Anwar stresses collective effort in combating climate change

KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim has urged collective action on climate change, saying the responsibility cannot rest solely on the government.
"Protecting the environment requires cooperation from all parties, including the private sector, government agencies, and the public."
He said this in a Facebook post after chairing the Climate Action Council meeting today.
Anwar said the United Kingdom and China have demonstrated the effectiveness of strong climate policies and legislation.
He noted that such measures, like Malaysia's proposed National Climate Change Bill (RUUPIN), can generate returns while also addressing the impacts of climate change.
Malaysia, he said, will continue refining its policies and legal frameworks to align with the constitution and state powers, ensuring climate action is carried out at all levels.
"This is crucial to ensure our continued commitment to the Paris Agreement for a sustainable future."
In January, Natural Resources and Environmental Sustainability Minister Nik Nazmi Nik Ahmad said his ministry was finalising RUUPIN and will soon present it to Parliament.
Nik Nazmi added that the ministry had engaged in discussions with state governments and stakeholders to ensure the bill is comprehensive and relevant.
He said the minister had also consulted civil society, non-governmental organisations, businesses and the public.

HULU LANGAT: Malaysia's vast water and energy resources are key to its appeal as a prime destination for foreign investment, supporting the country's growing industrial and population needs, says Datuk Seri Anwar Ibrahim. While officiating the Langat 2 water treatment plant here, the Prime Minister said the state-of-the-art facility marks a significant milestone in Malaysia's infrastructure development, enhancing its attractiveness for investors in sectors like data centres, semiconductors and artificial intelligence (AI). "The Langat 2 project underscores our capability to manage complex, high-tech initiatives with our own expertise. "This is a proud moment for Malaysians, demonstrating our ability to manage and execute such massive projects efficiently using local talents," he said in his speech. Developed by Pengurusan Aset Air Berhad (PAAB), the Langat 2 facility, boasting a capacity of 1,130 million litres per day (MLD), is not only essential for meeting the high demand for treated water in Selangor, Kuala Lumpur and Putrajaya, but also plays a strategic role in attracting foreign investors. "Water and energy infrastructure are critical factors for investors. "Our ability to provide these resources reliably and affordably is a major draw for investment in sectors like data centres, AI and semiconductors," he said. Also present at the ceremony were Deputy Prime Minister Datuk Seri Fadillah Yusof, who is also Energy Transition and Water Transformation Minister, ministry secretary-general Datuk Mad Zaidi Mohd Karli, PAAB Chairman Datuk Seri Jaseni Maidinsa and Selangor infrastructure and agriculture committee chairman Datuk Izham Hashim. Addressing the ongoing challenges in Malaysia's water industry, Anwar highlighted the need to replace old water pipes, particularly to reduce water wastage and non-revenue water (NRW). "We still face challenges with water wastage and outdated infrastructure, but projects like Langat 2 show we are on the right path," he said. Built in the Hulu Langat district, the Langat 2 facility involves transferring raw water from the Kelau Dam in Pahang through a sophisticated 44.6km tunnel across the Titiwangsa range, showcasing advanced engineering and environmental sustainability. Costing RM4.22bil, the project now benefits over 790,000 consumers accounts across Selangor and the Federal Territories of Kuala Lumpur and Putrajaya. The supply coverage includes key urban and suburban areas within the northern corridor (Ampang, KL north - Wangsa Maju to Maluri, Keramat and Gombak) and the western corridor (KL city centre, KL south, Petaling, Sungai Besi, Kinrara and Puchong). "This is not just a plant; it is a symbol of our commitment to sustainable development and efficient resource management. "By connecting two major corridors, the northern and western, Langat 2 ensures a stable and sufficient water supply, crucial for the continued economic growth and industrial development of the area," Anwar added. Fadillah, in his speech, said his ministry is set to focus on reducing non-revenue water (NRW) as slated in the 13th Malaysia Plan (13MP). "Through the Critical Pipe Replacement Programme, we are implementing a comprehensive solution to tackle non-revenue water across Malaysia. "Our goal is to significantly reduce water wastage and improve efficiency." He said incentives will be offered to water operators who successfully meet NRW targets in identified states. "The ministry's initiatives aim to lower the NRW rate to 28.8% by 2030," he said. In his speech, Jaseni said the Langat 2 project has come a long way following years of planning and implementation, including land acquisition, settling residents complaints resistance and compensation, which took time. "The success of Langat 2 is a joint effort and assistance from various stakeholders, such as the federal government, Selangor state government, Pahang state government, National Water Services Commission (Span), Air Selangor and PAAB. "This reflects a strong inter-governmental commitment in delivery," he said. Jaseni noted that the plant's advanced technologies include the Granular Activated Carbon (GAC) System for dual-filtering and real-time monitoring via the supervisory control and data acquisition (Scada) system. "These innovations underscore Malaysia's push towards integrating modern technology in public utilities." Additionally, he said the environmentally friendly features of Langat 2, such as the static mixer and zero discharge system, highlight the project's commitment to sustainability. "The use of a 1.92-kilometre conveyor pipe system for waste disposal reduces both road safety risks and carbon emissions." He also added that PAAB has received seven recognitions from the Malaysia Book of Records for various engineering feats achieved during its construction for Langat 2.

