential to brewing the choicest cup. "In a burr grinder, the coffee is fed by gravity through a set burr setup and will theoretically grind evenly," she says. "Grind size is everything in coffee extraction. Blade grinders 'chop' the coffee beans, creating various sizes and ensuring uneven extraction." If you have a blade grinder, you can try pulse grinding in short intervals, gently shaking it occasionally to avoid clumping. As you're shopping for the perfect coffee grinder, you'll notice that there are two different kinds of burr grinders -- conical and flat burr grinders.