KUALA LUMPUR: An Opposition MP has questioned why Education Minister Fadhlina Sidek did not use her platform in the Dewan Rakyat to address the current issue of bullying in schools, particularly the case of Zara Qairina, whose death has sparked nationwide concern. Afnan Hamimi Taib Azamudden (PN-Alor Setar) said more than half of the MPs who took part in the 13th Malaysia Plan (13MP) debates had raised the matter of bullying, yet Fadhlina made no reference to it in her winding-up speech. "Many MPs spoke about bullying – especially the case of the late Zara Qairina - but the education minister did not touch on the issue at all. "I stood up to interject, but she said her time was up. How can a minister responsible for schools ignore such a serious issue that the public is talking about?" he told reporters during a press conference in Parliament on Wednesday (Aug 20). Afnan Hamimi said he had earlier filed an emergency motion under Standing Order 18(1) to debate Zara's case but the Speaker rejected it on the basis that the minister could respond during her winding-up. "The Home Ministry gave its explanation and we appreciate that. So we waited for the Education Minister. "But instead of responding, she ended her speech, saying she had finished. How can that be, when this issue involves a student's death and has unsettled parents nationwide?" he asked. Afnan Hamimi said the opposition had proposed various solutions, including making warden positions permanent but they were expecting a professional response from the minister. He said a few minutes from the 40 minutes allocated by the Speaker should have been used to explain the ministry's approach to bullying.

79% of requests to remove cyberbullying content approved from January till August this year, says Fahmi

KUALA LUMPUR: A total of 25,959 online content flagged as cyberbullying was removed by the authorities from January to Aug 15 this year, says Datuk Fahmi Fadzil ( pic ). According to the Communications Minister, the figure came from the 32,982 applications to remove cyberbullying-related content during that period, marking a 79% approval rate by the authorities. '25,929 content (79%) content was successfully removed for going against the Communications and Multimedia Act (Act 588) as well as present laws. 'The three platforms that recorded the highest applications were TikTok, Facebook and Tumblr,' said Fahmi during his winding up speech on the 13th Malaysian Plan (13MP) in Parliament on Wednesday (Aug 20). There were 23,651 cyberbullying content removed on TikTok, 1,738 on Facebook, Tumblr (450), others (120). 'The government views cyberbullying threats seriously and we will continue strengthening efforts to curb this through enforcement measures that are based on public complaints and close cooperation with social media platform providers, as well as the authorities, such as the police,' he said. Meanwhile, Fahmi said the Attorney General's Chambers (AGC) would appeal to the Federal Court a ruling that decriminalises offensive online remarks under Section 233 (1)(a) of the Communications and Multimedia Act 1998 (CMA). 'I was informed that the AGC will be filing an appeal to the federal court,' said Fahmi, who added that he would carefully review the appeal process. On Tuesday (Aug 19), the Court of Appeal ruled that the words 'offensive' and 'annoy' in Section 233 (1)(a) of the CMA were unconstitutional because it went against the protection for equality before the law and freedom of speech under Article 8 and 10 the Federal Constitution. A three-member bench led by Federal Court judge Datuk Lee Swee Seng, in a unanimous decision struck down part of the provision, which criminalises the online transmission of comments deemed offensive or intended to annoy.
